Commons ChamberWhat is disappointing is that I would have hoped that the hon. Gentleman, as a Scottish Member, would welcome the additional opportunities for Scottish business as a result of expanded services from east coast ports to northern Europe provided by DFDS, which is a very substantial part of the contracts that we have let.
Seaborne Freight has negative equity of just over £374,000, with one director being investigated by the Government for a trail of debt related to previous companies, yet due diligence did not flag this up. Can the Secretary of State confirm whether that is because due diligence guidance was to look not at individuals’ trading history, but only at Seaborne’s proposals? Why was such guidance provided?
As I said in the House earlier this week, we will not be paying Seaborne until ferries operate. From the point of view of business in Scotland, we have made sure that there are additional routes available from the east coast ports to northern Europe. In the event of a no-deal Brexit, which I hope will not happen, that should be a really valuable alternative for Scottish business, and the hon. Gentleman should welcome that.

Commons ChamberI hope the major road network fund will enable us to deal with problems such as the one my hon. Friend has identified. The A6 is one of the roads I expect to be eligible for that funding. I am pleased that we are moving ahead with that and particularly pleased with the first schemes we announced. We are doing what the Labour party never did, which is looking after Barrow-in-Furness and finally get rid of the Grizebeck bottleneck on the A595. That is the kind of thing Conservatives do for the north and Labour never did.

Commons ChamberI should like to give my hon. Friend that assurance. It is a tragedy, in an era when canals are being reopened for leisure purposes, that when the M6 was built, so many parts of the Kendal canal were cut off and are no longer available. I do not wish, and I do not expect, to see HS2 do the same and culvert canals when the railway is being built.
That will not happen as part of the aviation strategy document itself, but it will be done through separate mechanisms. I have made it very clear that—probably using the public service obligation procedure—we will introduce requirements alongside the development consent order, when it comes, to ensure that those slots are guaranteed for regional airports in the United Kingdom. That is an essential component of the expansion of Heathrow, and my Department will ensure that the protection of those slots for the regions of the UK is absolutely watertight.

Commons ChamberOn the matter of town and parish councils, I simply say that it is for the town and parish councillors to decide whether or not to take a step, and of course no individual can take a step without securing a majority vote from their council.
With the working and child tax credit departments accepting only faxes and letters, and not emails, from constituency MPs’ offices, and with the Information Commissioner’s Office defining faxes as an unsecure form of communication, may we have a statement from Ministers confirming a full modernisation programme of upgrading communications to the 21st century?
Clearly, each Department has to work out the best way of receiving complaints and information about issues from Members’ offices. I hear the point the hon. Gentleman makes. The relevant Cabinet Office Minister is here next week for questions and I am sure he will want to make that point to him then.

Commons ChamberI thank all the Members—I know my hon. Friend was one of them—who took part in events around small business Saturday. I know his constituency well, and I know what an important role small business plays in the area that he represents. I pay tribute to him for the work he does in championing these efforts and supporting members of his local business community; I have no doubt they will express gratitude to him for doing so.
I have been contacted by Ballantine Castings of Bo’ness, a local foundry in my constituency, to highlight its concerns about the severe hike in the energy costs it is facing—some 17% year on year. Can a statement be made about the progress of discussions with the European Commission in relation to further compensation for heavy industries such as the iron and steel industry?
The hon. Gentleman makes an important point. He knows that this is a matter of ongoing concern for the Government. The Secretary of State for Energy and Climate Change will be here on the Thursday after we return. I will make sure that her office is aware of his concern so that if he would like to raise it then, she will be better prepared to answer him.

Commons ChamberI spoke to the Department of Health this morning and I reassure the hon. Lady that the Health Secretary will soon make a statement in the House. The House must be informed about what is happening, and more information will soon be provided.
Will consideration be given to a debate on abated military pensions for those who left the armed forces before 1975? Many constituents have contacted me about that issue, and it affects more than 40,000 veterans across the UK.
By happy coincidence, questions to the Ministry of Defence take place next Monday. I suggest that the hon. Gentleman raises that issue directly with the Secretary of State, and I will ensure that he is made aware that the matter is likely to be raised.
