Commons ChamberThe Minister will be well aware that there have been issues of public confidence in Atos ever since it was first commissioned to do this work by the last Government. Are the Government looking into and making progress on Professor Harrington’s alternative assessment process for those with hidden and fluctuating conditions, which is a very important area?
My hon. Friend raises an important issue. As a consequence of Professor Harrington’s recommendations, we are considering a range of different descriptors. We are working closely with medical experts and charities to assess those descriptors and will report later in the year on the effectiveness of the programme.

Commons ChamberIf the hon. Gentleman feels guilty, perhaps he ought to examine his conscience in relation to remarks that he himself has made.
In his report, Professor Harrington said:
“All they call for is a scrapping of the WCA but with no suggestion of what might replace it.”
He added that to
“recognise that things are beginning to change positively in the best interests of the individual… would be helpful.”
This process is an important part of the way in which we help people to get back into work, but the scaremongering that we hear undermines people’s confidence in it, to the detriment of those who are trying to claim employment support allowance.
When the last Government placed the contracts with Atos, they omitted to ensure that work assessment centres were fully accessible. In 31 of them there is no ground-floor access for wheelchairs, which is clearly absurd. What is the Department doing to deal with that?
My hon. Friend has made an important point. We are working with Atos to ensure that as many centres as possible have ground-floor, accessible medical examination rooms, but when they are not accessible, we will try to make arrangements with claimants to ensure that they have access to suitable locations for their assessments.

Commons ChamberI do not know whether the hon. Gentleman has yet read the White Paper. If he had, he would have seen a section on competition that deals with encouraging diversity, making it easier for new entrants to come into the market and promoting switching. When the hon. Gentleman has read the White Paper, he might like to come back to me.
One of the very important and positive aspects of the Government’s reforms has been transparency, particularly over pay and banking products. Will the Minister assure us that there will also be a move to ensure greater transparency over bank lending figures, as small business organisations, and indeed small businesses themselves, tell us that the new lending figures provided often include existing loans and are simply not honest?
My hon. Friend is right, and I think transparency plays a key role in holding the financial system to account. We need to make sure that data on lending is transparent, but we also need to focus on identifying other ways in which we can help small businesses. That is why the Government introduced the national loan guarantee scheme—to help support lending to new businesses. That scheme is working; it is making thousands of loans to small and medium-sized enterprises, which are benefiting from the lower interest rates that the scheme delivers. That is an important way to help businesses grow.
