I thank the hon. Member for Berwickshire, Roxburgh and Selkirk (Calum Kerr) for affording us this opportunity, albeit a rather short and curtailed one. The one guarantee I think we can assume we will have at the end of this debate is that we will return to these issues again and again—not least those of us who represent rural constituencies.

I do not think anybody would doubt the passion and concerns in this debate, not least about the impact of the hard Brexit we have heard about today. In my county of Ceredigion, small family farming is critical to the local economy and to the sustainability of our rural communities. The point made by my hon. Friend the Member for Dwyfor Meirionnydd (Liz Saville Roberts) and those on the SNP Benches about the multiplier effect—the effect on single family farms and the potential loss of business in the wider community—should not be lost.

Farming is crucial to Wales’s economy. It is described by some as Wales’s last great industry, employing 58,000 people directly, with many more jobs created indirectly, and outputting £1.5 billion of produce each year. Some 13% of the people in my constituency are employed on the land, and farming has a hugely significant effect on the broader economy.

The UK’s food and drink sector as a whole is the fourth largest exporting sector in our country and is worth over £12 billion a year to our economy, with 72% of its exports going to the EU. The Welsh figures are somewhat higher.

The Government say they will keep their negotiating cards close to their chest, but that should not mean a lack of the long-term assurance—the certainties many have mentioned this afternoon—that is needed by those industries that need to plan years ahead at a time. Concern and anxiety are very much the order of the day among the small hill farmers I represent, who are operating on the margins and on a support regime—it is not something they want to exist in perpetuity, but they are concerned that, without transitional arrangements, with the rug pulled from beneath their feet, they could be on the edge of a cliff, which could have huge impacts.

Glyn Roberts, the president of the Farmers Union of Wales, said:

“Careful and precise statements are needed now more than ever.”

The reality is that we still await detailed, careful, precise statements. Yes, let us have guarantees about funding up until 2020, but a three-year window in which to plan a business is inadequate; it needs to be greater—we need far greater certainties. Glyn Roberts also said:

“The livestock producers which make up the vast majority of Welsh farmers are particularly reliant on exports to the continent, and we have made it clear since the referendum that full and unfettered access is essential to Wales.”

He went on to say that he was concerned that a deal was being floated with New Zealand for reasons of political expediency, and that gaining a market of 4.5 million customers on the other side of the planet—

I will keep my comments brief, in order that Back Benchers are given a bit more time.

I am deeply disappointed that the Government have tabled this motion without consulting either the Procedure Committee or the Backbench Business Committee. It goes absolutely against the spirit of the sort of relationship that has grown up between the Backbench Business Committee and the Government. The fact that motions affecting the Backbench Business Committee’s operation have been tabled while the Procedure Committee is still looking at that matter in detail and asking people far and wide, inside the House and beyond, for their ideas means that today’s debate cannot be as informed as it should be. Furthermore, to allocate one and a half hours for such a debate is laughable. Members are being asked to make decisions on matters that require much more information.

The Backbench Business Committee will produce its report either this week or next week. The Procedure Committee could work much more quickly on its review of the operation of the Backbench Business Committee if it needed to, and could report very quickly on it. If the Government were willing to withdraw the motion, I am certain that we would benefit from a debate informed by the end-of-term report from the Backbench Business Committee and by the Procedure Committee’s report, well before the end of the Session and timed to coincide with the elections to the Backbench Business Committee. Will the Minister tell us whether the Government are willing to consider withdrawing the motion and having a debate on these matters on another day? I am sure that the Chairman of the Procedure Committee, the right hon. Member for East Yorkshire (Mr Knight) and I would work very quickly to produce our Committees’ reports in order to facilitate such a debate.

The amendments tabled in my name deal with the minority parties. This matter has been a running sore to the Backbench Business Committee. We are, by accident, a Committee of Members from England. We have three members from the east midlands region, and we are an entirely English Committee. We could be far more representative not only of Back Benchers but of the country as a whole if the minority parties were more actively involved.

As a Member from Wales, I endorse what the hon. Lady has just said. She will be aware that the leading characters from Wales came to her to put their case for a St David’s day debate, and I am happy to report that the English members of the Committee yielded to that request, but it took two years to achieve that. The point that she makes about geographic spread is an important one.

I think that falls outside the scope of the amendment. It is important to establish that we are arguing that the voting age should not be raised. Referendums are very rare in this country and this referendum is specifically about voting reform and changing the system under which we vote in parliamentary elections, which are open to participation by anyone who is 18 or over on the day of the election in question. My argument is that we should not raise that voting age above the age of 18. Someone whose 18th birthday happens to fall a day after the election might be knocking on 23 before they get a vote, especially if we set in stone the five-year voting period. The almost unique opportunity presented by the referendum will affect people who will be 16 and over on the day of the referendum and it is very important for them to be able to participate in the referendum because it will affect the voting system in which they will be asked to vote on the day of the general election in 2015. We should therefore allow them to participate, as we have already told them that they will be allowed to participate in the election at the age of 18. This is an almost unique opportunity to lower the voting age to 16.

The Liberal Democrats share the hon. Lady’s passion for reducing the voting age, but does not her amendment risk looking dangerously isolated against the mission that she wants and we want: a much broader package of votes for everyone at 16? It looks very isolated and perhaps this is not the Bill in which to pursue this issue.

I would love the opportunity to table an amendment for, and to debate something much broader on, lowering the voting age to 16. This amendment gives us an opportunity to demonstrate that when 16-year-olds take part in an election, democracy does not crumble and the sky does not cave in; indeed, it might strengthen democracy. This is a good opportunity to demonstrate to the doubters that giving young people the vote at 16 is a good thing to do.
