The west midlands has some world-leading, innovative companies as well as universities and research institutions doing ground-breaking research, but public research and development investment in the west midlands has been low compared with other areas, even though for every £1 of Government investment, we have seen a private sector return of £4. How will the innovation accelerator help to close that gap?

My hon. Friend brilliantly encapsulates the challenge. The innovation accelerator will bring together representatives from the private sector—from business—as well as those in the outstanding universities that, as he rightly points out, are a feature of the west midlands in order to ensure that its manufacturing strengths can be leveraged more effectively. I look forward to working with him and others to achieve that.

Businesses in Dudley South and across the Black Country trade with countries in every part of the world. Further to the earlier question from my hon. Friend the Member for West Bromwich East (Nicola Richards), what support is available for businesses to understand the changes to customs and tax rules, so that they can prepare to take advantage of those opportunities as we become an independent trading nation again?

My hon. Friend makes an important point. It is the case that we are intensifying our communications campaign. On the Government Digital Service gov.uk website, the transition page outlines some of the information required. The Prime Minister and I are meeting business representative organisations tomorrow in order to reinforce that, but I would be very happy to talk to him and other colleagues in the west midlands, in our manufacturing heartland, to reinforce exactly what it is that we can provide businesses to support them to take advantage of these new opportunities.

I am very grateful to the hon. Lady for her comments. Having worked in Northern Ireland and having so many friends in Northern Ireland, I can absolutely say that its position in the Union is very dear to me, and therefore it is of concern to me that there are people in Northern Ireland, particularly within the Unionist community, who feel heartsore about what they perceive to be the consequences of this deal. In every hour of every day ahead I will be doing everything that I can to provide reassurance and to ensure that we can put provisions in place that will make sure that people in Northern Ireland appreciate that we love them and want them to stay.

The shadow Minister cites Make UK, but it is clear that endless extensions are hugely damaging to its members’ interests. Is my right hon. Friend aware of any major business or organisation that is calling for yet more delays?

I am disappointed to hear that Brexit is being cited in these circumstances, because obviously it has not yet happened, and we enjoy the free flow of goods through the short straits and elsewhere. I would be interested to know further details, and I hope that I can put the hon. Lady’s constituent’s mind at rest; it is important that people have peace of mind when we are talking about these important issues. It is the case that appropriate steps have been taken to ensure that we have the maximum level of flow at the short straits. That is why I stressed earlier that business readiness is so important. If all businesses are ready, it means that flow for everyone is easier. It is also the case that the Department for Transport and the Department of Health and Social Care have put in place provision to ensure that there is additional freight capacity specifically for what are called category 1 goods, and those include the medicines that her constituents rely on.

What assessment has my right hon. Friend made of ferry and port capacity in the UK, and in EU ports, for transporting goods to and from the UK after we leave the European Union?

My hon. Friend makes a very good point. There are a number of ports through which companies in the UK and the EU can find alternative routes to the short straits to ensure their goods can find a way to market. The British Ports Association and others emphasise that there is significant additional capacity that can be utilised. It is the ingenuity of the private sector that will help us in government to ensure that trade and commerce succeed in the future.

Thank you, Mr Speaker. We know that 82% of the beer that is drunk in our pubs is brewed in the UK. Jodie Kidd and other publicans will be presenting a 105,000-signature petition to Downing Street today to back the Long Live the Local campaign on beer duty. Will my right hon. Friend ensure that the Chancellor is fully aware of the contribution that our beer and pub sectors make to British farming, as well as to the wider economy and society?

My hon. Friend does brilliant work as the chairman of the all-party beer group, and he is absolutely right to say that we must look at beer duty. In particular, a case has been forcefully made for looking at duty relief for small brewers in order to maximise growth in that sector, so that we can all enjoy great British beer.

I am grateful to the hon. Lady for her kind words, and for reminding the House that, while I was not an unprecedented success as Chief Whip, I did manage to vote with the Government the majority of the time while I was in that post. It is the case that people will have paid penalties under the criminal courts charge. That was the law at the time, and it will be the law until 24 December. After that, people will not pay the criminal courts charge.

Members on both sides of the House will be pleased that the fixed charge will no longer apply from later this month, but does the Secretary of State agree that it is right that convicted criminals should contribute not only towards supporting victims, but towards the running costs of our criminal courts?
