I absolutely understand my right hon. Friend’s point about Parliament’s desire to be able to debate the objectives that I set out very clearly in my plan yesterday. One of the objectives and principles I set was about certainty and clarity. It continues to be the Government’s intention that we will provide clarity whenever it is possible, and we will ensure that, at appropriate times, both the public and Parliament are kept informed and are able properly to consider and scrutinise these issues.

Q8. While dedicated and talented staff at Royal Liverpool University hospital’s accident and emergency department struggle to find beds for sick people, about 135 patients cannot be discharged solely because of Government cuts in social care budgets. When will the Government recognise their responsibilities, and not try to blame GPs for a problem of their Government’s own making?

My hon. Friend is absolutely right to raise this. There are special circumstances in Wiltshire, because it has the enormous success of Dyson, which is hiring engineers and skilled mathematicians and scientists from every university in the country, and long may that continue. What we will do is help by training 3 million apprentices in this Parliament, and we are giving special help to teachers of STEM subjects and encouraging them into teaching. I think there is a lot that business and industry can do to help us in this by going into schools and talking about what these modern engineering careers are all about—how much fulfilment people can get from these careers—to encourage people to change the culture when it comes to pursuing these careers.

Q4. Young people afraid of losing their homes, women denied the pensions that they were expecting and, increasingly, the needy left exposed without the social care they need to live a decent life: when will the Prime Minister address these scandals?

What we are doing for pensioners is putting in place the triple lock so that every pensioner knows there can never be another shameful 75p increase in the pension that we saw under Labour. They know that, every year, it will increase either by wages, prices or 2.5%, and that is why the pension is so much higher than when I became Prime Minister. Of course we need to make sure there is a fair settlement for local government, too—we will be hearing more about that later today—but the ability of local councils to raise special council tax for social care will help an area where there is great pressure.

I am pleased to follow the hon. Member for Stone (Sir William Cash). I am sure that his interesting insights will lead to much discussion in the coming Session.

I thank the people of Liverpool, Riverside for returning me to this House with an increased majority and on a much-increased turnout. I value both of those achievements.

Today’s Gracious Speech has focused on jobs and opportunities, and the important task of rebalancing the economy. I want to draw attention to some aspects of that, particularly transport. I am pleased that transport featured in the Gracious Speech, but a little disappointed that it did not take a higher profile. It is essential that we remember that transport is integral to having a successful economy, and to the mobility and movement across the whole of the United Kingdom that is required to achieve that.

Transport must be affordable. People have to be able to afford to get to the jobs if they are to be able to take up job opportunities. It is important that transport is accessible, including by disabled people. That has been ignored too much in the past. There has to be sufficient capacity for both passengers and freight, so that businesses can develop and goods can get to their destinations efficiently and effectively.

The Gracious Speech contained some proposals for devolution, and I note in particular the proposal on devolution to cities. I welcome the proposal in the cities Bill to give local authorities in devolved city areas more control over bus services. Buses are the form of transport used by most people, although they are too often ignored in discussions about transport. I hope that my city of Liverpool will, in due course, benefit from that devolution Bill.

The financial provisions in that Bill must be adequate. Cities receiving important devolved powers must have a proper financial settlement, so that those powers are meaningful and able to bring greater prosperity to people in their area. Certainly in the case of Liverpool, I hope that the strong, incessant and unacceptable cuts in funding for local services will cease. Although devolution is very much to be welcomed, the constant cutting of funding for essential local services such as social care is doing deep damage and is unacceptable. I hope that that will end.

I note too the mention in the Gracious Speech of the important proposal for the northern powerhouse—an interesting concept that draws attention to the north. It is an interesting combination of proposals for transport and business development.

Before the hon. Lady moves away from the subject of transport, may I ask whether she agrees that, especially for regions such as Northern Ireland and for connectivity with the rest of the world, the development of Heathrow airport, or at least the expansion of a hub airport, is very important?

