I am grateful to the Chair of the Select Committee. Lord Harrington and I have been seeking to assure ourselves, with our Home Office colleagues, that the system that will go live from tomorrow and will enable passport holders—although, as the right hon. Lady pointed out, that is not every Ukrainian—to secure rapidly, online, the PDF form to which I referred earlier, will allow them ease of access. It is true that, as the right hon. Lady rightly observed, there have been challenges—I will not go into all the reasons now; she knows them very well—with the operation of our visa application centres, but, as well as setting up the new centre in Arras in northern France to which my right hon. Friend the Home Secretary referred last week, we have expanded opening hours in many other centres. In particular, Warsaw and Rzeszów in Poland, which were previously not open at the weekend because of complicated Polish labour laws, are now fully open. We will update the House continually on the speed and the effectiveness with which the centres are processing applications.

I welcome this important announcement. My constituents in the Scottish Borders are desperate to help. There is a slightly different system in Scotland, with the Scottish Government taking on a super sponsor position. Can the Secretary of State reassure me that his officials and the Department will work with Scottish Borders Council and the Scottish Government to ensure that the system is seamless, that those people wanting to help are able to do so, and that families coming to this country are supported in every way possible?

Absolutely. We are of course working with the Scottish Government, and the scheme that will go live this week will allow individuals anywhere in the United Kingdom to offer to act as sponsors. We have explained to the Scottish Government that we just want to crack on.

The hon. Gentleman makes a very important point. It is the case that, in South Wales, there is a concentration of skilled workers in advanced manufacturing who are the pride of the world. It is also the case, of course, that General Dynamics in Merthyr Tydfil, which is new to his constituency, is receiving support and investment from the defence industrial strategy. I look forward to working with him and indeed with the Welsh Government to ensure that his constituents can prosper in the future. It is absolutely vital that we work together to ensure that the skilled workers of the valleys have the bright future that they deserve.

What recent discussions the Government have had with the devolved Administrations on the UK’s trade negotiations with the EU.

It is the case that I have regular contact with Ministers in the devolved Administrations in order to ensure that we can work effectively together in our negotiations with the EU, the last of which was on 3 December, when the Joint Ministerial Committee on EU negotiations met.

Despite its warm words about being pro-trade, the Scottish National party has consistently voted against or abstained on trade deals coming before this House. Does the Minister agree that international trade is essential for supporting jobs across Scotland, and that by failing to support these trade deals the SNP is letting down workers across Scotland?

My hon. Friend is absolutely right. As has been pointed out by the Minister of Trade at this Dispatch Box on a number of occasions and, as he has reminded us, the SNP has never found a trade deal that it could vote for or like at any point. It is also the case that it wants to erect barriers between Scotland and its biggest trading partner—the rest of the United Kingdom. Trade brings prosperity. The SNP is not in favour of trade and therefore not in favour of Scotland’s prosperity.

The hon. Gentleman takes his duties as a scrutineer of the Executive very seriously. The one thing that I would say is that the draft agreement covers a wide variety of issues, and he alludes to an important one. Obviously, I am here to answer questions relating specifically to fishing. I hope that the draft agreement will be agreed at the March Council, and with your permission, Mr Speaker, the Prime Minister will be here on Monday to make a statement. The hon. Gentleman will have the chance to get his question fully answered then.

Like many fishermen across Scotland, I feel badly let down by this deal, because we are not going to be taking control of our waters as quickly as we had hoped. Will my right hon. Friend give me the guarantee that the Scottish Fishermen’s Federation seeks, which is that we will take control of our vessels and waters after we finally come out of the transition period as we leave the European Union?

I thank my hon. Friend for raising the role of the Scottish Fishermen’s Federation. Its chief executive, Bertie Armstrong, has been an extremely effective advocate on the industry’s behalf, and his response today, balancing the disappointment felt by many with the determination to ensure that we get absolutely the right deal at the end of the process, was constructive. That approach was reflected in my hon. Friend’s question, and it is absolutely the case that we will seek to secure the opportunities that the Scottish Fishermen’s Federation and other bodies want to secure.

I am grateful to the hon. Gentleman for raising that subject. I received a letter from my hon. Friend the Member for Dumfries and Galloway (Mr Jack) on behalf of Scottish Conservative MPs setting out a very constructive suggestion on how to take matters forward. That is proof that having 14 Scottish Conservative Members here is a way of ensuring that the interests of Scotland’s farming and fisheries sectors are better represented than ever before in this House.

While my right hon. Friend is considering Scotland, may I remind him that many Scottish farmers are concerned about the reintroduction of lynx in the Kielder forest? Can he reassure me that my constituents and the Scottish Borders Council will be consulted before this moves forward?

May I thank my hon. Friend for raising that issue? I visited his constituency in a private capacity in August to fish on the Tweed. I had the opportunity while there to hear from his constituents not only about what a fantastic job he is doing, but about their concerns about the reintroduction of lynx. I will of course ensure that we take full account of their views before any progress towards such a reintroduction takes place.
