On incoming freight, we intend not to put in place complex checks at the border. We have been clear all along that the Government’s priority, apart from security, will be to ensure free movement of trade. Of course, goods arriving from the Channel Islands will not be subject to the kind of constraints we might see going in at Calais, and the issues around transport blockages really relate only to the short straits around Dover and the tunnel, not to other ports, where the movement of ships is not on a sufficient scale to cause significant blockages.

It would be irresponsible not to prepare for no deal, of course, but would it not be even more irresponsible to be spending money where we did not need to?

The Secretary of State has long taken a personal interest in the Boston bypass. Will he join me in commending the excellent campaign being run by my local paper, the Boston Standard, which is gathering evidence from local hauliers, in particular? Does he agree that it bolsters an already compelling case for an application to be made to his bypass fund for this road in due course?

As my hon. Friend knows, I have visited the proposed site of the Boston bypass on more than one occasion over the years. I know that a vigorous campaign has been run by his local paper, local activists and himself. You will know, Mr Speaker, that we will shortly be bringing forward the next stage of our proposals for what I have dubbed the “bypass fund”, and there will be opportunities to build bypasses in the not-too-distant future.

Before I respond to any topical questions, may I take this opportunity to express my thanks, and I hope those of the whole House, to all those involved in the repatriation of passengers affected by the collapse of Monarch Airlines? It was a huge effort across government, but particularly by the Civil Aviation Authority, and we all have good reason to be thankful to the team involved.

Boston is a growing port and a growing town. New housing developments have preserved a route for a Boston distributor road, with which I know my right hon. Friend is familiar, but what will he do to help us to deliver the expensive but vital bridge in the middle of the distributor road, which we cannot of course ask housing developers to fund entirely?

Indeed, as my hon. Friend knows from my past visits to Boston, I am well aware of the importance of the Boston bypass project. The town is situated on an A road with a congestion problem and is one of those for which I would expect to see proposals come forward for the bypass fund. We will look very carefully at the bridge issue, and I am very happy to talk to him about that.

Most importantly, before any newspaper publishes a list of people to name and shame them, it is good practice to telephone them first to put it to them. If the newspaper had done that, it would have been able to be corrected. I always want and expect gov.uk to be as up to date as possible, but tracking every change of management in an organisation that has had a poor report would be impossible. It is good journalistic practice to phone up and ask for a comment and then discover that the change has happened.

The number of off-licences in my constituency has led to a rise in antisocial behaviour and street drinking. May we have a debate on what it means to be a socially responsible business in the 21st century and the cumulative impact of businesses that do not take their social responsibilities seriously?

Of course, local authorities have extensive powers, which are not always used, to deal with problem premises. However, if local planning rules are not working, the whole Department for Communities and Local Government team are now sitting on the Front Bench and I am sure they would be very happy to look at specific issues, to see whether the situation can be improved.

Yesterday I initiated a well-attended Westminster Hall debate on superfast broadband. Does the Leader of the House agree that that matter is vitally important to all our constituents and should be debated more fully?

I commend my hon. Friend for initiating that well-attended debate. We have now established the new Committee structure, and the Backbench Business Committee will be able to meet shortly. I encourage him to talk to the Committee members with a view to trying to secure one of the Back-Bench business days for that purpose.
