Commons ChamberOfsted clearly has the capacity to detect when schools are not adhering to the responsibility to deliver community cohesion, as the reports published today clearly demonstrate. I will not be drawn into the question of individual governors, but let me take this opportunity to underline the broader point the hon. Gentleman makes that there are many who are committed to state education in Birmingham who are doing a superb job, including governors, teachers and school leaders. I should add that maintained schools, faith schools, academies and free schools in Birmingham are all contributing to the renaissance of state education in that city. That only makes it more important that we deal with those schools that are failing to protect children and failing to prepare them for the 21st century.
I know at first hand how seriously my right hon. Friend takes the issue of extremism in our schools. Does he agree that there is a sharp contrast between the speed with which he and his Department took action to tackle failing schools and to investigate extremism and the lacklustre approach of Birmingham city council? Will he therefore investigate what oversight Birmingham had over Saltley science college, a community school where Ofsted has just reported the governors spent tens of thousands of pounds of school funds on private investigators, private solicitors and meals in restaurants, and where, according to Ofsted, governance is inadequate and staff are intimidated?
My hon. Friend makes a very important point. The Department for Education has been faster to react to concerns expressed about schools and to deal with failure than many local authorities. The case of Saltley, a local authority maintained school, is shocking, but let me stress that Birmingham city council is now fully seized of the importance of dealing with this problem. Let me pay tribute to Sir Albert Bore, whom I met earlier today, who now understands fully the vital importance of working with central Government to deal with it. Local government has failed in the past. We need to ensure that central and local government work together to deal with this problem.

Obviously, we both agree with that report because it is an Ofsted report and we place an enormous amount of weight and confidence in the chief inspector’s scrutiny of underperforming schools. While there are free schools that underperform, it is only fair to say that there are also local authority maintained schools that are underperforming. It is sad that even as standards increase overall, every day that schools are open two local authority schools go into special measures. If we put that in the frame, we can recognise the context in which school improvement work is taking place.
Although Hartsbrook E-ACT free school was underperforming, in the right hon. Gentleman’s constituency the Harris academy, which took over from the failing Downhills school—the right hon. Gentleman, of course, was sceptical about that takeover and forced academisation—is now flourishing. That shows that after initial teething problems, school reform under this Government has worked. I hope that we can work together to ensure that Lord Harris and other high-quality sponsors continue to create the academies and free schools that will help to bring young people in the right hon. Gentleman’s constituency additional hope for the future.
I refer to my entry in the Register of Members’ Financial Interests. I am obviously a keen supporter of free schools. The Secretary of State will know that some free schools are keen to adopt approaches commonly found in the most successful independent schools, but some fear Ofsted inspectors brought up in progressive education. Will the Secretary of State ensure that Sir Michael Wilshaw’s statement that there are no Ofsted prescribed forms of teaching is adhered to by the thousands of inspectors engaged on the ground?
I take my hon. Friend’s point, and I read with interest and appreciation his article in The Daily Telegraph today. Sir Michael Wilshaw is an outstanding chief inspector—the best ever to hold that post—and he inspects without fear or favour. He has also been responsible for ensuring that the quality of inspection during his time has increased. He has led an academy and seen the benefits that academies and free schools can bring to parts of London, so I know that Sir Michael will bear in mind my hon. Friend’s words and ensure that Ofsted continues to do a highly effective job inspecting all schools and holding them to the highest standards.

Commons ChamberI absolutely do believe that we should be held to account for the changes that we have made, which is why I look forward to Ofsted’s report in a fortnight. It will report on what has changed in the course of the past year, and it will reflect, I believe, improved teaching standards in all our schools. Earlier, I ran through some figures—I know that the right hon. Gentleman took note of them—that recorded the increased number of highly qualified teachers in our classrooms. As I mentioned, Andreas Schleicher pointed out that it would take time for the changes that we have introduced to take effect. Just as members of the Opposition Front Bench want to take account of PISA and the OECD, so they should take account of Andreas Schleicher’s comments, which seem to me to be fair and proportionate, and all of us should draw the right lessons from them.

My right hon. Friend is right to conclude that Britain’s poor standing in the PISA rankings is a reflection of Labour’s education policies and its supine relationship with the teacher unions. Does he share my view that university education faculties, which have trained generations of teachers, should take their share of blame? Should not the Institute of Education and Canterbury Christ Church, two of the biggest teacher training institutions, be held to account, not only for today’s poor figures but for the country’s long tail of underachievement? Education academics are quick to condemn much-needed reform, but there is always a deafening silence from them on days—

Commons ChamberThis is an important issue. Parents need reassurance that we are doing everything possible to keep down the cost of school uniforms. Clear guidance is issued by the Department for Education on how costs can be kept down. I subsequently read the report that was mentioned at Prime Minister’s questions last week and it referred to 13 schools, a small sample, but there were one or two worrying cases. I believe that those worrying cases may well be voluntary-aided schools rather than academy or free schools, but we shall keep the issue constantly under review.
During the past 20 years, many Ofsted inspectors have required schools to adopt particular teaching methods, which some would call progressive, but which the evidence suggests have failed. The new Ofsted inspection framework now makes it clear that
“Inspectors must not advocate a particular method of teaching or show preference towards a specific lesson structure.”
Will my right hon. Friend ensure that that message is heard loud and clear by both inspectors and teachers, as he did in his excellent Policy Exchange speech on Thursday: that teachers who want to adopt a more effective teacher-led approach to teaching are now free to do so?
My hon. Friend is right. One of the many reasons why Sir Michael Wilshaw is proving an outstanding chief inspector is that he has moved away from the rigid prescription that forced methods of teaching on schools which were not in the best interests of children, and he has ensured that we now have an approach that encourages teachers to teach, and that once more says that direct instruction, and the pedagogy that concentrates on knowledge, should be at the heart of what happens in our schools.

