I join the others who have commended the right hon. Member for Doncaster North (Edward Miliband) and the hon. Member for Stratford-on-Avon (Nadhim Zahawi) for the way in which they secured and introduced this debate. Many important points have been made and much has been agreed on, but there is clear disagreement on some points.

My issue with the Prime Minister is not so much that she was holding Donald Trump’s hand when she met him on Friday; it was that she stayed her hand when it came to responding to the Executive order. A clear, unequivocal response should have been given and none was available. That sent a dangerous signal to many people who are worried, fearful and angry, both here and across the world. We have heard hon. Members refer to the fact that the Prime Minister visited the Republican congress before she visited the President. I do not believe that the terms in which she spoke as Head of Government in such a partisan setting were appropriate. She commended them for having swept all before them and for renewing America with strength. Donald Trump’s idea of renewing America with strength was demonstrated the next day by this Executive order. This is the drive-by prejudice, xenophobia and racism that pass for governance in the Trump age, and this President now has the fastest-ever invitation for a state visit, which appals and disgusts many people. None of the excusers here today can answer that point.

Does the hon. Gentleman agree that if this country goes ahead and welcomes Donald Trump with all the pomp and ceremony of a state visit, that will be seen in the eyes of the world as appeasement of a President whose policies directly discriminate against our constituents? When we come to consider the massive public petition about this visit, we should have the conviction to review and rescind that invitation if circumstances do not change.

I fully accept the hon. Gentleman’s point. To those who are saying that we cannot reconsider the invitation, I say that we should. We should not be afraid of offending the narcissism of this man when we are prepared to offend the fear and disgust that we know many, many people feel about this Executive order and other statements and practices of the early Trump presidency. Let us be very clear that it is about the signal that is sent if it goes ahead as a state visit, with all the pomp and ceremony that that allows. It is not just about the message that it sends to Muslims or to the countries that are subject to the ban; it is about the message that it sends to people here and in America. It is also about the signal that it sends to the people in America who have honestly been trying to stand up and be progressive and supportive of refugees. President Trump is almost indicting the sanctuary cities in the States. He is now listing them as almost un-American for the support they are prepared to accord refugees and the stand that they are prepared to take on human rights. He is criticising civic and pastoral leaders in America. What signal do they get if Donald Trump is received and applauded here?

How many of us have stood at different events in this House and said, “We will show racism a red card. We will show sectarianism a red card”? Well, we are not showing them the red card by inviting President Trump here on a state visit. The invitation should be reversed if we want to send a straight and clear message.

We of course bring a sense of urgency to all the work that we try to do, particularly on human rights, but this process has, sadly, been ongoing for some time. It is about continuing to work together with international partners, non-governmental organisations and others in Burma, and continuing to make those representations. As I said, the Foreign Secretary hopes to meet the chief of the army when he is in Burma, and I hope we will have an opportunity to make our points clearly to the Tatmadaw then.

I welcome the Minister’s indication about the Foreign Secretary’s visit. Will the Foreign Secretary make it clear when he is in Burma that the interest of this House extends to seeing not only a continued transition in rule, but a real transformation in rights? The best way for that to begin is through a credible investigation at an international level, with reliable adherence to any robust recommendations that that investigation brings.

It is an honour to serve—in haste—under your chairmanship, Mr Flello. I congratulate the right hon. Member for Carshalton and Wallington (Tom Brake) on securing this important debate, which allows us to mention a number of cases. We have heard about the case of Nazanin Zaghari-Ratcliffe. We need her release, but also, pending that, we need proper access for her family. The case of Kamal Foroughi, which was described strongly by the hon. Member for Strangford (Jim Shannon), is similar.

Like others, I will concentrate particularly on the case of Andy Tsege. I met his family initially after, as an officer of the all-party parliamentary group on human rights, I was made aware of his case by the right hon. Member for Islington North (Jeremy Corbyn), who was also an officer and ensured that the group took up his constituent’s case, which he had been following. Obviously, since the right hon. Gentleman’s elevation to Leader of the Opposition, he is more constricted in what he can do and say in proceedings such as this, but I note his attendance for a large part of the debate, as I am sure have Andy Tsege’s family.

Let us be clear: we are talking in this case about a series of instances in which someone has been treated appallingly. Andy Tsege was tried in absentia, which is a scandal in itself. He was then sentenced to death, which is also a scandal and should be cause for alarm given the UK’s diplomatic stance. He was then rendered in a gross way from a third country and imprisoned in Ethiopia, where he has been tortured and mistreated. Let us remember that the anti-terror proclamation under which he was sentenced was not introduced until a month after his trial in absentia began in June 2009. Every stage of this case stinks. We must remember that Andy Tsege is a dual national, and the trial in absentia happened while he was here in the UK with his family.

