Commons ChamberI am grateful to the Minister for advance sight of the statement, although I would have liked it to have gone a bit further. However, I think we are all in agreement that the imposition of the bounties is an unacceptable and dangerous precedent, as is the barely veiled threat to the families of the Hong Kong activists living abroad. That is also intolerable.
On behalf of my party, I welcome that the Governments of the United States, the United Kingdom and Australia have all called for the bounties to be withdrawn. We support those calls. We remain deeply concerned by the continuing erosion of Hong Kong’s fundamental rights, freedoms and autonomy. The disturbing and worrying announcement of the bounties can be seen as the most drastic law enforcement action since the initial arrests that followed the introduction of the national security law in June 2020. Already, the eight activists are living in self-imposed exile, and the announcement of warrants and bounties makes their lives immediately all the more stressful. I hope that the Minister can help to reduce some of that stress.
Can the Minister confirm that it is illegal to issue and pursue bounties in the UK and that the Government will prosecute anyone who takes up those bounties? Can the Minister confirm whether the UK will co-operate with Australia and the US on an Interpol early warning system to protect pro-democracy activists living overseas? When the bounties were issued 10 days ago, the UK Government did not summon the Chinese ambassador to express their concerns face to face. Why did they not do so at that time? I am also concerned about the lack of Government action on holding Hong Kong and Chinese officials accountable for their ongoing crackdown on human rights. When will Ministers finally sanction those responsible, such as Hong Kong Chief Executive John Lee?

Commons ChamberMay I put on record my gratitude for advance sight of the statement, and for the work of the infected blood inquiry? I suspect there will be a considerable amount of consensus in the House on this issue. Over the years, I have been appalled at the personal testimony that I have heard from my constituents about 40 years of struggle, and the realisation that this scandal could have affected any one of us. It is a tragedy that simply should never have happened, and it has been made worse by decades of delay, first in preventing further use of contaminated factor products and identifying victims, and then in delivering compensation.
As we know, the infected blood scandal took place before devolution, while healthcare in Scotland was the responsibility of the UK Government. Financial powers to deliver compensation still lie with Westminster. It is therefore entirely appropriate to have a scheme delivered by a central body, as recommended by the inquiry. Over the years, too many delays and denials have impacted victims and their families. Sir Brian Langstaff is spot on when he says in the interim report—we have heard this a couple of times already, but I make no apology for repeating it—that:
“Time without redress is harmful. No time must be wasted in delivering that redress.”
It is therefore imperative that the recommendations to widen the interim compensation payments are carried out, and that should be done before the final compensation scheme is set up. Will the UK Government accept the inquiry’s recommendation that interim compensation payments are widened and delivered without delay? Finally, when will the compensation system’s independent chair be appointed, and can we have a detailed timescale for that?

Let me start by welcoming the Secretary of State to her new role and thanking her for advance sight of her statement.
There is no doubt that the NHS, in all four nations, is facing an incredibly difficult winter, with possible rises in covid infections alongside winter illnesses and increases in slips and falls, all of it while recovering from the dire effects of the pandemic and, now, an energy crisis. An inflation-busting uplift is vital to getting our health systems back into good shape, enabling them to get through this winter and support those in need. It has been estimated that the cost of living crisis will add £3.7 billion a year to the cost of social care alone, with far higher rises across the NHS generally. How does the Secretary of State justify her Government’s prioritising of bankers and tax cuts for the rich at a time when investment in public services is more essential than ever, and will she support the SNP’s call for an NHS uplift greater than inflation?

This month, the imprisoned human rights activist Dr al-Singace marked one year of his hunger strike from solid foods to demand the return of his confiscated research in Bahrain. In 2012, the Government expressed deep dismay at Dr al-Singace’s torture-tainted and internationally condemned conviction. Could we have a statement from the Government calling on Bahrain to return Dr al-Singace’s research and release him and other political opposition leaders immediately and unconditionally?

Operational procurement is a devolved matter but, given our interest in trade policies, we welcome the progress on procurement to ensure that healthcare supply chains are not linked to modern slavery and human trafficking. We support UK Government amendment 48A in lieu of Lords amendment 48, and we also support Lords amendment 48B in lieu. It is perhaps worth reflecting on the fact that in Scotland half of all PPE is now produced locally and that the overall costs of pandemic procurement were a third less than those of the UK. Such measures can, then, be cost-effective and help to safeguard against global supply chain issues.
