Given the well documented problems that whistle- blowers encountered in reporting their experiences at Barnfield Federation to the Department for Education, will the Secretary of State commit to publishing all inquiry reports in full, including all the versions that have circulated outside the Departments involved?
I am grateful to the hon. Gentleman for raising that case. As we both know, very serious allegations have been made in connection with the Barnfield Federation. They are currently being investigated, and nothing I say, do or publish should prejudice those investigations. However, as has always been the case, whenever there is information that it is right we should share with those affected and with the public, we will share it in due course.

Commons ChamberA lot needs to be done in the north-east in order to improve education. One thing we need to do is ensure that local authorities end their opposition to academisation and free schools and that there is a degree of collaboration among autonomous head teachers who are determined to drive up standards, as we have seen in London.
The architect of PISA has demonstrated categorically that the lowest-performing schools in the OECD have autonomy but not a collaborative culture. Is that not the perfect description of the Secretary of State’s reform programme?
No. The perfect description of our reform programme is that it is based on social justice and recognises that the strongest systems combine autonomy with stricter accountability. We have introduced stricter accountability through changes both to Ofsted and to league tables. Unfortunately, those on the Labour Front Bench have not endorsed those changes to help drive up standards. They should be listening to outstanding head teachers who have the right idea, such as Dame Yasmin Bevan in the hon. Gentleman’s constituency. The sooner he introduces her to his Front-Bench colleagues, the better for all of us.

Commons ChamberMy hon. Friend has campaigned for a better deal for poorer students ever since he first came to this House, and I agree that we must look at international models of good practice. The university technical colleges that this Government are committed to introducing provide a new model that caters for students of different aptitudes, and I believe we can learn a lot from some of the best practice in the United States.
The Secretary of State said in his statement that the purpose of his radical reform programme was to make “opportunity more equal”. Does he accept, however, that it is difficult to realise that aim while local authorities are not being treated equally? For example, in my local authority of Luton there are 3.1 pupils per family, compared with the English average of 1.9. Does the Secretary of State agree that, for Professor Wolf’s review recommendations to be successful, he must fund the measures properly?
I am not sure what levers I have at my disposal to ensure that other parts of the country can enjoy the same family size as Luton is blessed with. On the broader point of making sure there is funding for Luton, as the hon. Gentleman knows, Luton is blessed with many excellent schools, such as Denbigh high school, which Dame Yasmin Bevan leads, and the Barnfield group of academies and studio schools. I look forward to visiting Luton shortly, when I will have an opportunity to talk to head teachers there. I hope I might also have an opportunity to talk to the hon. Gentleman about what more we can do to help continue the success stories in his constituency.
