My hon. Friend is, of course, right to say that it is possible to turn around these outcomes, but the ideal time to do it is during that first, critical 1,001 days, when the baby’s brain is still developing. Although we will always seek to turn things around later on, if necessary, the best chance is during the 1,001 critical days.

As my hon. Friend says, it is possible for a baby insecurely attached in infancy to grow up to lead a perfectly normal and happy life, but there is significant evidence that a troubled early life makes that so very much harder. Sadly, disorganised attachment, in which the person one turns to for love and support is also the person who sometimes abuses or neglects one—and in some cases, terrifies one—can lead to the worst sorts of outcomes in later life, including socio-pathological behaviour and a later cycle of abuse. In short, those who go on to become abusers in 20 years’ time are all too often the vulnerable babies who are themselves being abused today.

The right hon. Lady is making a powerful point and we all appreciate her bringing this issue to the House. It all seems to stem from the cycle that we need to break. Does she agree that what we had with Sure Start centres and children’s centres was so important in enabling a change of behaviour and the breaking out of that cycle?

The hon. Gentleman is absolutely right that there is a cycle of deprivation, which I will come on to discuss, but, as I said to the hon. Member for Oxford West and Abingdon (Layla Moran), although Sure Start centres are a vital part—having that safe place—in the work that I shall come on to talk about, this is about much more than that. That is just one of many services.

I am sure that hon. Members right across the House want to see electoral registration boosted and improved. That is precisely what the Cabinet Office is seeking to do, while at the same time minimising any prospect of electoral fraud. We have Cabinet Office questions on Wednesday 24 April—the first Wednesday back—and I would encourage the hon. Gentleman to raise that question then.

A few weeks ago, I asked the Leader of the House for a debate on climate change. Young people and many of us in this place want to see more energy and urgency in addressing the issue. Tomorrow will see yet another climate change strike, including, I believe, at schools in Warwick and Leamington. Given that we now know what a black hole looks like at the heart of Government, will the Leader of the House take the opportunity to fill the power vacuum and grant us a full debate?

As I said to the hon. Gentleman on the previous occasion, I will try to find Government time. We had a debate in February, which unfortunately many hon. Members were unable to attend because they had other commitments. The subject is important; it is one of the single most important issues that face our world today. The Government’s work towards tackling global climate change has been second to none. We have reduced emissions faster than any other G7 nation. We have generated record levels of solar and wind energy. The latest figures show that we have reduced greenhouse gas by 25% since 2010, and Carbon Brief analysis shows that UK CO2 emissions have fallen for six years in a row, which is the longest decline on record. So there is a lot more to be done, but the Government are taking action.

I am sympathetic to the hon. Lady’s desire to see more investment in the north. She will be aware that the Government are investing significant sums in new rail infrastructure and in improving the experience of all train users.

With regard to Crossrail, work is now being done to deliver a revised schedule for the project, and the Department for Transport is working closely with the Infrastructure and Projects Authority and the National Audit Office to ensure that lessons are learned for the delivery of major projects. Once built, the new Crossrail line will provide a boost to the UK economy of up to £42 billion and enable 200 million journeys across London and the south-east. I absolutely understand that the hon. Lady wants to see more investment in the north, and that is also happening—it is not either/or but both.

In the past fortnight, households up and down the country have received their council tax bills. Members will be well aware that people have seen significant increases of almost twice the rate of inflation and twice the rate of pay increases. In my constituency, there has been a 5% council tax increase and a 12% increase in the police levy, and residents are concerned that they are getting less for paying more. Against that backdrop, my local authority wishes to build a new council office. May we have a debate on the terrific One Public Estate programme, which was introduced in 2013, so that we can examine where we are with those sorts of programmes?

The hon. Gentleman raises the issue of council tax rises; he will be aware that council taxes have fallen since 2010 in real terms, under the Conservative and coalition Governments. It has been important to hold down those increases. At the same time, I am sure he will want to celebrate that this week there is more than £1.3 billion extra available for local councils, more than £1 billion extra for schools and of course, really importantly, a rise in the national living wage, which has given a full-time worker a £2,750 annual pay rise since its introduction. There is also another rise in the personal tax-free allowance, leaving a basic-rate taxpayer more than £1,200 a year better off than in 2010. I totally sympathise with the hon. Gentleman’s point about council taxes rising, but on the other side of the economy, the Government are taking steps to ensure that there are better services, that people get to keep more of their hard-earned income and that people in our economy are better off through job increases, wage increases and increases in their personal tax-free allowance.

It is the policy of the Government—and indeed of Parliament, which voted to trigger article 50 —to leave the European Union, in line with the result of the 2016 referendum. I say again to all hon. Members that I genuinely think that the Prime Minister’s proposal for the withdrawal agreement and future political declaration offers the compromise we want between leaving the EU in line with the democratic decision taken in 2016 and keeping a close and collaborative relationship with our EU friends and neighbours.

Last week, I met year 10 geography students from Myton School in Warwick. The Leader of the House will be aware that many young people across the country, and indeed the globe, are extremely concerned about climate change. Since I met them, we have had extreme weather events such as Cyclone Idai and flash floods in Indonesia, and reports from the head of the Environment Agency that within 25 years we could have severe water shortages here. I understand we had a debate a few weeks ago, but it was held during the recess week and was poorly attended, because we all had various other commitments. May I urge the Leader of the House to arrange another debate in good time so that we can explore the serious issues of climate change?

