I beg to move,

That the draft Agriculture (Delinked Payments) (Reductions) (England) Regulations 2024, which were laid before this House on 16 April, be approved.

I declare my farming interests, as set out in the Register of Members’ Financial Interests. The instrument continues the important agricultural reforms that we are making in England—reforms that support the long-term prosperity of the sector. It applies progressive reductions to delinked payments for 2024. Delinked payments were introduced on 1 January 2024 in place of payments to farmers under the basic payment scheme in England. The reductions in the instrument were first announced in our agricultural transition plan in November 2020. They continue the progress of gradually phasing out untargeted subsidy payments over our seven-year agricultural transition period in England. We are now in the fourth year of that seven-year transition.

We remain committed to moving away from untargeted payments, which have served our industry so poorly. Most of the money has been paid to the largest landowners, and the payments have done little to improve food production or the environment over that time. I reiterate that the overall annual farming budget is being maintained at an average of £2.4 billion per year across this Parliament —money that is no longer being spent on untargeted subsidy payments and is not lost to farmers. Instead, it funds the sustainable farming incentive and other farming support.

As was the case under the basic payment scheme, we are applying the reductions to delinked payments in a fair way. Higher percentage reductions are applied to amounts in higher payment bands. We plan to make delinked payments in two instalments each year, which will of course assist with farmers’ cash flow. By continuing to gradually reduce the subsidy payments, we are freeing up money so that farmers can access a range of environmental land management schemes and grants to suit all farm types. We planned for the agricultural transition, and we are delivering on it.

I am pleased that the Minister and the Prime Minister are keen on promoting more home-grown food. As the transition occurs, what proportion of total subsidies paid will be for promoting food? It still seems to be too small.

My right hon. Friend will understand that the basic payment scheme did not motivate food production at all, as it was not linked to it. As we move to the new regime, we are promoting better productivity through grants for better equipment. We are investing in new technology. Alongside that, we are pushing to improve gene editing and gene technology, to try to make agriculture more sustainable and more productive at the same time. As we go through this transition, we are certainly keen to increase the productivity of our agricultural sector.

As my hon. Friend will know, I am not responsible for EU legislation. During conversations with friends in the EU, I have been told that they are currently looking at the issue of live animal transport, but that is, of course, a matter for them.

I, too, thank the Minister and the Government for their fantastic legislation and great track record, of which we can be truly proud. Is it not the case that this Bill would not have been possible when we were EU members, and that we have put right that wrong? I urge the EU to catch up.

I will come to that, but the hon. Lady is absolutely right. What we need to do is get on with this project and stop dilly-dallying, which is why the direction of travel was not as rapid as the Commissions and I wanted. We were heading for a huge confrontation with this House, because I do not think the plans would have been palatable to Members when we finally got there. There is a shortcut we can take to expedite this process, and I will come to the structure later. I think we can get to a place where we can all agree to tap into the expertise she says we need, and that is what we are trying to establish.

Do we not also need some common sense and realism? Surely the priority is to do those works that are essential to the safety of the building and its occupants. We have to understand the mood of the times and say to the experts that to allow this enormous escalation in the project’s cost, scope and timing is simply not acceptable.

I honestly think we can do both. I think we can get to an understanding and a place where, with expert advice, we can get value for taxpayers’ money, where we can progress this as rapidly as possible and where we can take a more common-sense approach.

The Commissions have taken all these points on board, carefully assessed the options and sought independent advice on the best way forward. The Commissions, with cross-party representation and independent and external members, have taken a unanimous decision that it is necessary to revise the approach to the governance and mandate of the R&R programme.

We need a governance structure that is responsive to the requirements of the parliamentary context, is accountable to Parliament and is better placed to build the necessary consensus. The Commissions have judged that this can be best achieved through an in-house structure. The Parliamentary Buildings (Restoration and Renewal) Act will remain in place and will continue to provide the statutory underpinning.

The current Sponsor Body will be abolished, and its functions under the Act will be transferred to two corporate officers who will become the statutory duty holders. The Act provides for this flexibility by allowing for the Sponsor Body to be abolished and for its functions to be transferred. The proposed in-house governance structure will consist of two tiers: a client board on which the two Commissions have strategic oversight; and a programme board with external expertise that will be central to resolving critical choices and priorities.

I thank the hon. Gentleman, and I again congratulate him on the work his Committee does. I think the Grenfell debate will be a great opportunity to remember what was a terrible and tragic event. I know he will continue to bring such matters to the House, and I congratulate him on his work.

In November 2020, the Chancellor of the Exchequer approved the creation of another £150 billion of new money by the Bank of England and extended the guarantee against losses on all the bonds the Bank holds, making it a Treasury liability. Can we have an early statement or debate in Government time on how that has worked out, what impact it had on inflation and what impact it might have on the public finances?

I want to make some brief comments that were too long for an intervention, particularly about new clause 3, tabled by my hon. Friend the Member for Thirsk and Malton (Miss McIntosh). I sincerely hope that, in summing up, the Minister will reflect on today’s debate, which has shown recognition across the House that consumers and our constituents are finding it very difficult to pay their household bills because of pressure on the household budget. It is worth saying that the Government recognise that challenge and are doing their best to assist, not least by turning around the failing economy that they inherited. Needless to say, a section of society will find it very challenging to pay their utility bills, and the Government have an obligation to try to assist and support them.

There is another group of people who are unwilling to pay, as a result of a frankly malicious intent to avoid paying the bill that is due to be paid. It is vital that the water companies have the power to decide which cases fit into which categories. Those who are clearly unable to pay should be able to receive assistance, support and sympathy from the water companies. New clause 3 goes some way towards assisting the water companies to identify people within the benefit and welfare support system, who may be in need of extra assistance.

I am somewhat sympathetic to new clause 8, too, which was tabled by the hon. Member for Dunfermline and West Fife (Thomas Docherty) and is designed to ensure that water companies put the neediest customers on “the lowest possible tariff”. Those who find themselves under pressure in the most challenging of circumstances are often those least able to identify from their bills which is the correct tariff for them to be on and least able to challenge the water companies to put them on a better tariff, allowing them to afford to pay their household bills. I hope that the Minister will give further consideration to that, if he is minded to do so.

Finally, I support those who have said it is difficult to understand why the Department for Work and Pensions or the Department for Environment, Food and Rural Affairs are unable or unwilling to supply the necessary data to the water companies. I hope that when the Minister sums up, he will be able to shed some light on those thoughts.

I hope that the Government will look at the issue of unpaid bills. Colleagues of all parties are right to draw attention to the problem—one of the many sources of excess cost in the water industry, which it would be good to reduce or eliminate. It is undoubtedly the case that we pay dearly for our main utility provision in this country, and I fear that the main reason why water bills are high and will stay high is that there is no competition. It is a great pity that this Bill will not introduce proper competition into water as into other areas, as it would make a lot of difference. The amendments are designed to deal with the situation of having regional monopolies that are in many cases unresponsive and have high cost structures. Then there is the particular problem of customers deciding—quite wilfully, when some of them are perfectly capable of paying—not to pay their bills. Clearly, more needs to be done on that.

There is some good in all the amendments before us this evening, but I am not persuaded that they take the trick. It might be helpful to know who the tenant was, but if the tenant cannot be traced to where they have gone, it will be impossible to get them to pay. It might be useful to know something more about the benefits and financial circumstances of individuals, although there are issues of privacy and the handling of data that could cause difficulties, but that then fails to enable us to come down hard enough on the people who can afford to pay, which is the real issue.
