I certainly can pick holes in what the hon. Gentleman said, and I intend to do exactly that. I would say that today’s admission that there is no £8 target from the Labour party because there will be “flexibility” around it shows that Labour has nothing to say on low pay, just as it has nothing to say on any other area of economic policy. The grin of the hon. Member for Streatham as he came to the Dispatch Box after the discussion about who will be the leader of the Labour party after the next election demonstrates, I think, that undermining his leader was part of his job today—and he has done it brilliantly.

Clearly, the Opposition have initiated this debate on the minimum wage, so it is quite bizarre to suggest that we do not have anything to say about low pay when we put it on the agenda. However, perhaps one of the Minister’s colleagues has had too much to say about the minimum wage by suggesting that disabled people are not worth it. Can the hon. Gentleman confirm whether Lord Freud is still a Government Minister? How can his position be tenable?

I have said that everybody should be paid the minimum wage. That has been our policy throughout the whole period of this Government and it will continue. In fact, we are strengthening it—an issue I want to come on to. We have rejected the Opposition’s advice that the national minimum wage should be limited to £8 by 2020, not least because, on the central projection from the OBR’s earning figures as reported in The Sun, the national minimum wage will, under the Government’s plans, reach £8.06 by 2020—but only so long as we continue the economic recovery and not if we put that recovery at risk by adopting Labour’s plans.

I am enthusiastic about those plans. We are working closely with my hon. Friend and colleagues in the aerospace industry to see whether we can make them happen. The number of apprenticeships in Filton is up by 60% since 2010, so it is clearly a success story and we want to build on that success.

I certainly commend such action to promote apprenticeships as an option, alongside higher education, for young people. It is undoubtedly true that, while university is right for some people, it is not right for everybody. Giving people options that can also lead them to further higher study is valuable. In the law, for example, someone can become a fully qualified solicitor through an apprenticeship that is equivalent to post-degree level study. It is very important that such options are made available to young people.

I was pleased to hear that the Minister has signed up to the youth friendly employer badge run by Youth Employment UK, a charity based in my constituency that works nationwide. Corby is a place where there is excellence. Lots of people are being placed in apprenticeships through Tresham Evolve and the Northamptonshire Industrial Training Association Ltd. Will the Minister look at the quarterly funding arrangements, which have at times created uncertainty in the business planning of those organisations placing people in apprenticeships?

The hon. Gentleman will probably not be surprised to hear that I have made many visits to Corby and learned a lot during them, including about the funding arrangements. It is necessary to have arrangements that ensure that the funding gets to those people who are expanding their apprenticeship programme. That means that it has to be allocated in-year. I know that causes discomfort to some of the providers and I always keep an eye on the situation to make sure it does not get out of hand.

I try not to be partisan at the Dispatch Box, as you well know, Mr Speaker, but it is absolutely true that we are driving up standards in vocational education across the board and in apprenticeships. It was a real pleasure to visit McDonald’s in my hon. Friend’s constituency, which does a brilliant job on vocational in-work education. The previous Government made the intellectual error of thinking that just because people have not attained yet, we should not have high expectations of them. We are reversing the consequences of that error.

Yes, I absolutely will. I believe passionately that it is only when all vocational qualifications are high quality that all vocational qualifications are seen to be high quality. Employers have a critical role in making that happen.

The shadow Secretary of State and I recently visited Tresham college in my constituency of Corby and east Northamptonshire, where we met many apprentices who were not able to find work experience placements and, sadly, had little hope of local employment. What message of hope does the Minister have for those young people in my constituency?

I welcome the hon. Gentleman to questions, having welcomed his eloquent maiden speech on a similar subject. We are looking to introduce traineeships, which will include English and maths for those who do not have level 2 qualifications, work experience and work preparation. That will ensure that as many people as possible are ready for work and know how to get and hold down a job. That will be another step in our important efforts to tackle youth unemployment.