Friend on his statement and, in particular, the reforms to ensure that essay writing skills are tested in English and history GCSEs, and the reforms that ensure a deeper understanding of and facility with mathematical processes and formulae in the maths and science exams, with less predictable and more demanding questions. Will he assure me that the exam boards, chastened as they are by universal criticisms of their failure on the stewardship of grade values, will not allow grade inflation to creep into these newly reformed GCSEs?
I thank my hon. Friend and pay tribute to him for the fantastic work he did in office to lay the foundations for some of the changes we are announcing today. I do think that the exam boards are chastened and that their current leadership recognise that the credibility of the qualifications they offer depends on their policing standards with even greater rigour than ever before.

Commons Chamber1. What recent steps he has taken to increase the amount of information about schools available to parents and the public.
School performance tables now include four times as much data as those published before May 2010. In addition, since September 2012, schools are required to publish information on their websites on the use and impact of the pupil premium, their curriculum, their admission arrangements and their policies on behaviour, charging and special educational needs.
My right hon. Friend will know that the new school information regulations came into force on 1 September last year. Among other things, they require schools to publish details of the curriculum for every subject in each year. Looking at a sample of schools’ websites, I do not yet see widespread compliance with this regulation. Given the importance of this information to parents and of parental choice in driving up standards, will he take steps to publicise the new requirement and take measures to ensure compliance?
My hon. Friend is absolutely right to emphasise the importance of ensuring that parents are well informed about schools and the curriculum they offer. The Department sends out termly e-mails reminding schools of their obligations under legislation, and most recently Her Majesty’s chief inspector has written to all schools reminding them of the requirement to publish information and pointing out that inspectors will use the publication of this information as a starting point when considering inspection of provision in the school.

Commons ChamberI congratulate my right hon. Friend on his statement and, in particular, on the publication of the new national curriculum. Does he share my view that the 2007 curriculum, written by the Qualifications and Curriculum Authority and introduced by the last Government, was hugely damaging to educational standards in this country and the cultural and scientific literacy of school students, and that the new, knowledge-based curriculum published today will do an enormous amount to raise standards, undo that damage and put our curriculum on a par with the best in the world?
I pay tribute to my hon. Friend for the fantastic work he did during his time as a Minister to ensure that some of the mistakes made in the past were reversed and that some of the successes achieved in the past were built on. I absolutely agree with him: the curriculum took a wrong turn in 2007. Real improvements were made to the national curriculum and how it was taught when the right hon. Member for Sheffield, Brightside and Hillsborough (Mr Blunkett) was Education Secretary. Sadly, those improvements were not maintained. I hope we are now back on course in order to ensure that our curriculum ranks with those of the highest-performing jurisdictions in the world.

Commons ChamberI am grateful to the hon. Gentleman for his question, because it gives me another opportunity to remind the House of the changes that we have made to, for example, the teaching of computer science. We replaced an out-of-date information and communications technology curriculum, which had not changed under the last Government, with a fit-for-purpose computer science curriculum that was endorsed by the industry. The hon. Gentleman’s question also gives me an opportunity to point out that, through both the Wolf review of vocational qualifications and the Richard review of apprenticeships, we have managed to unite all those who take vocational education seriously in acclaiming the reforming steps that we have taken.
The school information regulations that came into force last September require schools to publish on their websites their GCSE results and the GCSE courses that they offer, as well as details of the curriculum for each academic subject in each year of school. Will my right hon. Friend ensure that schools comply with those regulations, so that parents have all the information that they need when deciding on a school for their children?
My hon. Friend makes an excellent point; one of the best ways in which we can ensure that all schools offer the range of subjects that young people need in order to succeed is to ensure that there is transparency about the curriculum and clarity in the minds of parents. The changes he mentions should secure that, and it is important that schools observe them.

Commons ChamberIf I thought the EBacc proposals would lead to that, I would not be able to sleep at night, knowing that the ghosts of Rutherford and Churchill were hanging over my bed and chiding me for my failures. I had the opportunity to speak to representatives of a variety of arts organisations today. They applauded the work we have done, not least the report that Darren Henley authored on cultural education. Many of the initiatives that we have launched since that time are initiatives that the previous Government were capable of neither initiating nor funding.
One key factor when considering the subjects to be studied at secondary schools must be how well they prepare young people for further training or study at college or university. Professor Ebdon from the Office for Fair Access has said that it is “dreadful snobbery” to put pressure on schools to achieve places for their students at the best universities. As a former schools Minister, I share the uncertainty of another former schools Minister, Lord Adonis, about whether Professor Ebdon is the right person to lead an organisation committed to encouraging wider access to higher education. Does my right hon. Friend share that uncertainty?

