Commons ChamberIt sounds as if that particular inn, in the heart of Elgar country, is something behind which all of us on the Front Bench can rally. It sounds like an excellent candidate for the community ownership fund, which has seen scores of buildings taken back into public ownership by their communities for the benefit of all.
Tragically, we have seen a significant increase in antisemitism since the events of 7 October. The Community Security Trust recorded 1,500 antisemitic incidents between 7 October and 22 November, the highest total in a 47-day period since records began in 1984 .
Despite the first-hand accounts of survivors such as Yoni Saadon and organisations such as ZAKA—whose members collected the bodies following the Palestinian terror attack of 7 October, and have described mutilated genitals and women’s bodies having been so badly abused that their pelvises were broken—there are some in the pro-Palestinian movement who continue to deny that these atrocities took place. Whether we are talking about dead babies or gender-based violence against Jewish women, it appears that Jews do not matter. Does the Secretary of State agree that this risks fuelling further the antisemitism that we have seen in this country since those attacks?
My hon. Friend is absolutely right; the events of 7 October were uniquely horrific. It was an exercise in calculated, premeditated sadism which everyone in the House condemns. However, as my hon. Friend says, some voices, including some prominent media voices, have considered it appropriate to cavil, to question and to prevaricate in the face of this violence. It is vitally important for us to recognise—even as we recognise that all life is precious, and even as we recognise that it is vital for us to do what we can to minimise casualties in this conflict—that the events of 7 October stand out as the biggest slaughter of Jewish civilians since the holocaust, and for that reason there can be no quibbling when we face such a transparent evil.

Commons ChamberThe fact that they are listed separately and individually affirms the absolutely principal purpose of treating them individually and separately. Were—[Interruption.] I am sorry, but if Opposition Front Benchers think it is appropriate to smile, laugh and joke about this issue, I regret that. If people disagree in a principled fashion, I respect that. But the key thing is that we know there are people who have attempted to use language relating to what happens in the occupied territories—indeed, the former Attorney General, my right hon. and learned Friend the Member for Northampton North (Sir Michael Ellis), cited a number of examples of this—specifically to seek to target people on the basis of their Jewish identity, and that is wrong.
There is another point. If we accept, as everybody who has spoken today has apparently accepted, that the BDS campaign is a pernicious, antisemitic campaign, we should know that it is pernicious and antisemitic whether it is against the state of Israel or against products that come from the Occupied Palestinian Territories. The BDS campaign should be outlawed wherever it takes place. It is very simple.
My hon. Friend is absolutely right and, indeed, my right hon. and learned Friend the Member for Northampton North again made it clear that in France and Germany the BDS campaign is outlawed in the way that we seek to do here. No one denies for a moment that France and Germany, under Emmanuel Macron and Olaf Scholz, are valued partners for peace and upholders of international law.

Commons ChamberFour decades-plus ago, the trawlermen of the Humber were sold down the river by our membership of the European Union. There is still huge anger in our area about how they were treated, which probably explains why we sensibly voted by a margin of 67% to leave the EU. I therefore welcome this announcement. May I urge the Secretary of State to work with the Department of Communities and Local Government—or whatever it is called this week—on the management of the coastal communities fund to look at how we can use it to support more of our young people going into the fishing and food processing industries and at how we can grow the sector?
My hon. Friend makes a very good point. I think that one of the reasons why the vote to leave was as high as it was in his constituency was not just memories of what had happened four decades ago, but his force of advocacy in putting the case for the benefits of life outside the European Union. He is right that we need to do a lot more for our coastal communities, which face particular social and economic challenges. Reviving the fishing industry and an economic renaissance in fish processing can help, but there is more to do. With a formidable advocate like my hon. Friend for communities such as Brigg and Goole, I am sure that the Government’s feet will be held to the fire.

