Commons ChamberI thank my right hon. Friend for the work that she did as Leader of the House and for her work on the inter-ministerial group looking at that issue. Beyond that, the issue of early years is a cause she has championed for some considerable time, both before and since she came into this House. I am proud that more than 850,000 disadvantaged two-year-olds have benefited from the free early education places that we introduced in 2013. Our social mobility action plan sets out a clear and ambitious plan for the early years, closing the word gap at age five, and we want to ensure that where a child gets to in life depends on their individual talents and not on their background. We will continue to work with my right hon. Friend and others who rightly put a high value on the importance of the early days in a child’s life.
As the hon. Gentleman knows, we have been putting more funding into our schools and ensuring that the distribution of that funding is fairer—fairer—across the country. As I just said in response to my right hon. Friend the Member for South Northamptonshire (Andrea Leadsom), I want to ensure that every young person can get as far in life as their talents and hard work will take them,

Commons ChamberThe hon. Gentleman will see that support for the withdrawal agreement has been growing on this side of the House. As he knows, we are looking at whether we can find a point of agreement with the Opposition that will truly command a majority in this House, and enable us to get the necessary legislation through.
I thank the Prime Minister for listening to the House and working with the European Union to avoid a no-deal exit that would have cost manufacturing greatly. Jaguar Land Rover is centred around my constituency, and the loss of £1.2 billion a year would threaten its viability. Does the Prime Minister agree with the Secretary of State for International Trade that a customs union between the UK and the EU would be the worst of both worlds?
We are looking to ensure that we obtain the benefits of a customs union that have been identified in the political declaration, and we are continuing to move forward on that. On trade policy, we believe it is right to have a good trade agreement with the European Union for the future, but also to have good trade agreements with the rest of the world, and the ability to negotiate them.

Commons ChamberI believe it was the case that the issue of the continuity Bill in Scotland was discussed with the Government at the time. The Government made clear their position in relation to that Bill and to this matter. There were discussions with the Scottish Government throughout the passage of the European Union (Withdrawal) Act and we have ensured at every stage that we have consulted and engaged with the Scottish Government and, indeed, the Welsh Government on these matters.
We have endured months of obfuscation and prevarication, fudge and more fudge made in Maidenhead. The Prime Minister described perfect as the enemy of the good, but she will accept that good leadership demands a demonstration of the courage of one’s convictions. Prime Minister, we are in a serious crisis. Business demands action urgently. It is totally irresponsible and unacceptable to delay the vote until the weeks commencing 7 or 14 January. We need a vote now. If we do not have it before Christmas, please extend article 50 because businesses demand it.

Commons ChamberI set out the position the Government are taking in the statement I gave earlier.
The Prime Minister said in her statement:
“Those Members who continue to disagree need to shoulder the responsibility of advocating an alternative solution that can be delivered”.
I came here today to make a speech in the debate to advocate an alternative position and to vote tomorrow. The Prime Minister is clearly running down the clock, playing a game of brinkmanship that is dangerous for our businesses, such as Jaguar Land Rover. Does not she accept that, by denying Parliament a vote tomorrow, she is preventing any alternative solution to be proposed unless article 50 is extended?
There are a number of alternatives that Members of this House have already put forward in debate, and not just in the debate that has taken place during the three days so far. But so far there has clearly not been any consensus across the House for any alternative arrangement. The House will have to come to a decision about whether to go forward with a deal or not in due course.

Commons ChamberI referenced the situation in which the backstop would cease to apply in my statement, and it was further referenced by the right hon. Member for Belfast North (Nigel Dodds), the leader of the Democratic Unionist party. The alternative arrangements being considered could be in place to provide for the border in Northern Ireland instead of using the backstop or the extension of the implementation period, and crucially to provide for an alternative for coming out of the backstop were the future relationship not in place.
Is it not the simple truth that, by detailing her red lines so early, the Prime Minister negotiated us into a position that was somewhere between a rock and a hard place? It now seems that she will concede on the rock this weekend, and that we will be left in a hard place. Should the meaningful vote fall, what is the Prime Minister’s own backstop?
First, I have been asked that question, and given an answer to it, on a number of occasions. Secondly, I should like to be clear about some of the issues that I set out from the beginning. I said that we would leave the customs union; we are leaving the customs union. I said that we would leave the single market; we are leaving the single market. I said that we would leave the common agricultural policy; we are leaving the CAP. I said that we would leave the common fisheries policy; we are leaving the CFP. I said that we would bring an end to free movement; we are bringing an end to free movement. I said that we would cease the jurisdiction of the European Court of Justice in the UK, and we are doing that as well. We are delivering, I believe, on the vote of the British people, but doing it in a way that protects their jobs.