I agree that connectivity with the rest of the world is extremely important. I note that that was omitted from the Gracious Speech—perhaps it is the question that dare not be asked, even in this Chamber. However, when the day comes that the Davies commission reports, that will be decision time, and it will be a decision that cannot be shirked any longer. Essentially, I agree with the hon. Gentleman.

The proposals for the northern powerhouse are very important, but it is essential that the northern powerhouse is indeed about the north. In the last Parliament, Ministers talking about the northern powerhouse constantly spoke about Manchester and Leeds. It is equally important that places such as Liverpool, Sheffield, Newcastle and Hull benefit from the northern powerhouse. When I raised that point, I was told that the reference to Manchester and Leeds was shorthand for the northern powerhouse, which I found rather disconcerting. I hope that that will be corrected in this Parliament. The northern powerhouse is an important concept, but it must be backed up by resources and it must apply to “the north”, not just to some cities of the north.

Although devolution is important, it should not be confined to cities. The whole of the United Kingdom is not concentrated solely on cities. There are towns that are on the fringes of cities; there are county areas. If we want economic prosperity for all and to rebalance the economy, all those areas have to be considered. Let us consider one example of disparity between regions. Rail investment per head in London is £294; I am sure it is greatly needed and the case is constantly being made for more investment, but let us look at the amount of rail investment per head in other regions. The figure for the east of England is £58; for south-west England, £41; for the east midlands, £37; for the west midlands, £50; for the north-west, £89; for Yorkshire and Humberside, £101; and for the south-east, £69. Surely that cannot reflect needs and opportunities. If the Government are seriously interested in rebalancing the economy, they have to look at where investment goes and where investment in transport goes, so that opportunities are opened up in all part of the United Kingdom.

I was pleased to see reference in the Gracious Speech to High Speed 2 and confirmation that proposals for High Speed 2 will continue. I welcome that. The extra capacity that will come with High Speed 2 is essential and is much needed, particularly in relation to the economy. It is needed for freight as well as for passenger services. The high-speed line will not be designed for freight, but it is essential that as the high-speed lines develop, the capacity left on the existing line is used for additional passenger services and also for freight services. That means that this development must be planned as part of an integrated approach to rail.

There must be more connectivity with High Speed 2, and High Speed 2 investment must be seen as part of regeneration, with support for business and enterprise alongside those lines so that the regions served by High Speed 2 benefit, and also to ensure that as many other parts of the country as possible benefit. During the previous Parliament I was pleased to see how the High Speed 2 proposals changed from proposals simply for a new line to proposals for a new line backed by regeneration and as part of improved connectivity with the entire country.

It is important, too, that the development is seen as an opportunity for people to acquire new skills and additional jobs. That must be part of the concept of taking the line further. Development in high speed must not be at the expense of investing in the existing classic line. I am pleased that we made some progress on this in the previous Parliament and it is essential that this is taken forward. It is about capacity, regeneration and opportunities.

I listened carefully to the comments of the right hon. Member for Chesham and Amersham (Mrs Gillan) on compensation. When such a scheme goes forward, there will inevitably be people who lose out. Compensation should be given fairly. I agree with the right hon. Lady’s comments in that respect.

I make these remarks today to draw the attention of the House to the importance of transport in the context of the key objectives of supporting jobs and opening up opportunity, as set out in the Gracious Speech. Transport is rarely a high-profile issue, but it is essential to making our society work, so I hope that as this Parliament proceeds, the measures set out in relation to further transport investment proceed and other important measures are considered too. Transport must be accessible, it must have sufficient investment, and it must be closely linked to business, enterprise, skills and opportunities. It must be approached in that light.

My hon. Friend makes an interesting suggestion. All these issues need to be considered in the context of bringing together what Europe can do collectively to send the clearest possible message to Russia.

Does the outrage in Ukraine call for a speedy review of the international rules on the safety of flying over conflict zones? Does the much-needed call for a ceasefire in Gaza include a call for the end of Hamas’s terror tunnels and does the Prime Minister agree that they, too, are a war crime?

