The hon. Gentleman knows very well that this Labour Government have been delivering for Yeovil quite considerably, with a £1 billion new medium helicopter contract for Leonardo, support for Gripen exports, supporting a number of firms in his constituency, the defence technical excellence college we funded in Yeovil, and the announcement yesterday of the additional places for Yeovil College. There will be more places for Yeovil College, more opportunities for young people to study, and a growing defence sector in Yeovil that I am happy to continue to support. I look forward to making further announcements, for not just the hon. Gentleman and Yeovil but the rest of the country, in due course.

As a Navy mum, I associate myself with the Minister’s condolences on the three tragic deaths of our Navy personnel. While I understand the frustration with the DIP delay, 14 years of Tory under-investment left our armed forces short of people, resources and morale. Does the Minister agree that the defence investment plan must now deliver for the long term and continue to invest in our personnel and bases, including Portsmouth Royal Navy base?

As Devonport’s MP, I say to my Portsmouth colleagues that after many years under the Conservatives where Devonport, Portsmouth and Faslane were pitched against each other, it is welcome that under a Labour Government we can confidently say that there is work and resources for all three. After much delay by the last Government, we will see a multibillion-pound investment across our naval bases, and the defence investment plan will lay out some of that. I am happy to meet my hon. Friend and her Portsmouth colleagues to say how we are investing in the kit and capabilities that our Royal Navy needs, as well as in military houses, skills and support for veterans and cadets across the country, which will improve our warfighting readiness, ensuring we have the ability to deter aggression—and to defeat it if necessary.

I thank the hon. Gentleman for his question. We have announced that we intend to introduce the maritime services ban on Russian LNG, which will restrict Russia’s ability to export globally. The reason it is being phased in is so that it can be done in lockstep with our EU friends, who are introducing equivalent restrictions. He is right to identify the issue, and the Government are right to take steps to address it. I am an impatient so-and-so, and I know that the efforts that we are making across Government are based on a similar impatience to get it done fast, but it must be done well.

I thank the Minister for his statement and send solidarity to Ukraine. As Christmas approaches, I would like to thank all who serve in our armed forces and wish them a merry Christmas, wherever they are in the world.

I want to pause and remember Lance Corporal George Hooley, who, as we heard from the Minister, has returned home to the UK. Before his passing, Lance Corporal Hooley wrote a letter to his friends and family to be opened in the event of his death, as many members of our armed forces do. If you will allow me, Madam Deputy Speaker, I would like to share a few of his beautiful, poignant and proud words:

“If you are reading this, it means I didn’t make it home. Please don’t let that be the thing that breaks you. You know I was doing what I believed in as well as loved, with people I respected, and for reasons that matter to me, my country and democracy and freedom in this world. I was proud of what I was doing.

Don’t remember me with sadness and loss. Be proud. I went out doing what I trained to do, what I chose to do, and I had all of you in my heart the whole way.”

I thank my hon. Friend for reading Lance Corporal George Hooley’s words into the record. I know how close to home that will hit with her, as a mother of someone serving in our armed forces, and indeed other Members across the House. We ask extraordinary things of our people. What they do and the sacrifices they make—the ultimate sacrifice in this case, but also the sacrifice at Christmas—is appreciated on the Government Benches, on the Opposition Benches and, I believe, by everyone in the United Kingdom.

I thank the hon. Gentleman for the way he approached his question. I share his concerns to ensure that Members of Parliament are adequately informed about defence. Indeed, it was the Defence Secretary’s intent, when we took office, to renew and refresh the relationship between the Ministry of Defence and Parliament with a more open conversation. We are endeavouring to do that with further briefings and I will take his suggestion on board as we look at how we implement the review.

First, on Armed Forces Day, I want to thank all who serve and have served, including my own son, and recognise the huge contribution made by our armed forces, alongside all service families in Portsmouth, the very proud home of the Royal Navy. Secondly, I would like to say a huge “Thank you” for Armed Forces Day on Saturday, and for being able to take part in the flag raising in my city to show my gratitude and respect to all those serving.

