To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, if he will make it his policy to call for the release of Jagtar Singh Johal.

The UK Government is committed to seeing Mr Johal's case resolved as soon as possible. We have raised our concerns about Mr Johal's case, including his allegations of torture, with the Government of India on over 110 occasions and will continue to do so. The Prime Minister raised Mr Johal's case in talks with India's Prime Minister Narendra Modi on 9 September. Mr Johal's case was raised most recently on 13 November by Lord (Tariq) Ahmad of Wimbledon, Minister of State for South Asia, with the Indian External Affairs Minister, Dr Subrahmanyam Jaishankar. Consular staff visit Mr Johal regularly to check on his welfare and did so most recently on 26 October.

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what recent assessment his Department has made of the adequacy of prison reform in Bahrain in the last five years.

We welcome the positive steps taken by the Government of Bahrain leading to progress in a number of human rights areas, including reforms to the prison system. This includes the development of Alternative Sentencing legislation (which has benefitted over 5,680 individuals to date), the introduction of an open prison system, the implementation of a new child justice system, and the establishment of specialist human rights oversight bodies. The UK remains committed to supporting reforms in Bahrain and to encouraging the government to meet its human rights commitments.

The FCDO remains committed to supporting reform in Bahrain and working with civil society organisations and journalists, including through projects delivered via the Gulf Strategy Fund. We recognise there are challenges to freedom of expression in Bahrain and await the new media law, in which we have encouraged the Government of Bahrain to include improved protections for journalists and to enhance wider media freedoms.

In May 2023, the Minister for Development and Africa and Chief Secretary to the Treasury met with Ministerial counterparts, including the Minister for Immigration from the Home Office, as part of the Official Development Assistance (ODA) Board to discuss ODA pressures and have a deep dive into in-donor refugee costs.

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what discussions he has had with his Pakistani counterpart on the persecution of religious minorities in that country.

The UK strongly condemns the violence faced by religious minorities in Pakistan. Protecting Freedom of Religion or Belief (FoRB), including for minority communities, remains a priority for the UK Government's human rights engagement in Pakistan. The Foreign Secretary raised the persecution of religious communities with Pakistan's Prime Minister, Anwaral Haq Kakar on 25 September. On 21 August, Lord (Tariq) Ahmad of Wimbledon, Minister for South Asia, wrote to Pakistan's caretaker Foreign Minister Jalil Abbas Jilani, urging the Government to ensure the safety of the Christian community following recent attacks in Jaranwala. He has since written again to the Foreign Minister following the shocking desecration of Ahmadi Mosques and graves in Punjab and Sindh. Lord Ahmad also condemned attacks against religious minorities in his meetings with Foreign Minister Jilani on 13 September, and Pakistani High Commissioner Mohammed Faisal on 6 September.

The UK regularly engages with the Government of Pakistan at a senior level to promote minority rights and Freedom of Religion or Belief (FoRB). We prioritise our aid to achieve maximum impact for the people of Pakistan in line with our strategic priorities, including promoting FoRB. Our Accountability, Inclusion and Reducing Modern Slavery programme (£39.5 million over the period 2018-2024) brings together community leaders and minority representatives to promote tolerance. Our Hate Speech and Disinformation programme (£4.2 million over the period 2022-2025) is working to protect marginalised communities from hate speech online. The UK's programme of support for education has helped thousands of children from religious minorities attend school and gain skills (£130 million over the period 2023-2027). Our bilateral ODA (Official Development Assistance) budget in FY 23/24 is £41.5 million. This is set to more than triple, to £133 million, next year.

The UK is committed to championing universal health coverage (UHC). In the 2019 Political Declaration on UHC, United Nations Member States committed to promote healthy and active ageing and to respond to the needs of ageing populations. We are working with other Member States to retain and build on that commitment at the 2023 UN High-Level Meeting. We continue to work with country partners and global organisations such as the World Health Organization on integrated and equitable approaches to strengthening health systems and achieving universal health coverage that meets the needs of people of all ages.

The decision to remove Bahrain from the Human Rights Priority Country list reflects consistent and systemic progress in a range of human rights areas over a number of years, some of which have been directly supported by the UK. To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what steps he plans to take to include older people in developing countries in his Department’s White Paper on International Development.

The UK will produce a White Paper in late 2023 which sets out a vision for global development that delivers on the UN Sustainable Development Goals, poverty reduction, economic growth and tackling climate change.
The precise content of the White Paper will be determined by consultation across the UK government, civil society, those in the sector (and outside it) in the UK and our international partners. The open call for evidence will close on 16 September. In parallel, UK government officials are undertaking targeted outreach to stakeholders and partners in different areas of development policy, and the FCDO global network are consulting around the world with partner organisations and countries. External engagement has involved consultations looking at inclusion as part of the White Paper development.
