The UK Government work tirelessly to promote Scottish interests around the world through our extensive diplomatic network, forging business links, and generating trade and investment. Our response to the Scottish Affairs Committee’s recent inquiry on Scotland’s international promotion highlights the extensive efforts we undertake to achieve this.

As one of the Prime Minister’s trade envoys, it is always my pleasure to be championing British business overseas. From whisky to satellites, Scotland is home to some of the UK’s most important exports. Will my right hon. Friend update the House on what work the Scotland Office is doing to support these important sectors in the international market?

First, I thank my hon. Friend for his service as a trade envoy, and tell him that last month I had the pleasure of travelling to Vietnam to boost Scotland’s trade interests and celebrate diplomatic links. Vietnam already offers huge opportunities for Scottish businesses and in the light of the UK’s recent joining of the comprehensive and progressive agreement for trans-Pacific partnership—that is easy for you to say, Mr Speaker— I am keen to highlight further trading opportunities for Scottish businesses in the Indo-Pacific region.

The Government’s commitment to Scotland is best demonstrated by what we are doing on the ground. We are investing more than £2 billion to level up across Scotland and working with the Scottish Government to deliver growth deals and freeports in Scotland.

Scotland is a world leader in food and drink production, especially in higher-end products such as Scotch whisky and seafood—something I have been proud to promote in my role as one of the Prime Minister’s trade envoys. As the UK Government continue to strike new trade agreements, what benefits will the removal of trade barriers have for Scotland?

I am grateful to my hon. Friend for raising that important matter and for his efforts in this area. The latest statistics on exports of Scotch whisky and salmon underline how much demand there is for these premium products. The UK Government have an ambitious programme of free trade negotiations that will include India and the comprehensive and progressive agreement for trans-Pacific partnership. We will continue to build relationships with trading partners around the world.

The defence industry in Scotland is strong, thanks to sustained UK Government spending. My Department has a close, positive relationship with the industry and the UK armed forces in Scotland, including on the implementation of the recent integrated review: defence Command Paper and the defence and security industrial strategy.

Shared expertise and infrastructure are key to supporting jobs across our United Kingdom, such as at Warton in my constituency and those north of the border at the BAE Systems site at Clyde. What estimates does my right hon. Friend make of the positive impact the UK Government’s defence manufacturing has on job opportunities for the people of Scotland?

The Royal Navy shipbuilding programme will provide a pipeline of work and sustain valuable jobs and skills for shipyards around the United Kingdom, including those in Scotland, in Rosyth and the Clyde, which are currently constructing the new frigate fleets. The Ministry of Defence has spent £2.7 billion with Scottish industry in 2019 and 2020 alone, and that has supported 12,400 jobs.

I know that my hon. Friend has more distilleries in his constituency than any other Member of Parliament—47, I think—and I also know that he has been a great champion for the industry and has pressed very hard for the removal of the 25% tariff. We are very pleased to have negotiated an agreement that suspends the tariffs. We now have a space of four months to find a resolution on what has been a 16-year-long dispute. The Secretary of State for International Trade is ready to engage with the US trade representative, Katherine Tai, to agree something that is fair and balanced just as soon as the Senate confirms her appointment.

As a proud Scot and one of the Prime Minister’s trade envoys, I was delighted by last week’s announcement that the Secretary of State and the Department for International Trade have secured a deal to remove export tariffs on Scotch whisky and a whole number of other products for sale to the United States. What estimate does my right hon. Friend make of the trade and investment benefits resulting from Scotland’s continued membership of the Union?

This deal will be welcomed by businesses on both sides of the Atlantic because it will hopefully bring an end to harmful tit-for-tat tariffs. I agree with my hon. Friend, but to add to the point, the rest of the United Kingdom continues to be Scotland’s largest market for exports. It accounts for more than 60% of all Scotland’s trade.