Given the fast-changing landscape alongside the recent disrespectful incident at RAF Brize Norton, with so many armed forces personnel based in Portsmouth and personnel from Portsmouth based around the globe, can the Minister confirm whether wider action is being taken to review and strengthen security across all our military bases, in both the UK and abroad, and what force protection measures are in place to keep our personnel and their families safe here, abroad and in my city?

As the MP for Devonport, can I say to my hon. Friend, the MP for one of the Portsmouth seats, just how proud we are of our Royal Navy, no matter where those ships or capabilities are based? It is certainly true that the review commissioned by the Defence Secretary looks not just at what happened at RAF Brize Norton, but at the application of that lesson across the defence estate. The force protection of our people, both home and abroad, is a priority for this Government. We will be undertaking the review at pace and I suspect I will be back in front of the House in due course to announce further measures.

I declare an interest and a huge sense of pride in taking part in this debate: I have cousins who serve in the Army and the Royal Air Force, and a son in the Royal Navy, all of whom are under 30. Hopefully, because of the Bill, they are at the start of long and successful armed forces careers. Also, my constituency of Portsmouth North is the home of the Royal Navy. I am glad that the Minister for the Armed Forces, my hon. Friend the Member for Plymouth Sutton and Devonport (Luke Pollard), is not here to argue about that.

I meant the other one—my hon. Friend the Member for Plymouth Moor View (Fred Thomas). I am proud to be part of a mission-led Government but, as the Secretary of State said earlier, no mission from a Labour Government is complete unless it is our first duty to keep our country safe. Peace and security are hard earned and require constant vigilance and a well-staffed and—dare I aspire to say—a happy armed forces workforce.

This Bill is groundbreaking in its mission, with 183,000 service personnel and their families at its heart. It provides the opportunity and the authority for an independent commissioner to investigate welfare complaints not only from those serving, but from their families. It also gives the commissioner the opportunity and the authority to horizon scan, to highlight trends, to visit our bases and listen to personnel and their families, to launch investigations when needed and, ultimately, to improve the world of work and the lives of those who so often put this country first.

I welcome the stance of the whole House and the cross-party commitment to this Bill. Real change cannot come quickly enough. Attrition rates continue to grow and morale among our service personnel continues to plummet. At the moment, recruitment is outstripped by those leaving, so retention is a real concern. Despite 81% of our service personnel feeling supported by their families and their colleagues, it is upsetting that almost 50% do not feel that their families and their family life are supported by the service. Impact on family and personal life remains the top factor influencing those leaving the services.

It would be remiss of me not to note that in my Portsmouth North constituency the concerns around armed forces housing are very high. With three quarters of our personnel living in service accommodation, it is vital to be able to hear the voice of those serving and their families, and to use that to improve housing, communities, childcare and the lives of our forces and their families. This Government are serious about keeping our country safe and making our armed services a priority. With a pay rise already awarded, with an announcement on childcare provision already made, with a new cyber-route and the cutting of red tape in recruitment, and now with a Bill providing an armed forces champion, with real voices and real experiences at its centre, this is a step to building back that eroded trust and pride. Just as I do when my son returns from sea, we as a Government are putting our arms around service personnel and their families.

This will not be easy, and it will not be quick. Issues will be uncovered that will be uncomfortable and possibly costly. Cultures might need to change, the Secretary of State will be presented with reports and independent investigations, and Parliament will need to address these issues. Success or failure will be measured and voiced, as it should be. Will the Minister assure me that, however difficult the outcomes, the reports and the words that we hear from our service personnel, we will commit to having a truly independent commissioner, so that our armed services feel they have the trust to go to them? In delivering this Bill into law, we will not only say, but show by our actions, how much we value the service and dedication of our armed forces personnel and their families.
