President-elect Trump has confirmed the importance of NATO during telephone calls with the Prime Minister and the NATO Secretary-General. I have written to General James Mattis to congratulate him on his nomination as Secretary of Defence, and I look forward to meeting him after his confirmation hearing.

General James Mattis has warned against appeasing the Russian regime and has said it is President Putin’s intention to break NATO apart. Does the Secretary of State agree that President-elect Trump would do well to listen to his general and to recommit the US unequivocally not just to NATO but to article 5?

General Mattis is not only experienced in combat in Iraq and Afghanistan but has served as a NATO commander. He is well aware of the importance of the alliance not only to our security but to the United States itself, and it is the unity of the alliance that sends the most powerful message to President Putin.

I hope that my hon. Friend, too, will welcome the President of China on his state visit to our country this week, just as we welcomed ships of the Chinese navy on their visit to Portsmouth earlier this year. We welcome the growing military relationship between the armed forces of our two countries. All countries that trade internationally have an interest, as he said, in the peaceful navigation of the South China sea.

Syria is not Iraq or Afghanistan, but this country made some poor decisions in those countries, particularly in Afghanistan, in operational and intelligence matters that we must learn from. Most of all, surely we need to learn from the lack of clarity in our strategic objectives that so badly affected the war in Afghanistan. Listening to the Secretary of State today, I think that such a lack of clarity is still evident when he talks about Syria.

T2. On Monday the Government announced substantial changes in the ECO energy efficiency scheme, including significant scaling back of the component that insulates solid walls. Most of the large-scale local authority and social landlord energy efficiency schemes depend on that component, and there will obviously be a correspondingly negative impact on the insulation industry. What discussions is the Department having with the industry about the likely number of job losses, and what are they doing to mitigate it?

I do not recognise the impact that the hon. Gentleman suggests. The energy company obligation scheme is being extended over a further two years, until 2015, and it is being focused better on those households that need it most.

I, too, am pleased to welcome the Bill back to this House and grateful for the opportunity to speak on those aspects that refer to fuel poverty—namely, Lords amendment 87. Before I do so, however, the Minister mentioned Lords amendment 54 and its impact on the UK, and it is regrettable that the Scottish National party in Edinburgh chose to play constitutional games with the issue, rather than focusing on the smooth transition between the renewables obligation and contracts for difference. There has been correspondence between the Minister’s Department and the Scottish Government, and given that the SNP raised the issue in Holyrood, perhaps the Minister will commit to publishing that correspondence to ensure transparency and so that we can be sure the system is working well.

Given that the hon. Gentleman has raised that point, I confirm that over a long period—many months—we have given the Scottish Government full notice that we want the renewables obligation closed by March 2017. They have had every notice in correspondence at ministerial and official level and have been in no doubt of our intention for a long time.