We have been told in numerous parliamentary answers that Andy Tsege’s case is a priority for the Foreign and Commonwealth Office, but can the Minister tell us what less the FCO could have done had this case not been a priority? Thankfully, there have been a number of visits, but none of them has taken place free of the presence of the Ethiopian authorities. The FCO is also involved in the constant circular offer of legal assistance. As the right hon. Member for Carshalton and Wallington said in introducing the debate, the fact is that Andy is not a criminal; he is the victim of a series of crimes. The Government should not collude in the fiction that there is a legal process or that there are recognisable charges against this UK citizen.

I am certainly not taking sides with the Ethiopian Government on this issue, but I am afraid that the hon. Gentleman is using somewhat excessive language. The British Government have not been complicit at all. They have been active on the case for two years that I know of. Perhaps he might want to reconsider. He is normally much more reasonable than that.

If the hon. Gentleman checks, he will see that I said that the Government are constantly referring to legal advice and legal assistance, in circumstances where there is no process. We have already heard that there is no right of appeal for Andy Tsege, and that he was tried in absentia. What I said was that the Government’s line about legal advice colludes with the fiction that there is a legal process with recognisable charges. I did not imply any other degree of complicity, and I did not actually use the word to which the hon. Gentleman refers. I know that he chairs the all-party parliamentary group on Ethiopia and Djibouti; it would have been interesting if he could have offered some alternative narrative from the Ethiopian authorities. As I understand it, the FCO has neither been given one nor referred to one, although the Minister might correct me on that when he replies.

I commend my right hon. Friend for securing this debate and for her sterling work as chair of the all-party group on human rights. Is she concerned that there appears to be an increasing attitude on the part of the Government to treat human rights in other parts of the world as though they were circumstantial considerations and concessions to be granted, rather than to insist on a consistent, linear approach to the advocacy of human rights? There should be no mute button on the UK’s advocacy of human rights and no dimmer switch on the spotlight it seeks to put on human rights abuses.

I totally agree, of course, with my hon. Friend. One of my concerns is that, with the increased emphasis on trade, human rights is moving to the bottom of the pile; they are certainly lower down the pecking order of concerns than they have been for many years.

Civil society and NGO representatives, such as lawyers, journalists and human rights defenders, are vital to checking the abuse of power, promoting good governance, monitoring compliance with international human rights standards and obtaining justice. It is not surprising, then, that they are resisted, obstructed and persecuted by those who intend to exercise their authority for personal advantage. The UK and the wider international community must continue and do more to support these courageous activists and to challenge such destructive legislation.

I would like to draw attention to Amnesty International UK’s Write for Rights campaign, which this year features cases from, among other places, China, Iran, Egypt, Malawi and the UK. Last weekend, I had the pleasure to co-host with Mr Speaker and Amnesty International UK a parliamentary reception to encourage MPs and peers to take action in support of those whose fundamental rights are at risk of being violated. It means so much to those receiving messages of solidarity; it keeps their hopes alive for a better future. A letter to the authorities can also spur them into action; when they know that the eyes of the world are watching, they may be moved to do the right thing.

Let me take the opportunity to highlight the case of dual British-Iranian national, Nazanin Zaghari-Ratcliffe, who has been detained in Iran since April. The legal process to which Nazanin has been subjected has been so flawed that it is nonsensical to make reference to it, or to the outcome of any such process. Kamal Foroughi is another dual national who has been imprisoned on spurious charges on the basis once again of a highly deficient process. These are arbitrary detentions. Indeed, I would go further and say that these individuals are, in effect, being held hostage. I therefore ask the Government publicly and unequivocally to call for their release.

As for specific country situations, it is important to mention the current plight of Government critics and the Kurds in Turkey. I know that the Turkish Government have had to deal with a savage coup attempt this summer, but I fear that their current repressive response will serve only further to alienate large swathes of the population and result in further bloodshed. Thousands of alleged coup sympathisers are in jail, and tens thousands of them, including soldiers, judges and teachers are being forced out of their jobs. According to the latest annual survey compiled by the Committee to Protect Journalists, Turkey is currently the top jailer of journalists in the world. In a two-month period, the Turkish Government, led by President Erdogan, detained more than 100 journalists and closed down at least 100 news outlets. As of 1 December, at least 81 journalists were in detention in Turkey.

Although the crackdown against journalists has been exacerbated by the coup, media freedom was already under siege earlier in 2016. As the Committee to Protect Journalists points out, authorities are arresting, harassing and expelling journalists and shutting down or taking over news outlets. In a report in December, Amnesty International highlighted that an estimated half a million people are being forced out of their homes in the south-east of Turkey as a result of a brutal crackdown by the Turkish authorities over the past year, which might amount to collective punishment.