I know what the shadow Secretary of State will say, because I have heard him say it before. He will say, “Okay, Secretary of State. The quality of teachers at the moment—it pains me to admit it—must be good, but I prophesy that the situation will deteriorate. It will deteriorate because of your open-door policy on teaching.” Like his fellow west midlander or black countryman Enoch Powell, Tristram sees the Government letting all the wrong people in. As a result of our dangerously liberal policies, he can see torrents of rubbish being taught in our classrooms. His is what one might call the “rivers of crud” prophecy.
What is the truth? The number of teachers without qualified teacher status is going down under this Government. In 2012, unqualified teachers made up only 3.3% of the teaching work force in all schools, down from 4.5% in 2005. The proportion of unqualified teachers has diminished in every year that we have been in power. That utterly refutes the scaremongering of the Enoch Powell-like figure on the Opposition Front Bench. We know that Labour will say, “Well, it’s going up in academies and free schools.” Labour uses a statistic, and I will leave it to the House to decide exactly how accurate and helpful it is: in its proper scaremongering way, it says that there has been a 141% increase in unqualified teachers in academies and free schools since the election. Like the Fat Boy in Dickens, he wants to make our flesh creep.
The truth is that the number of unqualified teachers in academies has risen only because the number of academies has increased so much. In fact, the proportion of unqualified teachers in academies has halved since 2010, from 9.6% to 4.8%, and the number of qualified teachers in academies has increased by 460%—North Korean levels of achievement under the coalition Government.
I am sorry to intervene on the Secretary of State halfway through his assessment of North Korean education. May I take him back to the issue of unqualified teachers under the previous Government? We have heard the repeated myth that they had to be on course to qualification. Will he confirm that under the previous Government schools could employ instructors permanently to teach subjects? As they did in my school, they taught classes and taught subjects on a permanent basis.
Not for the first time and I am sure not for the last time, my hon. Friend hits the nail squarely on the head. It has now been the case for some time that schools can advertise for and employ instructors, trainees or others.

Commons ChamberI have enormous respect for the right hon. Gentleman. He is right that one of the things we need to do is ensure that there is proper investment in every part of our schools system. That is why it is so important that the PISA report confirms that we have one of the most socially just systems of education funding. It is also critically important that we have reduced the cost of new school building so that we can spread our investment more equitably. He is right about more highly qualified teachers, which is why it is good that there are more graduates with better degrees than ever before in our schools.
The Secretary of State has rightly highlighted the need for exam reform, but when I taught year 1 it was obvious that too many children turned up ill-prepared and ill-equipped for school compared with their peers, so early intervention is really important. I urge him to look closely at the imagination library model we have set up in North Lincolnshire, which now provides free books every month to 3,500 children in the area.
It sounds like a fantastic initiative, and it reinforces the additional investment we have made in the early years.

Commons ChamberI will happily acknowledge that there are fewer unqualified teachers now, under the coalition, and that it was we who expanded Teach First. What the hon. Member for Stoke-on-Trent Central failed to acknowledge when he was asked a direct question by two of my colleagues is that Labour’s record on teacher qualifications was weaker than ours.
Will the Secretary of State also confirm that the situation is worse than those figures on unqualified teachers would suggest, because we also saw a massive increase then in the use of cover supervisors, who were often used for very long periods to teach GCSE courses that they had never passed the exams for?
As ever, my hon. Friend is absolutely right. He speaks with experience from the front line and he knows that it was under Labour that, unfortunately, there was a growth in the use of cover supervisors in a number of schools. Unfortunately, in tough schools such as the one he helped to turn round we did not have people with the qualities needed to hold the attention of a class and to transform young lives. That is changing now, and one reason for that, which the hon. Member for Stoke-on-Trent Central failed to acknowledge, is that we are introducing a raft of reforms that are helping to improve teaching in all our schools.

