@JamesKanag I agree. I just feel that ratio takes into account the number of seats won by parties, e.g. SNP, not specifically the number of wasted votes parties, e.g. Cons had. Those ‘wasted’ votes will only count for party if repeated on regional vote.
@JamesKanag Not sure description in this particular tweet is quite correct. Regional list allocation starts by taking into account seats won at constituency level, not constituency votes wasted as such
