Commons Chamber4. What recent assessment he has made of demand for free schools.
Free schools are proving tremendously popular. Approximately 24,000 pupils already attend free schools and many of those schools are already oversubscribed. Free schools are also more likely to be rated “good” or “outstanding” than other schools inspected under Ofsted’s new framework.
As my right hon. Friend knows, I am a keen supporter of free schools and I am delighted to hear about the success they are enjoying. However, it is also important that the Education Funding Agency finds the right sites for them, which is challenging in urban areas such as Reading and, in particular, Caversham. Will he therefore agree to meet with me and representatives from my local community to discuss the location of the Heights primary school? Further, will he agree that the community should have full transparency of information and related issues from the local education authority and the EFA?
I would be delighted to meet my hon. Friend and to do everything I can to ensure both that the need for a new school is met and that the concerns across the community that he highlights are properly addressed.

Commons ChamberIt was absolutely wise to appoint Peter Clarke to his role as commissioner. It is important to stress that he is looking at some of the wider allegations that were raised in the Trojan horse letter. Some of the allegations in the letter appear to be unfounded; others appear to be supported by the evidence that we have gathered. We need to make sure that Birmingham city council and every agency have the capacity necessary to keep children safe.
It is important to recognise that Peter Clarke has not just the investigative capability but the experience of working with the Charity Commission to ensure that public funds are properly used and that the public are properly protected. If the hon. Gentleman has any concerns about the integrity, probity or authority of Peter Clarke, he should please bring them to me. The time has come to recognise that the situation in Birmingham is sufficiently serious that a public servant of Peter Clarke’s skill is exactly the right person to investigate.
I listened intently to the lengthy contribution of the shadow Secretary of State. I worry that he has developed political amnesia. As we have heard, the roots of the issue in Birmingham run deep and include Birmingham city council. Will the Secretary of the State assure the House that Peter Clarke will look fully at the allegation that the previous Government failed to act on a report of an attempted hard-line Muslim takeover of a school in Birmingham as far back as 2008?
My hon. Friend makes an important point. I will stress two things. First, the permanent secretary will look to see exactly how the Department responded to warnings before and after the formation of this Government. Secondly, as my right hon. Friend the Home Secretary pointed out, before 2010, a number of individuals who were associated with extremist views and organisations were supported by public funds or invited to advise the last Government on anti-extremism. That does not happen under this Government as a result of her leadership. It would be gracious of the hon. Member for Stoke-on-Trent Central to acknowledge the leadership that the Home Secretary has shown and the improvement in our counter-extremism strategy as a result.

My hon. Friend makes a good point. Free schools are providing parents with choice, not just in mainstream education but in ensuring high-quality provision for children with special educational needs. I am delighted that the Seckford Foundation is one of a number of charitable organisations seeking to augment the public money that comes to the taxpayer to improve our educational system.
The previous Labour Government’s overspending and my local education authority’s failure to plan ahead meant that Reading was left in 2010 with huge pressure on places. I thank the Secretary of State for the millions of pounds poured into extending existing primary schools, as well as three new free schools and a new Reading university technical college. The new schools are providing new opportunities and raising standards across the area. Should we not all welcome choice and diversity as part of driving up standards and delivering long-term success in the education system?
My hon. Friend makes a very good point. We have increased the amount available for new primary school places in Reading from £8.3 million under the previous Government to £34.7 million under this Government. He also gives me the opportunity to say that in addition to the new school provision offered by free schools, university technical colleges are providing parents with high-quality options and choice at the age of 14. Let me take this opportunity to thank Lord Adonis and Lord Baker for the leadership they have shown at the head of the university technical college programme.

Commons ChamberResults continue to improve more quickly in sponsored academies than in local authority maintained schools, at both primary and secondary level. Converter academies continue to outperform other schools and to achieve better inspection outcomes than maintained schools. Of the first wave of 24 free schools, three quarters have been rated outstanding or good.
The introduction of academies, free schools and university technical colleges into challenging areas in my constituency is lifting the performance of all secondary schools in those areas. Does my right hon. Friend agree that these schools perform well precisely because they have autonomy from local education authority control? Will he condemn any attempt to remove those freedoms?
My hon. Friend is right. It is the case that education outcomes are improving in Reading as a result of this Government’s changes. That is why it is so worrying that the spokesman for the Opposition told The Sunday Times this weekend that they would halt the free school programme. It would be a terrible reversal of the improvement in our children’s education.

