To ask Her Majesty’s Government what assessment they have made of the situation in Syria and Iraq following Turkey’s invasion of Syria.

My Lords, I welcome this opportunity to discuss the recent events in north-east Syria, and their implications for the wider region, and to ask a number of questions of the Minister. I start by saying how grateful I am that he is in his place today. This issue is of such importance that I believe it is important that we see him respond to the questions that will be posed. I also thank those noble Lords who have stepped forward to speak today. We have an excellent range of contributions ahead; I look forward to hearing the many points that will, I am sure, be made in our short debate.

I am realistic about the role of the United Kingdom in the region, and in the current power politics and power diplomacy at play in Syria and its neighbourhood. However, the current situation is so unacceptable and so strategically disastrous that it is right that we have a voice and take a view. As a country, we must act where we can to influence affairs. The emergence of a new vision for a global Britain may well be about the promotion of British trade and the sale of British goods around the world, but it must also be about our security and our values. That is why these important events demand our attention.

My first point is that while the actions of the current Administration in the United States of America might be unpredictable at times, what has happened in these past two weeks was entirely predictable. Turkey threatened regularly to take the action that it has, while the USA has, from time to time over the last few months, indicated that it might allow it to do so. My first question is about those few months. What representations did the UK Government make, inside NATO or bilaterally, to either Turkey or the United States, to try to deter what we have seen emerging over recent days?

The outcome, of course, was also predictable. We have seen our allies, the Kurds, abandoned. We have seen over 160,000 people, including around 80,000 children, displaced from their homes and now at serious risk. We have seen religious minorities, already persecuted by some of the armed gangs operating in the area—at times in close co-ordination with the Turkish army—now displaced from their ancestral homelands. We have seen captured fighters from Islamic State, or Daesh, potentially let loose. We have seen British children in some of these camps at serious risk and not yet able, or assisted, to return home. We have seen the possible use—or allegations, at least—of chemical weapons by the Turkish army. At the end of the day, those who have in recent times stood against democracy and human rights and for other forms of action—Syria, Russia and, indeed, Turkey—have been strengthened in their positions, regionally and globally. This is a desperate state of affairs and it poses a number of questions for the Government.

The first question relates to security. It was estimated by the United States Government in a public announcement yesterday that at least 100 IS, or Daesh, fighters have already been released from the camps. This figure was minimised by the spokesperson for the United States Government who announced it. He is clearly not aware that even one suicide bomber can cause carnage on the streets of Europe or North America, or indeed in the region, in Iraq or elsewhere. Our first priority has to be the continued capture of those IS, or Daesh, fighters, and the protection of those who guard them in the camps. What action are the Government taking as part of the coalition to ensure that this will be the case?

Secondly, we need to commit right now to reviewing our role, not only in a coalition that seems to be struggling to hold together with a proper sense of purpose in the region but in relation to what is acceptable within NATO. I do not advocate action against Turkey’s membership of NATO but I do think that, despite the fact it is a NATO member, we need stronger action on arms sales to Turkey, if this is the purpose to which those arms might be put.

In relation to our values, I am horrified by the idea that Turkey could use this military exercise to return hundreds of thousands of refugees from Syria—who fled the Syrian regime and the violence, torture and chaos that has gone with the conflict over the last few years—back to within the Syrian border, and potentially, given the agreements of recent days, place them back under the jurisdiction of the Syrian Government, the Syrian army and their Russian allies. It would clearly be contrary to international law and to our expectations of a country that still aspires to join the European Union—even as we leave—and is a member of NATO. What representations have the Government made, and what action shall we take, to ensure that international law on refugees is upheld by the Turkish Government and that they do not forcibly repatriate refugees from their territory back into Syria, where they might be in grave danger?

Although we had many opportunities yesterday, for which I am sure we are all grateful, I want to use this opportunity to again ask the Minister for an update on the position of British children, both orphans and other unaccompanied minors, who are in these camps with those who were either fighting for or living with Islamic State, or Daesh. What opportunities will there be in the coming days to repatriate all these children back to the United Kingdom?

We have a role as a major international humanitarian force in providing humanitarian assistance for those displaced. There are serious concerns about basic services, such as the provision of water, in some of the affected towns. Having visited the internally displaced persons camps in Syria and northern Iraq in the summer, I know the pressure that they were already under. Thousands of people have already crossed the border into Iraq. What action is being taken using UK resources, inside Iraq and inside Syria, to help address the humanitarian needs that will undoubtedly develop?

Finally, what action will we take in the coming days, weeks and months to reinforce the international system? Will we continue to press for the justice required by those immediate victims, particularly the Yazidis and other persecuted religious minorities? What action will be taken to provide justice for them and to try members of Islamic State/Daesh for their rapes, beatings and murders in attempting to carry out genocide against the Yazidis and others? However difficult it might be, we cannot ignore the alleged use of chemical weapons, not just by the Syrian regime but now by the Turkish Government as well. What action will we take to try to ensure that anybody who is alleged to have used chemical weapons is successfully investigated and, if necessary, prosecuted?

