I have some sympathy with some of what the hon. Gentleman is saying. One very welcome bit of progress we have made as a society in recent years is in building the confidence and trust of victims of previously hidden crimes, be they domestic violence, sexual violence, rape or modern slavery, to come forward—frankly, I am damned if we are going to go backwards on that. I think the House is united on that. Of course there is some underlying risk, which we will monitor extremely carefully through the impact assessment, but I am serious about the counter-risk. If the police do not get consents and if we really do restrict access to mobile phones in this day and age, we will undermine the process of critical improvement in our disclosure process. As I said, the counter-risk is of cases continuing to collapse at the last minute, which is the worst possible outcome. I am sure that he and I would both wish to avoid it.
The victims of rape are not only those who have had this terrible crime done to them, but people who have been wrongly accused. A young friend of mine was wrongly accused of rape, making his life a misery for months and months; he was bursting into tears and all the rest of it because of the stress. Only through telephone evidence that emerged was it shown that his accuser had been sexting him—this was despite his denials; he had not seen this person for years. So may I just say to the Minister that he should say to the police that this is the right course of action? Of course it has to be proportionate, but, as my hon. Friend the Member for Fareham (Suella Braverman) said, justice has to be done, and that includes for those people who have been accused of rape when in fact they are innocent.
My hon. Friend makes an important point in an extremely impressive way. The whole House is united in wanting to see the country make more progress in prosecuting and convicting for rape in a more effective way, because, as the right hon. Member for Broxtowe (Anna Soubry) says, it is an absolutely heinous crime and there is huge space for us to improve. However, we have to be mindful, not least in the light of very recent highly publicised cases, of the damage when things go wrong, as in the case of Liam Allan, where lives and personal lives are ruined as a result of failures in the disclosure system and cases collapse at the last minute. That is a terrible outcome for absolutely everyone. I impress on the House that underpinning this proposal is a desire of the police to improve the understanding of what they are requesting so that consent is better informed.

Commons ChamberI accept the hon. Gentleman’s point that victims need to have confidence in the police system. That is why we have agreed to provide grants for specialist operations in a number of forces, including South Yorkshire police. Just as critically, we are investing in prevention and technology to identify online abuse.
The hon. Member for Chesterfield (Toby Perkins) is absolutely right to make that point, but is the Minister aware that the chief constable of Staffordshire, Gareth Morgan, who chairs the committee of chief constables regarding this sort of offence, has told me that there is a growing trend for people accused of such crimes subsequently to wrongly accuse others of such a crime, so that that can be used as mitigation? In other words, they are saying, “Don’t blame me. I’ve already been attacked in this way.”
I thank my hon. Friend, but I cannot comment on the truth or otherwise of his contribution. However, I want to press on the House the Government’s commitment to bear down on this abhorrent crime, not least by providing the police with the support and resources they need in terms of investment and powers.

Commons ChamberI share the hon. Lady’s concern about the training available to Welsh police officers. I have been very clear about the importance of ensuring that our police officers have the right skills, but there is currently an impasse, as Welsh police forces are paying tax to the Welsh Government and getting nothing in return. There is a difference of view on the issue, but we are trying to resolve it. A meeting is imminent, and I hope that we shall be able to make some progress then.
Yes, I strongly believe that the approach has a very important role to play. As I have said before, it is a vital tool, and we expect it to be used vigorously as part of a robust law enforcement approach to the terrible cycle of violence that we are seeing. We welcome the news that the Metropolitan police, for example, has increased its use significantly in the most affected areas. However, as we have made clear for some time, it must be used legally, and be proportionately targeted and intelligence-led, and the use of body-worn video must increase. We must not go back to the old days when more than a million people a year were stopped and only 9% were arrested.

I do not have a heart of stone, and I say that not just as a parent of six children. Anyone with or without children could not fail to be moved by this case, but, as the hon. Member for Swansea East (Carolyn Harris) said, we have to look at this through the lens of its implications across the system. We have to look at this through the lens of the existing law, which is set on the basis of expert advice, not least from the Advisory Council on the Misuse of Drugs. It is very clear that
“the use of cannabis is a significant public health issue”,
and, in its words, can
“unquestionably cause harm to individuals and society.”
We cannot ignore that advice. However, as I have said, we are monitoring closely the work done by the WHO and other countries, and precedents elsewhere, and, as I have undertaken to do in this particular case, we will explore every option within the existing regulations.
As the hon. Member for Newport West (Paul Flynn) said, it is not just Alfie; thousands of people have such conditions. I have a constituent, Vicky Clarke—now just 5 stone in weight—in St Giles hospice in my constituency, suffering from the very final stages of multiple sclerosis. Her husband has found that the only drug that alleviated her pain was cannabis, and he has twice been investigated by the police. We are not talking about the general administration of cannabis; we are talking about the medical prescription of cannabis. If a doctor says that cannabis is the only cure or a medical professional says that it is the only way to alleviate pain, surely they should be legally allowed to prescribe that drug.

Commons Chamber5. What assessment he has made of the level of savings resulting from procurement and commercial reform across central Government since May 2010; and if he will make a statement.
Through a range of very overdue commercial and procurement reforms across central Government, the efficiency and reform group set up by the Minister for the Cabinet Office has delivered savings of £3.75 billion in 2010-11, a further £5.5 billion in 2011-12 and an additional £10 billion in 2012-13.
What a shame the Labour party did not do that, and did not mend the roof while the sun was shining. Nevertheless, there are still things that we need to do. My hon. Friend will know that there have been problems at the Ministry of Justice with G4S and Serco. What lessons has he learned from that, to prevent such problems from happening again?
I thank my hon. Friend for that question. It is worth reminding the House that the Labour Front Bencher who had the opportunity to realise those savings but failed to deliver them now leads the party. In answer to my hon. Friend’s question, the review that we launched after the Ministry of Justice found irregularities with contracts let under the previous Labour Government underscored the need to strengthen the commercial capability of the civil service, which was long overdue.

Commons ChamberI am not going to take any lessons from the party opposite. What we inherited in terms of SMEs participating in public procurement was no ambition and no data. This Government are supplying the ambition and trying to ensure that the data are as good as they can be. We are not taking any lectures from the party that had no ambition and no data.
My hon. Friend is absolutely right to support small businesses, but will he look at the systems in which small businesses are sometimes unable to bid? And may I see him after this Question Time to tell him precisely what I mean by that?

Commons Chamber2. What estimate he has made of the potential savings to the public purse from the digitisation of public services; and if he will make a statement.
By introducing new digital services and redesigning old ones, we expect to save the taxpayer and service users around £1.2 billion by 2015, and at least £1.7 billion a year thereafter. Of course, that is not just about saving money; it is also about the opportunity to change totally the way the public engage with the Government and radically improve that experience.
What services does the Minister see being digitised in the near future, when does he think that will happen, and how will we get people who do not have experience of computers using those new services?
We are reviewing more than 600 central Government transactions. My hon. Friend will be aware that seven Departments are responsible for around 90% of those. Those Departments have committed to redesigning three significant series each, all the details of which are in their departmental digital strategies. This is a live process, and the Student Loans Company went live in October. He is entirely right to remind us that no one should be excluded from the process, which is why the Government remain committed to an assisted digital service.