To compound the situation, the targeting of Kurdish opposition voices, including leaders and MPs of the opposition HDP party who have been arrested and detained following the coup attempt, has meant that NGOs providing vital support for poor and displaced people have now been shut down. Displaced residents have rejected Government claims that the ongoing curfew and house demolitions are being done in the interests of security, given that the clashes finished over eight months ago. Instead, they are seen as a calculated plan to redevelop their neighbourhoods and resettle them elsewhere.

I would like to take this opportunity to relay my concerns about Egypt. Since 2013, when al-Sisi led the military overthrow of President Morsi, the authorities have prosecuted and jailed thousands for peaceful opposition to the Government. Under al- Sisi, a wide range of activities protected under the Egyptian constitution and international law have been interpreted as threats to national security. In the CPJ report, Egypt is ranked third in the world in terms of the number of jailed journalists.

Human Rights Watch has also highlighted the possible introduction of an NGO law, which would effectively prohibit independent NGOs in the country, by subjecting their work and funding to control by Government authorities, including powerful security agencies.

My hon. Friend is right. I have been to Turkey twice and my right hon. Friend the Foreign Secretary has been there, too. The UK is committed to the successful implementation of the EU-Turkey agreement, which started in March this year. For that to work well, we need to retain good and constructive diplomatic engagement with countries, including Turkey.

We are in constant touch with our French colleagues about this proposal. As I said earlier, I am personally very attracted to the idea of holding these people to account before the International Criminal Court, so that is certainly something that I would like to pursue.

Does the Foreign Secretary not think that more weight would be attached to the strength of his words about the International Criminal Court if the regime of President al-Bashir of Sudan—who has also been bombing his people from the air, who has recently been seen to be using chemical weapons against them, and who has been indicted by the International Criminal Court for genocide, war crimes and crimes against humanity—was not now being embraced by the UK Government through the UK-Sudan strategic dialogue as a partner in countering terrorism and managing migration?

I take that point very sincerely, but it is vital that we concentrate our efforts and our censure on the Russians and on the Assad regime, who are primarily responsible for what is going on in Syria now. We can get lost endlessly in all sorts of moral equivalences, and I heard a few earlier from the Scottish National party, but it is vital that we focus on what is happening in Syria. That is the question before us this afternoon.

I must say bluntly to the House that if Russia continues on its current path, that great country is in danger of becoming a pariah nation. If President Putin’s strategy is to restore the greatness and glory of Russia, I believe that he risks seeing his ambition turn to ashes in the face of international contempt for what is happening in Syria. Russia tries to justify its onslaught on Aleppo by saying that its sole aim is to drive out Jabhat al-Nusra, or Fatah al-Sham as it now calls itself, which is the Syrian branch of al-Qaeda. No one questions that these people are terrorists, but their presence in that city cannot justify an assault on 275,000 innocent people, still less the imposition of a siege, which is, by its very nature, a wholly indiscriminate tactic. I agree with the phrase of Staffan de Mistura who said that the Russians should not be able to use the presence of Jabhat al-Nusra as an alibi.

The hon. Lady raises a very important point, because the UK and Turkey work in a close partnership to prevent extremist travellers from reaching Iraq and Syria, involving practical co-operation between our police and security forces. We want that to continue and we hope that it will, and we stand ready to help Turkey in any way we can during this difficult period.

The Minister referred to constitutional order being restored, but we know that in President Erdogan’s hands that is a dark and elastic concept, as the experience of religious, ethnical and regional communities, of journalists, of parliamentarians and of rights activists shows. If the Government are going to communicate strongly to the Turkish Government that this coup should not be used as an excuse for a carnival of repression, will he reinforce that by direct engagement with the democratic opposition in Turkey and with legitimate rights activists there, too?

I would go a little further: that cannot happen until Russia has complied with its obligations under the Minsk agreement. At the weekend, in Warsaw, I met the Ukrainian Foreign Minister. My hon. Friend is right that there is concern among Ukrainians that Britain’s departure from the European Union may lead to a weakening of European Union resolve on this issue. I very much hope that that will not be the case, but it is certainly true that we have been one of the leading advocates of a tough line within the European Union.

In the light of the ongoing dreadful events in Sudan, many of us find questionable the context and the content of the UK-Sudan strategic dialogue. What red lines do the UK Government have in that dialogue?

If I may, I will ask the hon. Member for Rochford and Southend East (James Duddridge), the Minister with responsibility for Africa, to write to the hon. Member with more detail. However, I can say that the dialogue is an important juncture in our relationship, and we were invited by Sudan to commence it. Let me make it very clear that we need to continue to support Sudan. It is a source, host and transit country for migration. What is going on there affects the rest of Europe, and so we want to continue to help with the dire humanitarian situation there. The 2.5 million people long-term displaced people need our support.

I will make some progress.

