9. What steps he is taking to help increase the number of new homes.

We have announced £10 billion of investment in housing supply since the start of this Parliament, and we are also investing £11.5 billion in the latest affordable homes programme to provide thousands of new homes across the country for people to rent or, of course, to buy. In July we set out our long-term plan for housing, with regeneration programmes in Cambridge, London and Leeds.

When the Department tried to change the nutrient neutrality rules, the Labour party fell at the first hurdle, showing that it had changed since its claims to be the party of house building. It blocked that, so will Ministers commit themselves to pushing through these essential changes afresh?

Absolutely. We have just heard from the hon. Member for Luton North (Sarah Owen) a crude nimbyist appeal to the voters of Mid Bedfordshire, a week after the leader of the Labour party said he was in favour of

“the builders, not the blockers”

—but who could be surprised, given that, as my hon. Friend has rightly pointed out, when we put forward legislation for 100,000 new homes, Labour blocked it? It is unbelievable that the crew of gangsters over there are peddling the same nonsense week in, week out.

I share the hon. Gentleman’s desire to do more to help people in the private rented sector but, as he will have heard, we wanted to make sure that we had a fit-for-purpose impact assessment so that the House could reflect on the changes that we are making and the benefits they will bring.

T3. What assessment has the Department made of the use of cash retentions in the construction industry and of possible measures that could prevent the practice, which causes cash-flow issues and costly administrative burdens for subcontractors, including those involved in house building?

I think the Government have always acknowledged that. In the spirit of your comments about not underselling myself, Mr Speaker, I refer the hon. Gentleman to the speech I gave at the Policy Exchange four weeks ago on the need to reform capitalism. I am afraid that that is something only the Conservatives would undertake, because while we can reform capitalism in the interests of the country, the hon. Gentleman’s right hon. Friend the leader of the Labour party would destroy capitalism and, with it, torpedo this country’s prosperity.

T4. Given some worrying air quality hotspot alerts in my constituency and the projected significant increase in vehicle volume, what extra measures will the Department deploy to help my local authorities combat those pollution hotspots?

The hon. Member for Northampton South (Andrew Lewer) has just waved at the Chair, which may be analogous to, although not quite the same as, the conventional method of bobbing, but I am going to deduce that the hon. Gentleman is interested in contributing to our proceedings.

16. Thank you, Mr Speaker; I am on a learning curve here. My constituency features a small bespoke brewery called Phipps, which is right next to the giant Carlsberg plant. Such a juxtaposition illustrates the vast range in brewing, and in the food and drink sector more widely, so will producers of all sizes be catered for within a sector deal in the industrial strategy?

Absolutely. We all know that Carlsberg is primarily a brewer, but if Carlsberg did MPs, my hon. Friend would be the premium brand—fizzy with a great head and always a pleasure to spend time with of an evening. He is absolutely right that we need to ensure not only that major brewers can invest in this country, but that premium artisanal brewers have their interests represented, and that is what the industrial strategy will do.