I hope that the Secretary of State will shortly announce the approval of the Maiden Erlegh free school in my constituency, but is he as concerned as I am by Labour’s secret plan to review free school premises and buildings? Is that not simply a back-door way to destroy the free school movement? [Interruption.]
I share my hon. Friend’s concerns absolutely. We all know that, despite the occasionally brave forays into no-man’s land by the hon. Member for Stoke-on-Trent Central (Tristram Hunt), who has tried to defend parent-led academies, the majority of Labour Members—as we can hear from their catcalls and jeers—oppose free schools and greater parental choice and support the attempt of the hon. Member for Cardiff West (Kevin Brennan) to undermine those schools. We will fight them every step of the way.

Commons ChamberThe hon. Lady again shows the devotion to partisanship that has characterised her time in the House. The truth is that some local authorities do a superb job in making library services more relevant and more effective, but others are not doing so effectively—as we are in an election season, it is probably worth pointing out that they are mainly Labour, whether, for example, it is Brent or Newham. If she is serious about raising standards in literacy and ensuring that children have the opportunity to enjoy great works of literature, perhaps she will throw her support behind the national curriculum reforms and the academy and free school reforms we are making. I fear that, once again, she will go into the default mode of Opposition Members, which is to make cheap sloganeering points rather than to care about children.
Owing to the sudden, serious illness of a head teacher at a school in my constituency, the names of a number of children who were due to sit the level 6 SATs test were not submitted in time. Despite these exceptional circumstances, which the local authority supports, the Standards and Testing Agency will not make an exception. Will the Minister intervene in this rather silly bureaucracy and allow the children, who have worked very hard, to take the test?
I am aware that this is a widespread issue; a number of colleagues have raised it with me. We will talk to the schools concerned to see what we can do, but it is difficult, when the STA gave appropriate notice, to necessarily make exceptions.

Commons ChamberThere was fragmentation in education in Bristol, with far too many children being educated outside the city and far too many of their parents feeling that they had to be educated privately. At last, educational standards in Bristol are being turned around, not least thanks to the inspirational leadership of academy sponsors and academy leaders such as David Carter of the Cabot Learning Federation. There is no evidence that child safeguarding is taken any less seriously in academies. All the evidence is that academies, in pastoral and in educational terms, outperform other schools.
Academies and free schools are making a real difference to educational attainment in this country. May I make the Secretary of State aware of an excellent bid for a new free school in east Reading that is truly worthy of Government support?
I am grateful to my hon. Friend for making that case. I find increasingly that Members in all parts of the House are supporting free school bids. Not so long ago, the shadow Education Secretary was saying that free schools were freaky schools; now, increasingly, free schools are the schools that every Member of this House wants in their constituency.

Commons ChamberI see no age cap, and I stress that one of the things that has been very encouraging during the course of today is that a number of schools have suggested that they would like to pilot this qualification even earlier than the planned start date. I hope that we can build up a degree of consensus behind exactly what it is that we propose to introduce and that the schools that are enthusiastic about it are able to make sure that students who do not get a good pass at 16 have the chance to do so at 17 or 18.
May I welcome the Secretary of State’s statement and congratulate him on being a real education reformer? He will know that introducing an exam with higher standards that rejects grade inflation will mean more schools failing to meet the minimum standards. Does he agree that it is better to know the failures in our schools and put them right? Does he agree that it is better to know the details?
I do not believe that there is a necessary link between making sure that exams are more rigorous and more schools failing. My experience of all highly successful schools is that they use outside encouragement to do even better, and higher standards set from the centre as an opportunity to raise their performance, but I agree that greater clarity and honesty about how students and schools are performing is an absolute precondition for improving outcomes for everyone.

The hon. Lady, whom I greatly respect, has fallen into the trap, perhaps taking her cue from those on her party’s Front Bench, of thinking that the measure is a move towards the 1950s. Let me take this opportunity, which she has kindly given me, to reassure her absolutely that we want not to look backwards but to look outwards. We want to ask ourselves why there are other countries that have stronger exam systems and also make opportunity more equal. Why do countries such as Singapore, Hong Kong, Canada, Australia and New Zealand manage to have both a higher level of absolute attainment and a more equal society, including a more equal education system? That is what we want to achieve and I hope that we can count on the hon. Lady’s support in that mission.
My right hon. Friend is right to concentrate on raising standards, and employers will welcome what he has said today, but can he confirm whether he plans to abolish the national curriculum for secondary schools?
We want to make sure that the national curriculum in secondary schools is properly aligned with qualifications. One of the problems is that, to my mind, there are many admirable aspects of the secondary curriculum that we inherited, but also some very weak aspects. One of the problems is that both what is admirable and what is weak in that curriculum is overshadowed by what people have to do to acquire qualifications. In that sense, our secondary school system is the wrong way around in that weak qualifications determine what is taught and the only things considered worth teaching are those that are assessed. I want to change that to make sure that our qualifications are rigorous and that much of what goes on in secondary schools that is not assessed is properly regarded as valuable.

