I can tell the House that today, working with local authorities, we are providing a strengthened package of support, based on what is working in Bolton, to help Greater Manchester and Lancashire to tackle the rise in the delta variant that we are seeing there. The support includes rapid response teams, putting in extra testing, military support and supervised in-school testing. I encourage everyone in Manchester and Lancashire to get the tests on offer. We know that this approach can work: we have seen it work in south London and in Bolton, stopping a rise in the number of cases. This is the next stage of tackling the pandemic in Manchester and Lancashire. It is of course vital that people in those areas, as everywhere else, come forward and get the jab as soon as they are eligible, because that is our way out of this pandemic together.

Currently, all primary care providers in Wales remain on amber alert, which means that many of my constituents in Bridgend are unable to access necessary services unless it is an emergency. Will my right hon. Friend explain how this situation compares to his Department’s strategy to provide catch-up services as we come out of lockdown?

It is very important that, across the country, the UK is open, the NHS is open and that people can come forward and get treatment if they need it. As my hon. Friend knows, I work closely with the delivery of the NHS in Wales. The NHS there is of course the responsibility of the devolved Administration, but I am happy to take up his concern with the new Welsh Minister for Health and Social Services to see what we can do.

I could not agree more with the hon. Gentleman. The UK fights this together. There are outbreaks also in Moray and in Glasgow, and I have been talking to the Scottish Cabinet Secretary for Health about the action that is going on to tackle the outbreaks there. I talk frequently with Robin Swann, who is doing an absolutely brilliant job with the Health portfolio in Northern Ireland. The fundamental point is that the benefits of the United Kingdom working together are once more demonstrated by our ability to work together to tackle this variant.

More than 20 million people have now received their second dose of the vaccine, an achievement that demonstrates the phenomenal pace at which we are delivering vaccine across the UK. Does my right hon. Friend agree that this incredible milestone demonstrates what our Union can achieve when we work together?

I have just waxed lyrical about the value of Scotland working with the UK Government and of Northern Ireland working with the UK Government, and my hon. Friend almost chastises me for not mentioning Wales. Of course working with Wales is incredibly important—look at the Wockhardt fill-finish plant. The number of people who have been vaccinated in this country with a product that is manufactured in Wales measures in the tens of millions, including me. We should all be very proud of that, and I look forward to working with my new Welsh counterpart, the Minister for Health in Wales, and making sure that we use all capabilities across these islands to get us back on the road to recovery.

The Home Secretary is looking into this individual case. The measures that we announced today further strengthen the enforcement to make sure that the rules that are currently in place are enforced more strongly, and indeed that we have brought in a new system of rules to strengthen the safeguards at our border yet further.

May I say a huge thank you to everyone on the frontline working hard on the vaccine roll-out in Bridgend and Porthcawl? When it comes to dealing with the transmission of the South African variant, could my right hon. Friend set out what steps he is taking on surge testing so that we can gather more information and effectively monitor any further community transmission?

Yes. When we see the community transmission of a variant of concern, we send in extra testing, and sequence all the positives to try to find any other variant of concern nearby. That means going door to door to offer testing, and enhancing contact tracing so that, for anybody who tests positive, we ensure that we test all those they have been in contact with and, in some cases, the contacts of those contacts in turn. That is currently under way in a number of locations, in targeted areas. Of course, I speak regularly with the Welsh Government to ensure that we take the same sort of approach over the border.

The hon. Gentleman makes an important case for Harrow and I am very happy to take a look at Harrow specifically. The capacity constraint is in the labs, rather than the centres. We have the centres available to be able to process a huge amount of tests. We have record capacity in the labs, but it is in the labs where there is the constraint. We are bringing in more machines. More are being installed all the time, which is why capacity is constantly going up. Nevertheless, we clearly need to keep driving at that, because demand is going up as well.

We need to use every tool at our disposal to stop the spread of coronavirus. I welcome the news that the NHS contact-tracing app will be available by the end of the month, and I welcome the news that it will be available throughout England and Wales. Will my right hon. Friend join me in urging businesses in Bridgend to get prepared with the NHS QR code scan poster?

Yes. The NHS covid-19 app, which will be available this month, will, as one of its features, ensure that people can go to a pub, restaurant or hospitality venue and scan the QR code quickly. Contact details will then be safely collected in case they are needed for contact tracing purposes. We are making the scheme mandatory. It has been very successful voluntarily and we are going to roll it out mandatorily, so I urge hospitality businesses in Bridgend, and right across England and Wales, to download a QR code for themselves and put it where it is very easy to use and obvious, so that all of us, when we go to the pub in Bridgend or anywhere else, can very easily scan in. If there is an outbreak, we can then contact trace that outbreak and keep the virus under control.