Commons ChamberI certainly shall. Hackney has an exemplary record of educational improvement, and when there are inconsistencies such as this, we must look at the evidence to work out what has happened.
Along with my hon. Friend the Member for Cleethorpes (Martin Vickers), I recently met head teachers from North Lincolnshire. Despite an improvement in results in the area this year, they were still concerned about this year’s marking, particularly in the case of pupils who would have found it easier to get an A in January than they did in the summer examinations. Will my right hon. Friend consider the concerns about the situation that will be expressed in a letter from my hon. Friend and me?
I certainly shall. As we all know, the hon. Gentleman is a teacher with extensive experience of working in some of the toughest schools. I am glad that there has been an improvement in academic results in North Lincolnshire, but yes, there are continuing question marks over the quality of marking at GCSE.

Commons ChamberAgain, I am grateful to the hon. Gentleman for arguing that we should take a less belligerent tone, but I could not help feeling that those remarks would have been better addressed to his Front Benchers rather than ours. It is in that spirit that we will work with others to identify best practice internationally. [Interruption.] I think we have had another outbreak of belligerence from some of the more rumbustious elements on the Opposition Front Bench. Of course we are happy to work with the profession, hence the period of consultation on which we are now embarking, but we want to make sure that it is informed by evidence, and the evidence is that the highest-performing jurisdictions ensure that there is an academic core that students follow to the age of 16. There is growing concern in other countries that premature specialisation at the age of 14 actually condemns some students to a lower place in a two-tier system that perpetuates the social division that I know the hon. Gentleman and I want to end.
I know from my time in the classroom that there is no doubt that the exam system has been undermined, with young people forced on to courses for the benefit of the school. However, I say to my right hon. Friend that there is a place for coursework in examinations, particularly in history and geography, the subjects I used to teach. In addition, some pupils simply do not test well because they are not supported at home in the same way that more privileged children may be. What will my right hon. Friend do to support those young people, generally from poorer backgrounds, who struggle with exams?
I was talking this morning to the head teacher of Burlington Danes academy, Sally Coates—[Interruption.] She is embracing these reforms, as most enlightened head teachers are, and I suggest that the hon. Member for Liverpool, West Derby (Stephen Twigg) have a word with her before it is too late and his position leaves him even more exposed in the educational world. The point she made to me is that, contrary to my hon. Friend’s suggestion, coursework and controlled assessment often work to the benefit of middle-class students, whose parents can better support them, and actually the form of examinations we are putting forward is better designed to support students from poorer backgrounds to show what they can do, rather than simply to show what their parents have achieved.

Commons ChamberMy hon. Friend makes a fair point. It is incumbent on all of us to recognise that the provision of schools in Bristol has not been good enough for far too long, although recent changes have brought about real improvement. Some of those changes have been driven by councillors who have shown imagination, but they have also been driven by organisations that have helped to establish new schools and to extend the academies programme. Bristol free school should be seen in that light. It is an effort to drive up attainment in an area that has underperformed for far too long.
There could be no greater evidence of the inequities in the funding system than the situation in the East Riding of Yorkshire and in North Lincolnshire, where per pupil funding is well below the national average. Similarly, many schools are leaking, despite the 13 years in which we were told that there was investment. Having been through the BSF process both as a schoolteacher and as a local councillor, may I have an assurance that there will be an end to all these expensive airy-fairy vision statements and massive consultancy fees, as well as perfectly functional buildings in one local authority area being knocked down only to be replaced with butterfly-shaped schools, while others in more affluent or more rural areas do not receive any money at all for their schools?
That is a blast of good sense from north of the Humber. My hon. Friend is absolutely right.

My right hon. Friend the Chief Secretary has a duty to ensure that our finances are back in balance after the terrible situation that we inherited. The speech that he made just over a week ago outlined proposals for discussion. It was not an end position; it was an opening position. The hon. Lady should have the responsibility to recognise that.
As for keeping the law under review, it is my duty to do so. It has nothing to do with strike ballots and everything to do with making sure that heads and local authorities are informed so that parents can be protected. I would have thought that the hon. Lady was on the side of parents and would support any review that might enhance protection for them.
I declare an interest as a member of the teaching union Voice, the cardinal rule of which is that teachers will not strike in any circumstances because of the impact on young people. Today, so many children are brought up by just one caregiver and in many families both parents work. Rather than looking at thresholds, is it not time to consider requiring teachers, in the interests of young people and school pupils up and down the country, at least to inform their school that they plan to go on strike? Too many schools in my constituency will be closed this Thursday because head teachers do not know whether teachers will be arriving to teach or not.
My hon. Friend, as ever, makes an informed and constructive point. I think that workers should retain the right to call for a strike and to take part in industrial action—absolutely. But we also have to recognise that public sector professionals have a wider responsibility. One of the questions that my hon. Friend puts is whether we should require individuals to inform their workplace that they intend to take industrial action and give appropriate notice. It is a matter for review and one that we will have to review after Thursday when we have seen the effect on schools and parents.