Commons Chamber10. What proportion of secondary schools have academy status or are in the process of converting to academy status.
At present, we are fortunate in that more than 50% of secondary schools are either full academies or en route to converting to academy status.
I congratulate my right hon. Friend on that figure. I must tell him, however, that at a recent council meeting in Reading, the Labour administration launched an outdated left-wing assault on the academies programme. Given the clear benefits of academy status, will he condemn that backward-looking element of the Labour party and reaffirm the Government’s commitment to putting children first, not party-political dogma?
That is an excellent point. Now that more than half the number of secondary schools are either academies or en route to becoming academies, those who attack the academies programme are attacking the majority of state schools in the country. It is a pity that there are people in the Labour party who are enemies of state education at a time when so many great head teachers are taking advantage of academy freedoms to raise standards for all.

Commons ChamberI am very grateful to the hon. Gentleman for that question. As he will be aware, we changed the information and communications technology curriculum just last week, and many of us were brought up when the old ICT curriculum was in place and may not always have been as handy with the cursor as we should have been. However, every single aspect of communications policy in the Department for Education has been in accordance with the highest standards of propriety, as laid down by the Cabinet Office.
T2. My right hon. Friend may remember our discussions about how to help independent day schools increase the number of places available to our brightest, yet poorest, children. In the light of today’s impressive report by the Sutton Trust, will he re-examine my proposals to open up those schools to access based on merit, rather than on the ability to pay?
I am very grateful to my hon. Friend, who has been a consistent advocate for helping disadvantaged children to access excellent schooling. I am encouraged by the work that the Sutton Trust has done, but it is important that we ensure not only that individual children of merit have access to the best schools, but that all children from disadvantaged circumstances have better education. That is why I want to see private schools playing a larger part in the academies programme.

Commons ChamberI am grateful to my hon. Friend for his question. I appreciate that one of the challenges in Bradford is that we have not just huge population churn, but different communities with different needs and a requirement to ensure that those communities feel that they are part of one Bradford. It is therefore important that, when we bring forward proposals for free schools and the growth in academies, we recognise the achievement of the local authority and of the leadership of existing maintained schools. I hope that, before too long, I will have the chance to come to Bradford and talk to existing and new head teachers about how we can all work together in the interests of Bradford’s children.
I warmly welcome my right hon. Friend’s statement. I am delighted that the new school that I championed in Reading East is moving towards a 2012 opening. Will he confirm that UTCs are an essential addition to choice in our schools and join me in acknowledging the huge contribution that Lord Baker of Dorking has made to this successful programme?
I am delighted to underline my debt to both Lord Baker of Dorking and my hon. Friend, who was one of the early advocates of free schools and the pupil premium. I am absolutely delighted that this ministerial team is able to take forward proposals that he championed when we were in opposition.

Commons Chamber11. What assessment he has made of the level of interest in establishing university technical colleges.
My Department has received 37 applications to open university technical colleges.
The investment in UTCs and technical academies is very welcome and will, I believe, provide a substantial boost to education standards in the areas that will have them. Has my right hon. Friend given any thought to how we can accelerate the UTC programme so that more areas can benefit from this fantastic programme?
I am grateful to my hon. Friend, who is a champion of high-quality vocational and technical education. The Government are doing more for vocational and technical education than any and that is why I am so pleased that he is heavily involved with the bid to ensure that Reading receives an appropriate technical academy. We are doing everything possible to accelerate consideration of those bids and to support as many as possible and I am grateful for the support of the Chancellor.

I understand that there will be anger and frustration on Thursday: anger from parents whose child care arrangements have been disrupted, and frustration about the fact that schools remain closed. The question for all of us is: why is this reform necessary? I am afraid that the answer is: because of the dire economic situation that we inherited from the Labour Government. We are pledged to negotiate openly, honestly and constructively, but that negotiation has been pre-empted by the unions, and the hon. Gentleman’s responsibility is to ensure that schools in his constituency stay open.
I can inform my right hon. Friend that 35% of schools in the borough of Wokingham and well over 50% in the borough of Reading will close. Will he join me in thanking teachers at schools that are staying open, such as E P Collier and Reading girls’ school in my constituency, where staff have put the needs of children and parents before the pre-emptive action of their unions?
As I said in my statement, not every teaching union has chosen to go on strike this Thursday. While I am well aware of the strong feelings that exist about the future of teachers’ pensions, I know that many people who will be taking industrial action feel understandably concerned about what will happen when schools close, and I think it important for all of us to recognise that people who are working hard to keep schools open are operating in a public-spirited fashion and deserve our support.

