Of course, new tests of housing need have recently been introduced. They are designed to reflect the fact that under successive Governments of all political parties, we as a country have been building far fewer new homes than our country and particularly our younger generation now need. I can say to the hon. Gentleman that, representing one part of the country with some of the fastest housebuilding rates anywhere in England, I think this is a social justice challenge that we have to face up to, but the national planning policy contains within it very strong tests to protect against inappropriate development in the green belt, and the Government will stand by that approach.

Last week it was announced that emergency services and women and children’s services are going to be moved out of borough from Telford’s Princess Royal Hospital. I have asked the Health Secretary to call in that decision for review, because the needs and health outcomes of people in both Telford and Wrekin have not been considered. Will my right hon. Friend join me in urging the Health Secretary to review the decision and to listen to the concerns of people in Telford and Wrekin?

Tomorrow sees the release of Mubarek Ali, who is a serial child sexual exploitation offender in Telford. Will the Secretary of State please confirm whether all that should be done has been done to protect the public and the victims concerned?

To the best of my knowledge, that has been done. Mr Ali is, of course, being released in accordance with the law having served the term that was set out by the judge in his case for the purposes of punishment and deterrence. However, if my hon. Friend or her constituents have any concerns about the circumstances of the release and the supervision arrangements that should follow, I ask her to bring them to my attention without delay.

It is part of the duty of the Prison Service appropriately to look after all those whom the courts have sent into custody. We have found the money for the separation centres from within Ministry of Justice budgets—a sensible prioritisation of expenditure that will bring benefits to the management of the prison population more generally by separating those who pose a particular risk through extremist ideology.

I am grateful for the hon. Gentleman’s kind remarks. Clearly, there have to be rules that govern the payment of all kinds of welfare benefits. The hon. Gentleman describes a case in which he felt there were powerful extenuating circumstances. If he writes to me with the details of the case, I shall refer it to the relevant Department for Work and Pensions Minister and ensure that he gets a response.

The Leader of the House is clearly enjoying his new role, and I warmly congratulate him on his appointment. The future of health care in Shropshire has been on hold for three years while a programme board, known as “Future Fit”, deliberates on possible closures to A&E. It continues to be unable to reach a decision and seems to be in a state of near paralysis. This has cost over £3 million and caused real anxiety to my constituents and poor morale at the Princess Royal hospital in Telford. Please may we have a debate on the issue?

On the basis of my hon. Friend’s description of the situation in Shropshire, it seems to me that what is needed is certainty that the local NHS management, including the senior clinicians who will be part of those teams, will decide on what they want and provide justification for any changes. As for a debate, this strikes me as something that might well fall within the scope of an Adjournment debate that either a ballot or Mr Speaker might be able to make available to my hon. Friend.