Commons ChamberThe hon. Gentleman and I disagree on many matters of principle, but he is absolutely right to say that we must support the very poorest. That has been a consistent theme of his political career. The new scheme will allow the very poorest to receive more than they did under the previous scheme, and will enable college principals to target their resources on those who are most in need. I believe that those college principals, rather than the hon. Gentleman or me, are best placed to identify the needs of students.
I look forward to welcoming the Secretary of State to my constituency in the near future. As he knows, I support many of the educational changes he has introduced, but he will also know of the concern that I expressed about the EMA change. I welcome what he has now announced, and I certainly want nothing to do with the pooh-poohing of EMA. However, will he assure me that, although giving more discretion to education professionals is important, safeguards will be introduced to ensure that colleges which compete for students in areas such as mine will not be able to use the fund as a bribe to encourage students to attend those colleges rather than others?
I look forward to visiting both Lincolnshire and the east riding of Yorkshire on Friday. I recognise the concerns that my hon. Friend has raised, but I want to ensure that we trust professionals. When it comes to the admissions of pupils aged both 11 and 16, we need to ensure that schools are incentivised to attract the very poorest students, and that nothing can work against that.

Commons ChamberAs I am sure that the hon. Lady knows, one does not need any training or qualification to be a Member of Parliament—or, indeed, a Labour Government Minister. Mind you, looking at the record of those who have occupied that position, I am prompted to ask a variety of questions. I should point out, of course, that many of the highest performing schools in this country—in fact, some of the highest performing schools in the world—are the fee-paying independent schools, which have earned this country so much foreign currency and have ensured that we continue to have beacons of educational excellence in the fee-paying and state sectors alike. Such schools draw in and welcome a wide variety of highly trained individuals, some of whom do not have qualified teacher status. It is important that we continue to innovate and to learn from the fee-paying independent sector. We must also continue, as we are doing, to invest in high-quality training for all teachers. That is why we are reforming initial teacher training, investing in Teach First, and setting up a new generation of training schools for teachers to develop the best practice from higher education institutions and elsewhere.
I had to come in after the last interesting intervention. Is it not the case that more young people than ever are now taught by unqualified staff, precisely because of the changes rightly brought about by the previous Government, including giving higher-level teaching assistants far more ability in the classroom and bringing instructors into schools to fill gaps caused by staffing problems? The issue of unqualified staff coming into our schools is not new.
My hon. Friend, as a former teacher, always adds to our debates with his experience and authority. He is right that some of the work force changes made by the previous Government mean that a number of children are taught by cover supervisors or teaching assistants. We all want to ensure that everyone who is teaching and who is in the classroom is trained to the highest possible level.
I am grateful to my hon. Friend for mentioning Hereford sixth-form college, which I have had the opportunity to visit; indeed, I enjoyed dining there with him and others. We are committed to ensuring that we increase funding for 16 to 19-year-olds who are studying in sixth-form colleges such as Hereford sixth-form college. We will also specifically increase the proportion of funding going to the most disadvantaged, who I know are a particular care for my hon. Friend.
Let me take the Secretary of State back to the curriculum. I welcome the changes that he has announced. Important as it is for our young people to understand how to do quadratic equations and all the rest, it is also incredibly important that they should learn functional skills through the curriculum. I would therefore like to make a plea for financial education for young people, which could play a particularly important role in the mathematics curriculum, in functional maths. Although we obviously want our young people to learn all the important skills in the various subject areas, they must also learn something functional that they can put to use later in life.
My hon. Friend makes an impeccable point. One of the problems with the mathematics curriculum is that it lacks many of the skills—and much of the knowledge—that are being taught in other countries, equipping the young people there with the ability to take advantage of the opportunities of the 21st century. The point that he makes could not be better made.
It is also the case that, as well as our curriculum not being fit for the 21st century, many of our schools are not fit for the 21st century either. It is a sad reflection of the last Government that there are still so many schools that are below acceptable standards. The Bill will therefore give the Department for Education the power to intervene where there is failure. I hope that all hon. Members will agree that where children are trapped in an underperforming school, there should be the opportunity to ensure that the leadership and the investment are in place so that those children have the same opportunities in life as those who were fortunate enough to be born in areas where the schools are stronger.

