We have sent a number of experts to the region specifically to deal with violence against women. The pooled fund, to which we are the largest contributor, provides maternal and child healthcare services, protection for women and girls, and livelihoods for female heads of households. The Iraqi national action plan delivers similar services, and we are dealing specifically with the needs of women in Dohuk, Kirkuk and the northern areas through the human rights and democracy fund.

Would the Minister describe what is happening to the Yazidis as genocide?

I believe that the decision as to what constitutes genocide is properly a judicial one. The International Criminal Court correspondent, Fatou Bensouda, has decided that, as Daesh is not a state party, this does not yet constitute genocide.

I will look carefully at the specific incidents that the hon. Gentleman brings to the House. Under the Localism Act, local authorities are able to produce a local plan and get that agreed, which will give local people greater control over what is built and where. In the meantime, things are judged against the national planning policy framework, which does have protections for green belt; it does insist on going ahead with brownfield developments and it does take into account pre-existing local plans. If that needs to be clarified, then clarify it we will.

Q9. First, the Government told northern councillors to stop doffing their caps in the hopes of a handout. Then, the High Court ruled that Government cuts in European funding for Liverpool and Sheffield were illegal. What does all this say about the Government?

Of course, Liverpool—the city that the hon. Lady represents—has huge funding needs, and I believe that the funding it gets reflects those needs. Spending in Liverpool for 2014 is £2,595 per dwelling. Now, obviously, the needs of her constituency are much greater than the needs of my constituency, but that is a full £700 more per dwelling than is spent in my constituency. So I do not believe that the people of Liverpool are being short-changed. They are properly funded for the services that they need.

My hon. Friend is absolutely right. UNRWA is facing a serious shortfall in its funding this year: our estimate is that it is currently about $80 million. I met Filippo Grandi, the head of UNRWA in New York, two weeks ago. We are doing our best to urge people to contribute and we will do our bit as well. We hope also to talk to potential Arab donors to assist in making good the shortfall.

The very welcome increase in aid and economic activity in Gaza is due partly to the co-operation between Israel and the Palestinian Authority. Is Hamas jeopardising further progress?

The hon. Lady will know that we have no dealings with Hamas, but I am afraid that her interpretation of what is going on in Gaza is not entirely accurate. There are still very severe restrictions in the movement of goods, and we are doing our utmost to urge the Israelis to make more and simpler access possible, especially for products that are necessary for the long overdue reconstruction.
