We moved as expeditiously as possible to suspend the charge. The best legal advice available to the Department suggested that this was the most effective way of relieving magistrates of the obligation to impose it.

In my part of Northumberland, we have neither the benefits nor the perceived burden of a free school. We have focused on more primary places; the rebuild, authorised by the Secretary of State, of Prudhoe community high school; the creation of the Haltwhistle academy, the first in my constituency; and the changes to the fairer funding formula, which will for the first time produce enhanced funding for Northumberland. I welcome the changes, I welcome his direction of travel and, in particular, I welcome the changes to the fairer funding formula.
My hon. Friend makes a very good point. Part of the progressive changes that have been introduced by my Department and which have been championed and designed by the Minister for Schools has been an increase in funding for the parts of the country that have suffered in the past. In particular, the delivery of the pupil premium ensures that disadvantaged children, wherever they are, enjoy not only a high quality of education but additional investment in a better future.

Commons ChamberThe early years are indeed very important. That is when children often learn to spell. It is important that the Secretary of State can tell the difference between education, e-d-u-c-a-t-i-o-n, and health, h-e-a-l-t-h. Responsibility for health visitors, like responsibility for doctors and nurses, is for the Secretary of State for Health, and I suggest that the hon. Gentleman address those questions to my right hon. Friend.
T3. Last summer the Minister visited Northumberland, where schoolchildren have, historically, been chronically underfunded, compared with those in other areas, by central Government. May I welcome the 6.4% increase in early 2015 and the ongoing consultation, and observe that the case for fairer funding is absolutely overwhelming? The Minister should prepare for a lot of representations from my head teachers.

Commons ChamberAs I pointed out in response to the question asked by the hon. Member for Derby North (Chris Williamson), the increase in the number of unqualified teachers in academies and free schools is a direct result of the nationalisation of independent schools. Overall, the reduction under this Government in the number of teachers without teaching qualifications reflects the fact that teachers are now better qualified than ever before. Critically, the decision over who to hire should be a matter for head teachers. It is critical to the success of any education system that we respect the autonomy of great head teachers to recruit people with the right qualifications for their community and students.
The Secretary of State will recall meeting some of the outstanding head teachers in Northumberland with me and then authorising the rebuild of Prudhoe community high school. Does he agree with me, Lord Adonis and the other authors of the Adonis report that there is scope for a London challenge-type approach in the north-east?
A lot needs to be done in the north-east in order to improve education. One thing we need to do is ensure that local authorities end their opposition to academisation and free schools and that there is a degree of collaboration among autonomous head teachers who are determined to drive up standards, as we have seen in London.

Commons ChamberAcademies do make up the majority of secondary schools. At the moment, academies make up only 10% of primary schools, and the curriculum is of course more specific when it comes to the foundation subjects at primary level. The curriculum generates a sense of expectation and lays the foundations for the new GCSEs, which we expect to be the principal benchmark for accountability at the age of 16 for all schools.
Did the Secretary of State notice Professor Black’s comments today? He said:
“You can’t debate our sense of national identity and our national interest unless you understand our national history. This curriculum put British history first as well…It kicks out woolly empathy”.
Does he agree that that is the right way forward in the longer term?
I am grateful for my hon. Friend’s point. Professor Jeremy Black is one of the finest and most productive historians working in academia today. He is also one of the most engaging of teachers.

Commons ChamberMy constituents in Northumberland will welcome this effort to raise standards across the board, although my local schools already produce outstanding results, despite very low per capita funding. Will the Secretary of State meet a delegation of head teachers of my high schools at some stage this summer in Westminster, to discuss both this consultation and the proposed transitional funding arrangements?

Commons ChamberLocal authorities certainly have an important role in championing vulnerable children in particular. If they feel that any school, whether it is a maintained school, an academy or a free school, has a principal who is not doing the right job for their children, they should raise it directly with the Department and we will together take action.
20. Head teachers in Northumberland find it unacceptable that high local government pension scheme rates are set simply because a school decides to become an academy, and yet that is the policy of the county council. Does the Secretary of State agree that that policy is totally wrong and that head teachers who aspire for their schools to be academies should be encouraged and supported?
I absolutely agree with my hon. Friend. He has fought like a tiger for the schools in his constituency and across Northumberland. I have been working with the Secretary of State for Communities and Local Government to make progress.

Commons Chamber3. What his policy is on funding by his Department of schools in Northumberland; and if he will make a statement.
We plan to introduce a new national funding formula in the next spending period. It is, however, important that we introduce reform at a pace that schools can manage. As a first step towards a new formula, we are simplifying local funding arrangements from 2013-14, ensuring that more funding is passed to schools.
The decision on 24 May to grant Prudhoe community high school a rebuild was wonderful news and formed a great birthday present for its head teacher, Dr Iain Shaw. It was also a huge boost to a community that had been long neglected in terms of funding. May I invite the Secretary of State to visit this fantastic school when the rebuild is complete to see for himself the positive difference that it makes, both to the school and to the wider community?
It is always a pleasure to visit Northumberland. I hope that I will have a chance, even before the school is rebuilt, to visit Prudhoe to congratulate it on the fantastic teaching that goes on there, and perhaps I shall take in Alnwick while I am there.

Commons ChamberAbout 100. I popped into the Department on Saturday to see them as many had chosen, voluntarily, to work over the weekend. It is often the case in newspapers and elsewhere that criticism is directed towards public servants and public service, but the fact that people chose, of their own free will to come in and work to ensure that new schools could be established in areas of deprivation was for me an inspiration. It made me proud of the fact that I am the Secretary of State in a Department that has so many brilliant people working for it.
The number of apprentices in the north-east has gone up from 18,000 to 34,000 in my area. I added one when I became the first MP to employ an apprentice in my Hexham office. What more can the Minister responsible for apprenticeships do to encourage others, including MPs, to take on apprentices?

I absolutely can. The legislation will be permissive, which is why it is so important that we rely on the enthusiasm and idealism of teachers to push it forward.
I used to be an education barrister, and my last case, in March 2010, was on behalf of the then Secretary of State for Children, Schools and Families. It was probably his last ever success.
Does the Secretary of State see a place for rural schools in Northumberland receiving proper funding in future, as they have been underfunded for so very long?
The right hon. Member for Morley and Outwood was lucky to have had such an effective brief to act on his behalf.
I appreciate that in Northumberland, as my hon. Friend and my right hon. Friend the Member for Berwick-upon-Tweed (Sir Alan Beith) have pointed out, there are real problems with the state of the fabric of school buildings. One problem that we had with the Building Schools for the Future programme in the past was that far too often money did not reach the front line with sufficient speed. Local authorities had to spend an average of £7 million each before a single brick was laid or builder contracted. That degree of waste and bureaucracy was scandalous, and we will end it.
