It would be a joy to have a further debate; it seems that the Opposition day debate on pubcos the other day, for which we are grateful, has not assuaged the thirst for such discussion in this House. My hon. Friend makes a good point, because microbreweries are doing a fantastic thing in bringing innovation into an industry and really responding to customer preference. It is now such a joy for beer drinkers as compared with the time when I was but a lad; I recall taking Watneys Red Barrel to a party, but that was a day in the past.

I very much welcome today’s short Backbench Business Committee debate on Holocaust memorial day. However, given continuing holocaust denial and increasing anti-Semitic discourse, including the Anelka incident, may we have a debate on these issues in Government time?

The House is grateful to the Backbench Business Committee for scheduling a debate this afternoon. As I said last week, the recent European report highlighting the number of anti-Semitic incidents across Europe does give rise for concern, and it is something that we should continue to debate. However, although one incident is one too many, we can take some comfort from the fact that there is a relatively low number of such incidents in this country. That means that communities here can feel relatively confident compared with those in other European countries.

I am grateful to my hon. Friend for her question. I will not delve into it too far, because it seems quite an interesting and difficult point. It is a statutory requirement that a company’s accounts are made available through Companies House. If I may, I will refer her question to my right hon. and hon. Friends at the Ministry of Justice, because it relates to legal aid, to see whether they can provide her with a further helpful answer.

May we have a debate on the international festival for business, which Liverpool is hosting next year on behalf of the whole UK? A debate would enable us to hear about the excellent work taking place in Liverpool, carried out by Liverpool Vision on behalf of Liverpool city council, and consider how the whole UK could benefit from the business opportunities on offer.

I cannot promise a debate immediately, but I think that the House would welcome such an opportunity, which interested Members might seek through the Backbench Business Committee. I completely agree that it would be good to have an opportunity to celebrate that, not least the new business formation and the regeneration and renaissance of businesses in and around the north-west, and in Liverpool in particular. I know from my visits to the city that it has shown admirable progress in regeneration and in new business creation, and I hope that that can be showcased for the whole country from Liverpool to the rest of the world.

My hon. Friend will recall what the Prime Minister had to say by way of expressing to the people of Gibraltar our very strong message of support, and the House will be pleased that a distinguished group of parliamentarians were with Gibraltar on its national day to express our support as a House. I am aware of the recent launch of a campaign for Gibraltar to be awarded the George Cross. As my hon. Friend knows, all reasonable cases for gallantry awards are given careful consideration.

The Government plan to close the North Liverpool community justice centre, despite its success in bringing down crime. A short consultation was held over the summer. May we have a statement on that?

The hon. Lady might be interested to know that on the Tuesday that we return after the conference recess, the Ministry of Justice will be responding to questions. I shall draw the Department’s attention to the point that she has made—it might be able to respond in the meantime—but that might otherwise be an opportunity for her to raise that important constituency issue.

The hon. Gentleman will know, because the Minister of State, my right hon. Friend the Member for Chelmsford (Mr Burns) has told him in the past, that when NHS trusts are moving to foundation trust status, there will be an agreement, but it is not about privatisation. When the hon. Gentleman’s party was in government, it said that the only way Hinchingbrooke NHS trust could turn its management around was for it to be prepared to look for the best possible management. That is the extent of what we are talking about, and it was done under his Government.

This will require change. We are not going to spend £5 billion on bureaucracy. We are not going to let the number of managers double in future as it did under Labour, and we are not going to let the number of managers increase six times as fast as the number of nurses. Since the general election, we have 3,500 fewer managers and, as a consequence, 2,500 more doctors and 200 more nurses.

On 19 March, the interim chief executive of Monitor said that under this Bill, doctors talking to providers about health care would be the same as Marks & Spencer talking to their suppliers about which brand of washing powder to buy. Is that the Health Secretary’s vision for the future of the national health service?

No, not at all, and I do not believe that Monitor believes that either. The hon. Lady can see that the proposal in the Bill is clear. It was the Labour Government who established Monitor as a regulator and who introduced competition into the NHS. The Labour Government did all those things, but Monitor’s job is not to impose competition rules but to deliver what is in the best interest of patients.