Commons ChamberAs soon as word gets out that we are engaging in one-to-one negotiations across the green Benches, I expect that the Chamber will rapidly fill up, even though there is a one-line Whip. I would repeat the point I made to the hon. Member for St Helens North (Mr Watts) to all Members: thanks to the coalition Government’s commitment to the pupil premium and to our reforms of 16-to-19 learning, the most disadvantaged students will receive more money. That is all thanks to our commitment to social justice.
May I welcome my right hon. Friend’s statement, and place on record my thanks to Professor Wolf for her excellent report? Will my right hon. Friend say a little more about the delivery of these very important reforms? In particular, has he looked closely at the US community college system, which has been extremely successful in delivering these kinds of reforms to very hard-to-reach young people?
My hon. Friend has campaigned for a better deal for poorer students ever since he first came to this House, and I agree that we must look at international models of good practice. The university technical colleges that this Government are committed to introducing provide a new model that caters for students of different aptitudes, and I believe we can learn a lot from some of the best practice in the United States.

Commons ChamberI am grateful for the moderate way in which the hon. Gentleman couches his question. The sad truth is that the Government did not have the information available to know quite how dilapidated the schools estate that we inherited was, because in 2005 the previous Government abandoned any systematic collection of data about the state of schools. More than that, we inherited a situation in which the Office of Government Commerce had warned the previous Government that there was insufficient investment in additional pupil places. That is why we doubled the amount of capital spending on additional pupil places. As a result, we have had to make economies elsewhere, but we have prioritised where the previous Government failed to.
Many urban areas in the south-east, such as Reading, will shortly have enormous pressure on their primary and secondary school places. For planning purposes, it is important that they can look further ahead than 2012. What can my right hon. Friend do to assist local education authorities that are struggling, and under the most pressure, with additional pupil places?
We have doubled the amount of money that local authorities have to spend on additional pupil places this year. The James review will give all local authorities a greater degree of confidence that every penny that is spent on pupil places can be spent more effectively and efficiently.

Commons ChamberFirst, I thank the hon. Gentleman for his point about bureaucracy. Whenever I see that word, a red mist descends over my eyes, so occasionally the finger slips on the keyboard. I also thank him for his points about GCSEs and A-levels. We are stripping away modules from GCSEs. With A-levels, although I favour in many cases a linear approach that encourages synoptic understanding of the subject, it remains for universities, learned bodies and schools to decide the best way forward. For some subjects, it is appropriate to have a modular approach at A-level.
May I welcome the White Paper, particularly the drive towards making schools independent entities? There has been a stampede towards academy status in my constituency, but will my right hon. Friend ensure a smooth transition to academy status in all areas of the country? I know that the shadow Secretary of State will be anxious to see his old school, St Aelred’s, become an academy. [Interruption.]
I am delighted that St Aelred’s, as an outstanding school, is going to become an academy. I look forward to visiting the school with the right hon. Member for Leigh (Andy Burnham), so that we can celebrate the superb education he received, along with the coalition’s extension of more autonomy to more great schools.

Commons ChamberIf the hon. Lady does not know the schools, I regret that, but they are of course the UCL Camden academy and Swiss Cottage special school. Those are the two sample projects in her constituency.
While money has, in many cases, been squandered on consultants, pre-procurement processes and wasteful bureaucracy, my constituency has not had a single school built through the Building Schools for the Future programme. Does the Secretary of State agree that it is outrageous that fewer than 200 schools have been built while billions of pounds have been spent?
My hon. Friend makes a very good point, and the fact that the disadvantaged students of Reading have not received the benefit that they should have done under the school-building programme is one of my concerns, absolutely.

I intend to ensure that all free schools and all academies continue to abide by the existing admissions code, that all schools that are currently comprehensive remain comprehensive, and that schools are as inclusive as possible.
What can my right hon. Friend do to ensure that free schools can be set up quickly and easily in places such as Reading, where they will prove very popular indeed?
I am grateful to my hon. Friend for his question. I know how committed he is to improving education in Reading and elsewhere. We are ensuring that we reform the building regulations that hold schools back at the moment. Under the previous Government, we saw the absurdity of schools having to measure the distance between cycle racks before they could go ahead with construction; unless that was between 600 mm and 1 metre, the school could not be built. It is that sort of absurd, pettifogging, centralising bureaucracy that we need to sweep away so that money goes where it needs to go—towards the front line and towards children in Reading and elsewhere.

Commons ChamberThe hon. Gentleman will be aware that funding under the Building Schools for the Future programme had been allocated on the basis of deprivation, not the state or dilapidation of the building. I will consider the two schools that he mentions and write to him.
