Commons ChamberI thank the Liberal Democrat spokesperson for her contribution, and for the constructive way that she has engaged with me and my Department on these issues. I absolutely recognise that it has been an incredibly challenging time for farmers, and I mentioned some of the funding that we have put into sustainable funding—£11.8 billion over this Parliament. I also mentioned the significant figure that has been provided via various schemes: £2.3 billion has been made available for the farming budget this year. I will certainly take on board the points that the hon. Lady has made, and reflect on them as we design the scheme for next year. I look forward to working closely with her on the next steps.

Is it not time we simply admitted that the SFI experiment has failed? The last Government could not get the money out the door, and we now have an IT system that is so bad that we may as well not have a door. Farmers do not believe that the SFI is fair. They do not believe that it is getting to those who need support, or that it is delivering the public goods intended. Perhaps we should start again and reconsider a universal baseline, with best practice conditions.
My hon. Friend has yet to write to me on any issues that his farmers have raised about SFI26, and I encourage him to do so. I meant it when I said in my opening remarks that I am really keen to work in partnership with others to design a scheme that works for all farmers next year. I look forward to his proactive engagement with me in order to get the scheme right next year.

Commons ChamberI thank my hon. Friend for his question. I am absolutely delighted to hear of his enthusiasm for the scheme, which will make a huge difference to communities up and down our country. We are starting a test-and-learn phase in April; the roll-out will be in September. We want to learn from that approach, and I would be delighted to work with him on this matter.

I strongly welcome the proposed expansion of childcare, which I am sure will help many families in my Penrith and Solway constituency. Can the Minister outline how this measure will be targeted at the areas of the country with the greatest need, and at areas that are considered to be childcare deserts?
We are absolutely committed to being a child-centred Government, and it is vital that we deliver the programme in the areas in most need. That means making sure that we understand where there are gaps in places and in the workforce, and we look forward to working closely with the sector to ensure that the scheme makes the biggest difference in communities that need it the most.