Commons ChamberAny Member of Parliament representing a Lewisham constituency is dealing with a huge range of difficult educational and social issues. I had the opportunity to visit Haberdashers’ Aske’s Knights Academy, which has a sixth form, in Lewisham last Friday. I had a chance to talk to the students and principals there and they would like to see several changes, broadly in line with the coalition Government’s education policy. One position that I think is shared between the right hon. Lady, me and the students to whom I spoke is the belief that any replacement for the EMA needs to be, as my hon. Friend the Member for Cambridge (Dr Huppert) pointed out, targeted on those in the most need. Of course, those people will be more heavily represented in a constituency such as the right hon. Lady’s.
I shall have something more to say on EMA if I am called to speak later, but on transport let me set out the situation in north Lincolnshire. When our Labour-run council came to power it increased the cost of the post-16 travel pass by 500%, so it was giving money with one hand through the EMA and taking it back with the other through the transport passes, which went up from £30, when the Conservatives ran the council, to £180—and they are now £195. Will the Secretary of State ensure that whatever replaces EMA will provide for people in constituencies such as mine who live in very rural areas, for whom getting to college is a great expense?
My hon. Friend makes a very good case. As he is a former teacher and he came to the House to advance social mobility, I take seriously everything he says on these issues.

Commons ChamberThe hon. Gentleman makes the point that we need to know what is going on in our constituencies. The point that I would make is that inevitably, because of the complicated way in which Building Schools for the Future was arranged, there is confusion. However, I can say that I believe that the phase 1 projects in his constituency—I hope that he will confirm this—of Broadoak, Crown Woods, Eltham Hill and Thomas Tallis are unaffected. The academy base for Eltham Hill is under discussion, but I am afraid that in four other areas the later wave of projects has been stopped because they have not yet reached financial close.
As somebody who completed their teacher training in a new school that did not originally have enough entrances to get the pupils in, I certainly welcome the common-sense approach to new school design. Does my right hon. Friend accept that it is not just about buildings, but about what goes on inside them, and that there are plenty of schools and authorities throughout the country that did not qualify for BSF? Can we therefore have an assurance that he will ignore the petty, party point scoring from the Opposition? Does he agree that, as we move forward, we need to divert resources to the most needy children in our local communities, and especially those who are excluded?
I quite agree. My hon. Friend has consistently made it clear that the care of excluded children is one of the most important things on his mind. When it comes to future investment—for example, in pupil referral units or alternative provision—we want to ensure that we do everything possible to bear down on costs and make sure that more provision can be secured for those vulnerable children.

I congratulate the hon. Lady on being elected as secretary of the Labour party’s Back-Bench education committee. May I extend an invitation to her and other members of the committee to come to the Department, so that we can talk not just about the issues in Babington, but more broadly? We want to ensure that national challenge trust schools and those schools that have been in difficulty continue to receive funding and, more importantly, that they continue to receive the support that they need from national leaders of education, in order to drive up standards.
As we move forward on the innovative free schools idea, can we have an assurance that their responsibilities towards excluded children will be exactly the same as those of any other school in the state system?