Commons ChamberThe hon. Gentleman will have heard the answer that I have given to other Members of the House. When the deal is brought back from the European Council to this House, it will be up to individual Members of the House to determine whether or not they believe it is a deal that they can support in the interests of their constituents and in the national interest.
Following this debate, the odds are that the Government will be forced into a U-turn on this other FOBT—namely the fudge over Brexit terms. Given that the meaningful vote is likely to fail, would it be prudent for the Prime Minister to ask the EU for an extension to article 50, and offer the public a second vote?
I refer the hon. Gentleman to answers I gave earlier to both those questions.

Commons ChamberI am very happy to join my hon. Friend in congratulating those who are looking for an appropriate commemoration of the Lancaster bomber squad and to recognise all that was done by those who were involved with the Lancasters. As she says, this year is the 100th anniversary of the creation of the Royal Air Force and all of us across the House should show our gratitude and support for all those in the RAF who have contributed so bravely to the safety of our country over the years.
As I said earlier, there are two options for delivering on the objectives that we have set. We will leave the customs union, we want to ensure that there is no hard border between Northern Ireland and Ireland, we want to ensure that there is as frictionless trade as possible between the UK and the EU, and we want to ensure that we can have an independent trade policy. I say to the hon. Gentleman that what is not credible is a Labour party policy that wants us to be in a customs union, giving all the power for negotiating our trade deals to Brussels, with no say whatsoever for the UK.

Commons ChamberI am happy to give my hon. Friend that assurance. This Government and the United Kingdom have a role to play in ensuring that we continue to uphold the international rules-based order both in this and in a number of other areas.
The Prime Minister has been categorical in explaining that the need to take action was based on principle. As I was not here in April 2017, may I simply ask why the same action was not taken then?
I assume that the hon. Gentleman is referring to Khan Shaykhun. The United States of America did take action in relation to Khan Shaykhun, and we supported that action. A wider action was undertaken this time to degrade the chemical weapons capability, and it is right that a wider international community took part in it.

Commons ChamberWe have regular dialogue with the Scottish Government about the negotiations and the future arrangements that we want between the United Kingdom and the European Union. Those arrangements will take into account the concerns and interests of the whole United Kingdom, and will constitute a deal that will be good for the whole United Kingdom.
The agreement, as written on Friday, states that commitments relating to Ireland will be
“upheld in all circumstances, irrespective of the nature of any future agreement between the European Union and the United Kingdom.”
Can the Prime Minister confirm that that is absolute?
We are very clear about the fact that we will not see a hard border between Northern Ireland and Ireland. That is what we have put in place, and that is what we will be working to ensure that we deliver.

Commons ChamberI bow to my hon. Friend’s legal knowledge on this issue, but I think he is absolutely right. As my right hon. Friend the Member for Chingford and Woodford Green (Mr Duncan Smith) indicated, the issue of an implementation period is about practical arrangements to reach the future partnership, and you do not know what those practical arrangements are until you know what that future partnership is.
Last week, two significant announcements were made. First, we heard from Peugeot Citroën that it preferred to reduce the number of jobs here in the UK and maintain its investment and job levels in mainland Europe. We also heard from Lloyd Blankfein, who announced that he, like many other business leaders, would be spending more time in Europe. Do those two announcements concern the Prime Minister?
We are of course working with business to ensure that we can get the right arrangement for our future trade relationship and for the implementation period, to give business the certainty it has asked for. But I am optimistic, not just about that trade relationship, but about the other trade agreements we can negotiate around the world. I am also optimistic about the opportunities for the economy and for firms here in the United Kingdom, not least because of the modern industrial strategy that this Government are putting in place.

Commons ChamberI have heard the word “encouragement” used a lot today. In my experience, that word is not necessarily useful when we are talking about a tragedy of this magnitude. Markets do not work with encouragement; they work with regulation. There has been an explosion in the number of student properties built in the private sector in recent years. I suggest that it is incumbent on the Government to make it mandatory for not just the public sector, but the private sector to use their facilities and test all these properties.
There are fire safety and building regulations in place. Landlords have a responsibility for ensuring the safety of their properties. We are ensuring that facilities are available to them free of charge. I say, once again, that local authorities and housing associations are sending in samples. I encourage them and others to do so. As I said, the checking facilities are also available to the devolved Administrations.
