Over the last month, I have met offenders participating in the community payback scheme in Birmingham, prisoners at HMP Hatfield who are being supported back into work in partnership with the charity Tempus Novo, and frontline staff at HMP Frankland working to tackle extremism and terrorism, including through their separation centre.

On behalf of the prison officers I represent in Plymouth, I ask the Secretary of State: now that he has dropped his plans to close Dartmoor prison, what plans does he have to invest in facilities at the dilapidated prison to ensure that it can be a safe and humane environment again?

I am happy to write to the hon. Gentleman about that particular prison in his constituency. He will know that we are investing almost £4 billion over the next three years to deliver 20,000 additional modern prison places by the mid-2020s. I have been to look at some of the advantages that they can have, including at Glen Parva prison, which has started the operational build. It is not just about the numbers; it is also about such things as the in-cell technology and workshops that can be a pathway to get offenders to go clean and get into work, in order to cut reoffending and protect the public.

Plymouth’s Kurdish community are not just concerned about a military incursion; they are concerned about an occupation, because they know that an occupation will lead to ethnic cleansing, and ethnic cleansing is a crime against humanity. Can the Foreign Secretary say from the Dispatch Box that he will order the UK’s considerable assets to collect evidence, and that if there is evidence of crimes against humanity, he will use it to prosecute Turkey for its illegal actions against the Kurds?

I understand the depth of the hon. Gentleman’s concern. It is not clear to me where he thinks that a prosecution would or would not take place, but as someone was formerly a war crimes lawyer, I would absolutely want any serious violations of international humanitarian law to lead to people being brought to account.

I have been approached by a constituent whose vulnerable daughter was raped by a male under the age of 18 who was not given a custodial sentence. I am concerned that the lenient sentence sets a precedent for lesser sentences and does not give sufficient regard to the suffering of the victim. Will the Minister agree to meet me and the family of this rape victim to discuss the sentencing guidelines for those who commit rape when under 18?

I thank the hon. Gentleman. I totally understand the anguish of the victim and the family in these kinds of cases. He will know that sentencing guidelines—not just the sentences—are set by the Sentencing Council and not the Ministry of Justice, but I can confirm that the new guidelines on sentencing under-18s for sexual offences came into effect in June, and he may wish to take a look at those.