I pay tribute to the hon. Gentleman’s young constituents for their commitment to tackling global climate change; they are absolutely right to do so. I am sure that he will acknowledge the UK’s strong record and efforts to tackle global climate change, whereby we have reduced emissions faster than any other G7 nation. The latest figures show that we have reduced greenhouse gas emissions by 23% since 2010. In November 2016, we ratified the Paris agreement, which was the first truly global, legally binding agreement to tackle climate change. Of course there is much more that we should and can do, and I am sure that there will be further opportunities given the clear push from young people right across the country. I will take very seriously the hon. Gentleman’s request for a further debate on global climate change, and see what can be done.

May we please have an urgent debate on the disposal of local authority public assets? We are seeing an industrial-scale sell-off. It is clear that certain local councils, such as local Warwick District Council, are entering into deals with private companies, such as Public Sector plc, without even going out to tender. Those companies are profiting greatly, as are the Guernsey-based private equity companies that are helping to finance the deals. I am extremely concerned that we are on the verge of a Carillion-style risk, given the concentration of these deals with one company such as PSP.

I point out to the hon. Gentleman that my job is indeed to represent Parliament in Government, but it is also to represent Government in Parliament. It is in the interests of this House that we get a deal that all hon. and right hon. Members can support. Regarding the exact arrangements, there will be a business of the House motion, which the House itself will have to agree.

Whether our constituents voted to leave or to remain, they want to hear this debate, and they demand and expect decisiveness from this place. I therefore ask the Leader of the House to ensure that we are given at least five minutes each in the future debate, in view of its importance to the country’s future. Will she also confirm whether the debate and vote will be before or after the publication of the new year honours list?

In 2015, seven-year-old Rowan Fitzgerald, a constituent of mine, died in a bus crash. Last week, having pleaded guilty, Midland Red—part of Stagecoach—was sentenced and fined under the Health and Safety at Work etc. Act 1974. At the time of the accident, the driver was 77 years old and had worked an average of 72 hours in the four weeks up to and including the week of the tragedy. Currently, this is not illegal, as short-distance local bus drivers can work unlimited hours. Will the Leader of the House consider having a debate on limiting working hours for local bus drivers to ensure that a tragedy like this is never allowed to happen again?

The hon. Gentleman raises a really tragic case, and I know we were all desperately sorry to hear of it. He raises an important point about the number of hours that individuals are allowed to work, and I encourage him to raise it directly with Business, Energy and Industrial Strategy Ministers and Transport Ministers. There is always a balance to be struck between ensuring that people are fit for work and enabling them to earn a living, but he raises a very important point.

My hon. Friend raises an issue that is very important to both his constituency and mine. There are seven Members of Parliament in Northamptonshire who are concerned about cuts to services. I was not aware of the closures he mentions, but I am happy to take that up directly with Ministers on his behalf.

Three weeks today will mark the sad anniversary of the tragic attack on Westminster, which saw five people killed on Westminster Bridge and the death of PC Keith Palmer. Will the Leader of the House give the House an idea of what plans there are to mark that occasion? I would also be grateful if she could support my early-day motion 938, which calls for Carriage Gates in New Palace Yard to be renamed the Palmer Gates.

[That this House believes that the Carriage Gates should be named the Palmer Gates, to commemorate the life and professional service of PC Keith Palmer and to mark his gallantry and ultimate sacrifice in putting his life before those he courageously sought to defend; acknowledges its profound gratitude to PC Keith Palmer and to all members of the police and security services who place themselves in the defence of the public and of democracy; and calls on the House of Commons Commission to consider commemorating the naming of the gates on 22 March 2018.]

The hon. Gentleman is quite right to raise the upcoming anniversary of those awful events on 22 March. There will be commemorations in this place and House staff are looking into the detail of that at the moment. Announcements will be made as soon as possible. As for his specific point about renaming Carriage Gates, he might like to write to me or possibly to you, Mr Speaker, to look into this further.

I am beginning to realise the scale of the challenge you face in your attempts to modernise this place, Mr Speaker.

Will the Leader of the House work with the Chartered Institute of Personnel and Development, by way of example, to audit fully what procedures are in place and ensure that best practice is introduced, and to help modernise and professionalise this place?

Given the Government’s recent and welcome conversion on the road to Manchester regarding council, social and affordable housing, may I ask for an urgent debate, ahead of the Budget, on what support the Government are providing to ensure that all local authority-owned land, such as that in the ownership of my local Warwick District Council, is used exclusively in its provision as that would be the simplest, cheapest and most significant action in its delivery?

The hon. Gentleman is right to raise the very concerning issue of job losses at Vauxhall, and he has done so again today. He will be aware that the Government are doing everything possible to ensure that those who lose their job are helped into work elsewhere. I am sure he would join all Members of the House in celebrating the fact that there are over 3 million more people in work than in 2010, that there are more than 3 million apprenticeships for young people and that there are almost 1 million fewer workless households with children than in 2010. Those are all things to celebrate and, as it kicks in, automation should enable us to transform jobs into the skilled jobs of the future, which is why I am delighted that the Automated and Electric Vehicles Bill has its Second Reading next week. The Bill will create more high-technology, skilled work in this country.

When I arrived in the House a few months ago I knew that democracy was not necessarily the most efficient process, but last night I realised just how dysfunctional it is at present. It was the fourth time that the Government have been defeated on a substantive issue. We are obviously spending a significant amount of valuable time on such issues, so we should be heard. We should have received a statement from the Government last night. Will the Leader of the House ensure that the Government hear our views?

I assure the hon. Gentleman that the House’s views are being heard by the Government. As I have said throughout today’s business questions, the Department for Work and Pensions has heard not just the issues raised in yesterday’s debate on universal credit but what Members on both sides of the House have said in recent weeks. The DWP has not just heard but has taken action. The business discussed in this House is always heard by the Government, who take careful action on it. I assure him that that will continue.