I strongly agree with what the hon. Lady has just said about Hamas, as I mentioned a few moments ago. In terms of the rules governing which airline should fly on which routes, I have asked the Secretary of State for Transport to consider the issue carefully. Eurocontrol is the organisation that sets out the parameters for European flights and obviously airlines themselves have to choose whether to continue with those flights. We are going to look very carefully at whether more needs to be done in this area.

My right hon. and learned Friend sets out extremely well the twin aims of working with African leaders and isolating the terrorists. If we look at the case of Somalia, which is a badly broken and fractured state that is trying to recover from years of civil war, terrorism and other abuses, we will see that the international community is demonstrating working with African leaders and trying to disengage terrorists from other organisations. That is the way forward to try patiently to rebuild those countries.

Two dedicated Liverpool men, Paul Morgan and Garry Barlow, have now died at the hands of terrorists in Algeria. I would like to thank the Foreign Office for the work it has done to assist the families. What immediate steps can the Prime Minister take to try to deal with this horrendous situation and to try to reduce the apprehension felt by so many families, in Liverpool and across the country, who have loved ones working away in vulnerable areas?

The hon. Lady speaks for everyone in raising the case of those two men from Liverpool who lost their lives. They were working abroad, trying to earn a good living for themselves and their families. There are many British people who do that in difficult and dangerous parts of the world, and I believe that it is part of the British Government’s job to work with foreign Governments to make sure that we defend the interests of people such as those she mentions. That is why we are getting in contact with the large businesses and thickening our contacts with all those Governments. I think that it is vital that we do everything we can with those Governments, who have to have the primary responsibility, to keep our people safe.

It is not quite as simple as that. All the documentation was made available to the panel, and I understand from the panel that it was very pleased with the co-operation it had from everybody—from the Government to the South Yorkshire police to the media. It feels it was given every document it needed to see—over 450,000 documents. The overwhelming majority of those will be published. The only documents that will not be published—this is set out in the way the panel was originally established—are those needed for individual data protection, so some will not be revealed. However, the panel has set out the process by which that will be judged. Let me emphasise that it is a decision for the panel, not for the Government. We have not held back anything.

This is the day when the 23-year-old campaign led by the bereaved, the traumatised and the injured was vindicated. I pay tribute to the work of the Bishop of Liverpool and his panel in demonstrating so conclusively what had been suspected for so long—that there had been a major and systematic cover-up. Can the Prime Minister give us an absolute assurance that in the three key areas—who was responsible for what happened, whether sufficient lives were saved, and the critical issue of the inquest—he will keep Parliament informed about progress that can be made so that those who were bereaved and those who remain traumatised will at least start to feel that they are at the beginnings of receiving some kind of justice?

I can certainly give the hon. Lady that assurance. I think that the panel has done an excellent job, but, to be fair to it, it is not a coroner. Only the coroner can carry out a proper inquest. As I have said, there is very important evidence here for the Attorney-General to consider and to put in front of the High Court, but the panel cannot reach those judgments. Paragraph 60 says:

“It is not possible to establish whether a more effective emergency response would have saved the life of any one individual who died.”

But it then goes on to say, as I quoted in my statement, that

“a swifter, more appropriate, better focused and properly equipped response had the potential to save more lives.”

In the end, you need the precision of coroners’ reports to go into that sort of level of detail, but I think that the panel has done an extremely good job with what it had.

My hon. Friend will know that the consultation on the renewable obligation banding review has just closed. It proposed targeting only the most cost-effective onshore wind farms, recognising that that is now one of the mature and cheaper technologies. We should, as he says, increase support for an expansion in sustainable biomass generation, which is reliable and cost-effective, and will help us to meet our renewables target.

On Friday, Holocaust memorial day commemorates the liberation of the concentration and extermination camp at Auschwitz-Birkenau. What can the Prime Minister do to ensure that all of our society understands the depravity of the era of Nazi evil and learns the lessons of it for the present?

The hon. Lady, who has a long record of supporting this cause, speaks for the whole House and the whole nation in raising it and stressing its importance. I met representatives of the Holocaust Educational Trust yesterday and I met a holocaust survivor, whose story was truly inspiring about what he had seen and gone through as a young boy—and then his coming to Britain and becoming an Olympic and Commonwealth contender. It was a fantastic story. We need to make sure that these stories are told in all our schools, right across the country. That is the work of the Holocaust Educational Trust, and it is work that I strongly support.

