We do not centrally hold details of how many officials at the Foreign and Commonwealth Office have prior experience of working in human resources. To provide you with this would require us to gather information from the personnel file of each staff member and the cost of doing this would be disproportionate and exceed the appropriate limit. We do, however, hold a record of those staff currently employed in the Human Resources Directorate as at 8th November 2016 who

(a) are members of the Civil Service HR Profession, with a career anchor in HR : 12 staff.

(b) are not members of the Civil Service HR Profession or have a career anchor in HR but who have a CIPD (or equivalent HR qualification) : 15 staff.

The proportion of Foreign and Commonwealth Office staff who were a) payroll and b) non-payroll in each financial year (taken on 31 March each year) from 2012-13 to 2015-16 is listed below. We are unable to provide the requested information for 2010 – 11 and 2011 – 12 because non-payroll data is not available for those years. We are unable to confirm the figures for 2015-16 until the 2015-16 Accounts have been signed off and the National Audit Office has completed its audit.

The Foreign and Commonwealth Office (FCO) is unable to confirm the amount spent on non-payroll staff in 2015-16 until the 2015-16 Accounts have been signed off and the National Audit Office has completed its audit. This information should be available after 6 July 2016 at https://www.gov.uk/government/publications .

In 2014-15 the FCO spent £5.9m on non payroll staff – a 24% reduction from the previous year.

Question to the Foreign, Commonwealth & Development Office:

To ask the Secretary of State for Foreign and Commonwealth Affairs, what recent steps the Government has taken to tackle human rights violations against the Rohingya.

We continue to press the Burmese authorities, both in public and in private, to take urgent steps to tackle the appalling situation of the Rohingya by improving security and the humanitarian situation, lifting restrictions on freedom of movement and finding a sustainable solution on citizenship. I pressed the government of Burma on this in July 2015 when I visited Rakhine State for the second time. Most recently, I raised the issue with the Burmese Foreign Minister, Wunna Maung Lwin, in September 2015 in New York.

Addressing Rakhine and the persecution of the Rohingya community is one of the most pressing challenges facing the incoming government in Burma. We will continue our efforts to address the serious human rights violations against the community with the new administration.

To ask the Secretary of State for Foreign and Commonwealth Affairs, how many employees in his Department have (a) taken the CESG Certified Cyber-Security Training Course and (b) received other relevant cyber-security training.

HM Government takes the cyber security training of its staff extremely seriously. There are a range of cyber security courses available depending on the role of specific staff; including the e-learning course, ‘Responsible for Information’ which is available to all civil servants on the Civil Service Learning Website.
This course, the development of which was funded through the National Cyber Security Programme, addresses information security, including cyber security. There are different modules for general users, Information Asset Owners, Senior Information Risk Owners, and Board and Non—Executive Board members. To date over 487,000 civil servants have taken the course.