Commons ChamberI am grateful to the hon. Member for West Derby—[Interruption.] The hon. Member for Liverpool, West Derby (Stephen Twigg), yes. I am grateful for his questions.
The hon. Gentleman’s first point was about the secrecy with which these plans have been drawn up. He then went on to complain that they had been shared with the second-best selling tabloid and the second-best selling Sunday tabloid in our country, as a result of which millions have had an opportunity to comment on them. Which is it? It cannot be the case simultaneously that the plans were drawn up in secret, and that they stimulated a widespread debate.
It would have been helpful if the hon. Gentleman had engaged with what we had announced today rather than engaging with what he had hoped we would announce, for his own reasons. He asked us what we would do in order to deal with the students—the weakest 20%—who were currently unable to secure good GCSE passes. We had explicitly said that we expected more students to be able to secure good GCSE passes, and that for those who did not, we would provide enhanced support and an assessment giving an all-round view of how they had done, enabling them then to take examinations at the age of 17 or 18.
The hon. Gentleman asked us what we would do for students who wanted to take examinations in English and maths at 17 or 18. We had explicitly said that students who could not secure a good pass in those subjects at that age would be offered the new certificates so that they could make the progress that they wanted to make later. He asked us what we were doing to deal with the problems that we had inherited with GCSEs which were dysfunctional this year and which had caused students suffering. We are explicitly addressing the problems with modules and controlled assessment that were introduced by the previous Government, and making sure that as a result of those changes, students will never again face the difficulties that they face this year as a result of dysfunctional examination design.
The hon. Gentleman asked about the cost of these qualifications. Getting rid of modules, coursework and controlled assessment means that less time will be spent on sitting and resitting examinations, and more time can be spent on teaching and learning. Schools will save money, and they will be able to reinvest that money in high-quality teaching, high-quality learning, and the stretching of every child.
The hon. Gentleman was faced with his own test today. He was faced with an opportunity to embrace the reform that has been outlined on this side of the House, and he flunked that test by making clear that he would engage in blind and partisan opposition. He asked us to build cross-party support for these proposals, but the best minds in the Labour party have already endorsed them. Conor Ryan, former special adviser to the right hon. Member for Sheffield, Brightside and Hillsborough (Mr Blunkett) and to the former Prime Minister, Tony Blair, has said that there are good ideas in what the coalition Government are doing. He has said that it is right to end competition between exam boards—the hon. Gentleman did not address that issue. He, Conor Ryan has also said that it is right to have more rigour at the top, and the hon. Gentleman did not address that argument either. Conor Ryan has also said:
“More rigorous GCSEs, particularly for top achievers, do not have to place a cap on ambition for many other students.”
That is another argument that the hon. Gentleman failed to address.
There will be an opportunity for the hon. Gentleman to resit this test. There will be an opportunity during our consultation for him to rethink his blind opposition to this progress. I hope that we can count on him to reflect on the decision that he made today, and decide that he will join this side of the House in delivering better, more rigorous and more inclusive qualifications.
I congratulate my right hon. Friend on his statement. He will be unsurprised to know that I fully support his proposals. The current structure of our school exam system, in which exam boards compete with one another for a market share, has meant a year-on-year incremental reduction in the academic rigour of GCSEs, a narrowing of the breadth of the curriculum examined, and an increase in the predictability of the exams themselves.
May I ask my right hon. Friend to go one step further and address the issue of school textbooks, so that we can encourage publishers to move away from textbooks that are a step-by-step guide to passing a GCSE and towards textbooks that are rich in knowledge of the subject, encourage pupils to read beyond the confines of passing the exam, and provide greater scope for academically able children to flourish?
I thank my hon. Friend for his kind words. Let me first take this opportunity to say that, during his two and a half years in the Department for Education, he did more than anyone else to ensure that rigour was injected back into our education system—[Interruption.] I shall ignore the graceless remarks from the Opposition Front Bench.
I want to underline my gratitude to my hon. Friend for doing such an exemplary job, from the introduction of the phonics test at the end of year 1 and the reform of key stage 2 tests to ensure that spelling, punctuation and grammar were properly marked, to the groundwork that he carried out in this examination reform. Future generations of teachers and pupils will be grateful to him. His comments on exam textbooks are very well made, and I believe that the reforms we are making to eliminate the race to the bottom will provide room for education publishers to do just what he hopes they do: to enhance the quality of textbooks.

As he knows, I always take his views on education in general very seriously, and I am always particularly interested in his very well-informed views on home education. He is probably the most well-informed Member of the House on that issue—
There you are; you heard it from the Secretary of State himself. My hon. Friend is the best-informed Member of the House on home education, and I will happily have that meeting with him in the near future.
After those rather lengthy remarks, I hope that my hon. Friend the Member for Altrincham and Sale West will withdraw his amendment so that we can press on to the next group.