On the right hon. Gentleman’s first point, of course there will be a proper review of the right balance between riot police and normal borough policing so that we meet such emergencies better in future. Of course that will happen.

In terms of prosecuting the guilty, the police should go after everybody. They have the CCTV images, and people all over the country are ringing up and explaining that their neighbour has just acquired a new 42-inch plasma screen. I encourage even more people to do that for as many people as possible to be nicked.

The people of Liverpool are united in their absolute condemnation of the criminal acts that wreaked so much havoc and caused so much fear in parts of Liverpool in the past few days. What specific arrangements has the Prime Minister made to enable the city and others that have suffered similarly to be assisted in a swift recovery?

I pay tribute to the hon. Lady for speaking on behalf of Liverpool, which also suffered from the violent disorder. Liverpool will be able to apply, through not only the existing Bellwin scheme but the new special scheme which does not have a threshold that needs to be crossed to claim payments. Also, the Riot (Damages) Act is effectively unlimited in the claims that can be made and, as I have said, the Home Office will stand behind police forces. There is therefore a series of measures and there will be written statements in the House today, so the hon. Lady can see full details and share them with her council leader.

My hon. Friend is absolutely right that the Select Committees play a vital role in that respect. This approach puts vastly more power in the hands of the Select Committees, because the biggest obstacle to their power is, of course, lack of information—and this approach opens the whole thing up. This is not just a question of the structural reform plans and the dates, on which of course Committees can interrogate, as they can interrogate explanations when things go wrong; it is also about the details of the input costs—what we are putting in—the things that have been achieved on the ground and the outcomes, by which I mean how good it is for the final customer. That gives a Select Committee the ability to haul the relevant Secretary of State up before it and say, “Look, you said you were going to do this.” The Committee could then say: “You did not do it”; “You did it, but at a greater cost than you said”; “You did it at the cost but it did not turn out to produce things”; or “It did produce things but the outcomes were not good enough.” That is a very powerful interrogative tool. Hon. Members may ask why we would subject ourselves to this. The answer is because we think that it is how we will produce a better Government.

A very strong partnership between central and local government, with targets and with dedicated funding, has brought about a vast reduction in the number of people killed on our roads. Does this statement mean that such a successful partnership, with its targets, will be abandoned?

No. As I think the hon. Lady knows, because she has great expertise in this area, one of the decisions that we made centrally during the spending review was to focus a very large part of total capital investment on the roads. That was done to reduce congestion, improve safety and achieve the kind of goals that she was describing. These plans are consistent with the spending review and with that focus on the need to improve our transport systems.

I can give that assurance. It is absolutely our view that we should not go further than the last Government, in our view, mistakenly went. Britain has advantages from staying outside the euro. I have never supported our membership of the euro and never will, because I have always believed that, once we join the euro, the pressures for single economic government get greater and greater, and that is what we are seeing within the eurozone. But it is in our interests for the countries of the eurozone to sort out their problems. We should not stand in their way, as they try to do that. Our conditions should be that we will not support something that transfers power from Britain to Brussels, and we will not support something that takes us further into financial support for the eurozone, but we should be in favour of measures to make sure that that zone works.

European investment funds have played a major part in boosting jobs and the economy in Liverpool and other parts of the north-west, with the Northwest Regional Development Agency playing a major role in ensuring that they come to the region. Was there any discussion about how that can be continued?

We did not discuss regional policy specifically. It is important that we make sure that investment continues into the regions, and the hon. Lady will know that we have announced plans for how we think we can do even better than the regional development agencies have done. I recently read out a list about some of the very wasteful amounts of spending they have been engaged in. What we want is real money going into our cities to make sure that development takes place. [Interruption.] The right hon. Member for Doncaster Central (Ms Winterton) shouts about Sheffield. I ask her to look at the shareholder structure of that organisation to see who would really benefit from that not very well thought through piece of financial engineering.
