That was a very serious point but the final twist, I felt, was wrong. [Interruption.] The reason it is a serious point, to be fair to the hon. Lady, is that a significant amount of raw milk from Northern Ireland is processed south of the border. The two most vulnerable agrifood sectors in the UK are sheep meat, across the UK, and the Northern Ireland dairy sector. She is absolutely right to raise that. As for the prospect of food riots, I am afraid that that is precisely the sort of exaggerated language that, as my right hon. Friend the Member for Basingstoke (Mrs Miller) pointed out, does nothing to enable us to focus on the real risks and challenges and the importance of mitigating them.

I welcome my right hon. Friend’s comments that our one united civil service is preparing for Brexit. Can he reassure the House that there will be direct due diligence in Scotland to make sure that companies, community groups and Government agencies are getting the support they need to prepare for Brexit? Can he also confirm how much of the £90 million given to the devolved Administration in Scotland has been spent on supporting frontline services there?

My hon. Friend makes a very important point. We are doing everything possible to make sure that the funding is there. If there are community groups and others in Scotland who are not receiving the funding from the Scottish Government that they should, I hope he will bring that to my attention. I know that Scottish Government Ministers would never want to stand in the way of helping Scottish citizens.

Earlier today, the chairman of the British Medical Association in Scotland went on record to say that there are shortages of medical supplies in Scotland due to Brexit. Can my right hon. Friend give assurances that that is not the case and that the Cabinet Office is engaging directly with the devolved Administration, local government and all Government bodies to ensure that no shortages are caused by Brexit?

My hon. Friend makes a very important point. To the anguish of many, but to the joy of some, we have not actually left the European Union yet, so it is hard to see how any shortages could be caused by Brexit. The Department of Health and Social Care and others have worked to ensure that in the event of a no-deal Brexit we can continue to have all the medicines and medical supplies that people need. I will look closely at what the Scottish BMA has said and investigate it, but sometimes—I am sure this is not the case with the Scottish BMA—one or two figures attribute to Brexit responsibility for matters that are absolutely nothing to do with our departure from the European Union.

I thank the hon. Lady for underlining the cross-party, consensual approach that the House has taken to dealing with climate change and the broader environmental crisis that we face. The House will be updated not only on progress against the 25-year environment plan and not just in response to the recent report by the Committee on Climate Change on how to reach net zero by 2050, but on a broader suite of measures that every Government Department, from the Treasury to my own, is committed to ensuring that we deliver.

Having had the opportunity to visit Highland Spring, thanks to my hon. Friend, I endorse wholeheartedly the company’s leadership in providing high-quality products to so many people across the world. It also provides employment in his constituency. Highland Spring, like us, wants to ensure that we have a UK-wide scheme. Although I applaud the ambition of Roseanna Cunningham, the Scottish Government Environment Minister, in taking forward a DR scheme, it is absolutely vital that we make sure it works UK-wide. I hope and believe that the Scottish Government will now put the interests of the United Kingdom ahead of the ideology of separatism that sometimes creeps into some of the things they come up with.

T2. I welcome my right hon. Friend’s announcement on the convergence funding review, which hopefully will lead to fair funding for Scottish farmers, and also his further announcement about ring-fencing future agricultural funding so that my farmers are protected and not lumped together in other Government funding. Will my right hon. Friend ask the Scottish National party to work with this Government to make sure that Scotland is included in the Agriculture Bill so that we get a fair deal for my farmers and our constituencies?

I thank my hon. Friend and other Scottish Conservative Members who pressed for this review and collaborated to make sure its terms of reference were right. As a result, they have guaranteed a brighter future for Scottish farmers with a level of funding in Scotland, Wales and Northern Ireland that is higher than that in England absolutely guaranteed in the future. My hon. Friend is absolutely right to say that the Scottish Government and their Minister, Fergus Ewing, who is a great man in many ways, have, sadly, missed the opportunity to put forward an amendment to our Agriculture Bill in order to ensure that Scottish farmers have certainty in the future. Welsh Labour has collaborated and its statesmanship is to be commended; what a pity that once again the Scottish Government are letting down rural Scotland.

There is growing demand for dairy products, and not just in the middle east and south Asia, as we have also had a very successful drive to increase sales of organic milk to the United States of America. Our dairy farmers do an amazing job and the opportunities for their quality products—yoghurt, cheese and others—to be sold worldwide will only increase as we leave the EU.

While acknowledging that food and drink labelling will be subject to a UK framework post-Brexit, may I ask my right hon. Friend to join me in supporting the Diabetes UK “Food Upfront” campaign to improve food labelling and introduce traffic-light systems so that people suffering with that condition can be clear about the nutritional value of pre-packaged food and drink?

I have had productive talks with representatives of fish processing organisations, and we absolutely appreciate that they have specific demands on both access to other markets and labour. We respect their demands and will do everything possible to help them achieve them.

The House will have heard the very sad news earlier this month that the Nancy Glen, a fishing vessel, was lost off the west coast of Scotland while fishing in Loch Fyne. Two fishermen lost their lives. The Clyde Fishermen’s Association is running an appeal to raise money to recover their bodies and support their families. We all know the inherent risk in fishing. The DEFRA Ministers, on behalf of the whole House, would like to thank all those who risk their lives every day to ensure that we can eat fresh fish. Our hearts go out to the families so sadly affected by this tragedy.

I thank my right hon. Friend for what he has said. Can he assure constituents right across the United Kingdom that the new UK-wide frameworks that will be brought in as a result of our leaving the European Union will work for all farmers, whether arable, livestock, dairy or hill, and wherever they live in the UK, whether in England, Scotland, Wales or Northern Ireland?

My hon. Friend makes a good point. He does an outstanding job working for his constituents in Ochil and South Perthshire, and I am looking forward to visiting his beautiful constituency next week. T8. Does my right hon. Friend agree that as powers are repatriated from the EU, everywhere in the UK should feel the benefit? Would he be willing to visit my constituency to meet colleagues and representatives of Scottish agriculture to understand local concerns, and to discuss the potential placement of further UK Government Departments in Scotland?

The right hon. Gentleman makes a very good point. As someone who recently had the opportunity to sample Orkney’s fine smoked cheese at the royal highland show, may I add my praise for the produce of the beautiful islands he represents? Geographical indicators are of course a very useful tool. We want to ensure that, outside the European Union, British food, from whichever part of these islands it originates, can have its status and provenance protected at the heart of effective marketing.

T4. Considering that my right hon. Friend has managed to complete 99.2% of the common agricultural policy payments in England, what assistance and co-operation can he offer the devolved Administration in Edinburgh, who have managed only to reach 90.4%?

My hon. Friend makes a very good point. It did not surprise me, though it may have surprised others, that we increased the representation of Scottish Conservatives in this House by 1,200% at the general election, not least in the north-east and Ochil and South Perthshire, where farmers are suffering as a result of the maladministration of the Scottish Government. Many of them are asking why the Scottish Government cannot learn from the Department for Environment and Rural Affairs and, instead of prating on about independence and constitutional uncertainty, learn from their partners in the rest of the United Kingdom.