Compare that with the EU as a soft power. It has made progress in stabilising south-east Europe and it could play a future role in the middle east and north Africa region and in dealing with the former Soviet Union. Europe can be a soft superpower and we need to be at the heart of that. As our partners in the EU have said, our membership of NATO and of the EU complement each other and have given us the longest period of peace, stability and prosperity in European history. We should not forget that.

The EU has also made us fairer. It protects us in so many ways, including through provisions for paid holidays and by giving parents—mums and dads—the right to parental leave. Just think of the draconian trade union laws that this lot here want to bring in: do we really want to be left to the mercy of a right-wing Conservative Government when it comes to social protections? Those social protections have been advanced through our membership of the European Union.

Last night, the hon. Member for Uxbridge and South Ruislip (Boris Johnson), who is not here—which does not surprise me, given the going over he got from my right hon. Friend the Member for Gordon (Alex Salmond)—was reminded that he had previously said that

“we could easily scrap the social chapter”.

He is right—they could easily scrap the social chapter and all the benefits that go with it, because, when it comes down to it, this is a right-wing Tory power grab. The right-wing Tory foxes would be put in charge of the chicken coup of progressive politics in the United Kingdom.

The hon. Gentleman is confronting directly the supposedly leftist leave argument that ignores the fact that we would be plunged into Brexession and that pretends that there would not be more austerity or EUsterity in Europe. There would be a carnival of reaction, not just on the Conservative Benches, but across Europe, where right wing and neo-fascist parties would destroy rights in their countries, too.

The hon. Gentleman makes an excellent point. Frankly, we cannot trust the Tories with social protection or the environment, and we certainly cannot trust them with workers’ rights. This is a Tory excuse for more austerity, and that is what is coming if people vote to leave.

We often hear Vote Leave and Brexiteers talk about democracy and the EU, but it has a Council of 28 democratically elected Governments, as well as 28 commissioners who are appointed by those Governments and a Parliament that can sack them. They talk of a Tory Government here who were voted for by just one in four voters, and who experienced their worst election result in Scotland since 1865. They talk of democracy and a Tory victory in Scotland with a fifth of the vote, and an SNP defeat with just under half of the vote. They also talk up democracy as they eye up a seat in the affront to democracy that sits at the end of the corridor, the House of Lords. Do not be fooled by their appeals to democracy; they could learn a thing or two from Europe about democracy.

On independence, the EU is made up of 28 independent member states. Nobody questions the independence of Germany, France, Denmark or Finland. Mary Robinson has said that she believes that Ireland truly became independent only after it joined that European Union. My hon. Friend the Member for Na h-Eileanan an Iar (Mr MacNeil) made a valuable point earlier when he said that the European Union is a club for independent countries but the Union of the UK is not. Not being independent here means areas having the poll tax, nuclear missiles on their soil, their fisheries being described as expendable and a Tory Government against the wishes of their people. That is not democratic.

I joined the SNP because I want to see Scotland in the world. The real isolation came from the Union and doing things through the prism of London. I started by saying that this is about our future, but let me reflect on the past. Scotland may be at the fringes of Europe geographically, but we sit at its heart politically. I am wearing the tie that commemorated the visit of Pope Benedict to Scotland, which was once called a filia specialis—a special daughter—of the Church. In 1218, the Pope tried to set out an archbishopric in St Andrews in my constituency, so even back then our European partners were protecting us from the worst excesses of this place. Even William Wallace’s first act was the letter of Lübeck and a letter to rejoin the Hanseatic League, the European Union of its day.

With our environmental commitment to a clean, green future, the excellence of our universities and our commitment to social progress, Scotland remains at the heart of Europe. I hope that the isolationist tendencies of Vote Leave and many in this place will not win out and that we vote to remain next week.

The Department for International Development is in regular contact with those organisations, as is the United Nations, which has long-standing relationships with all international humanitarian non-governmental organisations. As the hon. Gentleman will know, a large proportion of the British Government’s aid assistance to humanitarian causes in Syria and the surrounding states is channelled through precisely the organisations he has listed.

The vexed complexities that the Minister has referred to, and the acute sensitivity of current UN efforts, are understood by the Syrian refugees whom I met in my constituency on Sunday, and they explained the dire plight of their starving compatriots. Their basic question to me as a Member of the House is this: why can powers not marshal the capacity and resolve to supply the means of life, given that we have shown that we can deploy the means of death?

One must take into account the military realities on the ground. We are talking about a regime in Syria that is besieging most of the communities whose plight we are discussing. The regime has formidable air defences of its own, and Russia has deployed its own air defence measures inside Syrian territory. For that reason, we believe that the safest and most effective means of providing humanitarian access would still be for the UN to agree terms under which that aid can be delivered. If that proves not to work, we must return to this issue, as I have indicated.
