I regularly appear on “Farming Today”, as do my ministerial colleagues.

The issue that the hon. Gentleman raises specifically is addressed through the Environment Act 2021, which has just been passed into law. We now have biodiversity net gain, which very much relates to local authorities, making sure that we have sustainable growth and space for nature in every part of our country.

Although hon. Members on both sides of the House are justified in saying that it took a long time to restore power following Storm Arwen, is the Minister aware that when Storm Sandy hit the east coast of the United States, it took six months to restore power in some parts of southern Manhattan?

My hon. Friend makes a good point. A storm of this scale, which brings down this number of trees, can cause significant damage to infrastructure. We should pay tribute to the work that many engineers would have been doing around the clock to try to restore power.

What the hon. Lady says is an absolute nonsense. I work closely with Lord Frost, who is a very able negotiator and stands up for the interests of our country in these discussions. I can assure her that he has very good relations with the negotiators that he deals with from the European Union.

May I commend to the House an excellent history book called “1000 Years of Annoying the French”? This is nothing new; this has been going on for hundreds of years, if not 1,000 years. My right hon. Friend has mentioned the role of the European Union, which always claims that it is an organisation based on rules. What conversations has he had with the Commission or Commissioners regarding this dispute?

I spoke to Commissioner Virginijus Sinkevičius yesterday to discuss this issue and the general licensing issue. I asked him whether what was being suggested was consistent with EU law under the official control regime and the trade and co-operation agreement. I expressed our view that we felt it was not consistent with either. At that point, obviously, he had not had the chance to discuss the matter with the French, but he undertook to do so.

My right hon. Friend the Secretary of State recently met the chief medical officer to talk about the important issue of antibiotics use. We also have the O’Neill report, which set key targets for the UK to reduce its use of antibiotics, and the UK has campaigned globally through various international forums to reduce the use of antibiotics in agriculture.

Would my hon. Friend be surprised to learn that farmers in my constituency, while hoping that there will be a trade deal with the European Union, say that Brexit will provide a marvellous opportunity regardless of whether there is any such deal? In particular, specialist food manufacturers such as cheese manufacturers feel that if we can do free trade deals with countries such as the United States and Canada, that will increase their sales.

My hon. Friend makes an important point. This is an opportunity for us to have a very different approach to agriculture policy and to support producers in this country as we look to the future. It is worth noting that analysis commissioned by the National Farmers Union shows that, even without a trade deal with the EU, most sectors in farming would see a slight firming in farm gate prices.

The point that we have been making to the industry when we have met it is that while we remain members of the EU—that is, until we leave, not until we trigger article 50—free movement remains. The feedback I am getting is that most farmers are able to source the labour they need from countries such as Bulgaria and Romania. We will give the industry plenty of notice of what arrangements we intend to put in place after we leave the EU.

The cost of doing nothing would be £1 billion in 10 years’ time. As for the cost of running the culls, there were one-off costs initially, but those were halved in the most recent culls last year. The right hon. Lady will also be aware that Wales has had to suspend the vaccination programme because of a lack of availability of vaccine and on the advice of the World Health Organisation. The vaccination programme was also in a tiny pilot area of about 1.5% of Wales. Wales has had success with cattle movement controls just as we have done, and that is the reason it has been able to bear down on the disease in the same way we have.

My hon. Friend the Minister has already pointed out issues with bovine TB. My hon. Friend the Member for Plymouth, Sutton and Devonport (Oliver Colvile)—who is not in his place—and I share a love of hedgehogs. Years ago I brought a hedgehog into the Chamber, which was completely out of order—[Interruption.] Not in your time, Mr Speaker: it was under Baroness Boothroyd, who did not approve. It did something terrible in my hand, I dropped it and it scurried off. That is off the point, sorry.

The hedgehog population is falling, and it is partly because they are part of the food chain of badgers. Badgers may be cuddly, while hedgehogs have spikes but they are cuddly too, and we need to remember that they are being attacked by all the badgers where there is no cull.

My hon. Friend is a real advocate for hedgehogs, and many other hon. Members have supported their cause, including my hon. Friend the Member for Plymouth, Sutton and Devonport (Oliver Colvile). Some research suggests that badgers compete with hedgehogs for some foods and in their environment, but there are many other pressures on the hedgehog, including gardens that are not particularly hedgehog friendly. Everybody can play a role in helping hedgehog populations to recover.

This issue was discussed at OSPAR—the Oslo and Paris—convention in 2014. The UK pushed very hard to get a voluntary agreement to which the cosmetics industry would sign up. At the end of last year, Cosmetics Europe, the industry body representing all cosmetic manufacturers in Europe, gave an undertaking to phase out the use of microbeads in particular. We rule out nothing when it comes to considering regulation in the future.

The hon. Member for Wirral West (Margaret Greenwood) is absolutely right to raise this issue. Nothing is more heartbreaking than walking along a coast—or even in Lichfield, right in the middle of the nation, where we have the lakes of Minster Pool and Stowe Pool—and seeing swans and other animals suffering because of bags and other material that have been left there.

My hon. Friend makes a very important point. That is why we took the decision to introduce the 5p charge on single-use plastic bags. The big problem we have with plastics is that they remain in the environment for a very long time, which compounds the problem, and we add to it each year. Once these plastics are in the marine environment, it is incredibly difficult for them to be removed, so it is essential that we do all we can to stop plastics getting into the marine environment.

We have reduced taxes for 25 million people, and we have taken 3 million of the lowest earners out of tax altogether. In the past year, food prices have fallen by 1.7%, which is the first time that food prices have fallen since 2002.

Instead of harping on about what the Government might or might not be doing—and we are doing much to get people out of food poverty—I urge colleagues to do as I have done and visit their local food bank. I know that many colleagues have already done so. They should also emphasise to their constituents that what food banks require is not fresh food, but pasta, sugar and other goods that can be stored for some time.

My hon. Friend makes a good point. I visited the food bank in Camborne in my constituency just before Christmas to support the work that it does. It is better for food banks to have predominantly non-perishable goods to support the great work that they do.

In fact, the timeliness of benefit payments has improved: 90% of payments are now made on time, which is an improvement on the position under the last Government. As for sanctions, the Department for Work and Pensions and jobcentres are ensuring that hardship payments are available to those who need them because they have been sanctioned.

Is it not a plain fact that pre-prepared food costs much more than food that is cooked at home? Will my hon. Friend join me in praising schools that teach children from both poor and wealthy families how to cook?