To ask Her Majesty’s Government what steps they have taken to secure justice for the Yazidi people of Northern Iraq, following the genocide attempted by the so-called Islamic State.

My Lords, the United Kingdom has played a crucial role in galvanising international efforts to secure justice for the Yazidi people and the many other victims of Daesh’s crimes in Iraq. This includes leadership in ensuring that the UN Security Council unanimously adopted Resolution 2379 to establish a UN investigative team for the accountability of Daesh—UNITAD. The UK has now contributed £2 million to UNITAD, whose mandate was recently extended on 20 September for a further 12 months.

I thank the Minister for his Answer and also for the work that he and UK diplomats have done to try to take this issue forward. However, the reality is that, more than five years after thousands of Yazidi women and girl children were enslaved for the purposes of daily rape and beating by IS fighters, and nearly two years since the supposed defeat of Islamic State in Iraq, there have been no prosecutions in the United States, the United Kingdom or most European courts of nationals, or their return for prosecution to their own countries. There have been no victims’ statements or charges for these crimes in the Iraqi courts that have tried some IS fighters for terrorism, and, as a result, there is a desperate feeling among the Yazidi families and the returnees that there has been no justice for them that would deter similar incidents in the future. Will the UK support the proposal for a hybrid court, perhaps set up through treaty between the Iraqi authorities and the United Nations, that would ensure that at least the most senior ISIS figures who were involved in these depraved crimes could be put on trial and a record could be set that might deter others from carrying out such horrific acts in the future?

My Lords, I first pay tribute to the work the noble Lord is doing in this respect. He and I have had various conversations on this issue and on the wider issue of stability in Iraq. I am sure that on his visit to Iraq, the noble Lord was pleased to see the contributions we are making in provinces such as Sinjar. Through UNITAD and other programmes, we have contributed extensively to ensuring the return of the Yazidi community to their provinces. There are about 98 projects, of which 56 have been completed.

The noble Lord is right to raise the issue of justice and accountability. He will know that is a priority for the UK Government. We continue to work with the High Judicial Council, and counterterrorism investigative judges, to assess the current capability of the Iraqi judiciary. The noble Lord will be aware that, when it comes to crimes of sexual violence, the best accountability is local accountability. We are lending our support to ensure that there is national accountability. At the PSVI conference, scheduled for 18 to 20 November, we will be exploring other international mechanisms to hold the perpetrators of these crimes to account.

I referred to all British citizens in the announcement we made; I am sure the noble Baroness recognises that. I work very closely with Save the Children and have great regard for its incredible work on the ground. I shall not name specific agencies, but we are working with every NGO and partner on the ground to identify such people at the earliest opportunity. The noble Baroness does sterling work in this area, and I am sure she recognises that unaccompanied minors and orphans, whom we have specified, are the most vulnerable and we should prioritise them.

My Lords, it is right that Members of your Lordships’ House scrutinise the Government in detail on this issue, but I detect a slight difference of tone in the response on this issue from that which we previously received on similar issues under the previous Prime Minister. That is welcome if it is indeed the case. However, I want to highlight the circumstances in relation to children in this situation. There are people who were children when they were groomed to go to Syria or Iraq to be part of the Islamic State wider family, or perhaps to marry into it, and who have remained there even though they have now moved out of the age of childhood. Would it not be appropriate in those circumstances for the Government to rethink the very hard-line approach taken by the previous Home Secretary to these young women, who were children when they were groomed to go to marry ISIS fighters?

I am sure the noble Lord understands that it would be inappropriate for me to comment on specific cases. On the broader issue of radicalisation, we definitely need to look at it as a whole. On this occasion it has happened with Syria, but the tragic nature of grooming and radicalisation has to do with how it occurs, when it occurs and where it occurs. The fact that many young people and others left the United Kingdom after being influenced by Daesh’s narrative is something we need to look at as a priority. We also need to look at what steps can be taken domestically to prevent it happening again. I reiterate that we will look at specific cases that come to our attention on a case-by-case basis.

My Lords, my entry in the Lords’ register notes a number of engagements that would have an impact on this topic. I mention my role as vice-president of UNICEF UK and its role in supporting children and young people throughout this region. I deeply regret not being able to continue as a member of the committee throughout the inquiry, but I am delighted to see the report and the recommendations not only published but welcomed so widely over recent months.

I congratulate the noble Lord, Lord Purvis, on securing this debate and also for his comprehensive and passionate introduction, which I will try not to duplicate in any way because he says these things far better than I ever could. However, I associate myself with the comments of the noble Baroness, Lady Hodgson, about the role of women and girls and the need to have that dimension central to any strategy to try to prevent the growth of and actions resulting from violent extremism.

In the past couple of years or so, I have spent time in communities in Mombasa, Kenya where young people were being radicalised and recruited by al-Shabaab to go to Somalia and where programmes were diverting them from that cause, as well as more positively into productive, economic activity; in schools and prisons in northern Nigeria where similar attempts by Boko Haram and others were being countered by positive economic, social and cultural initiatives; in the IDP and refugee camps in Iraq—the issue of internally displaced persons there should resonate with us, as politics and conflict associated with identity clashes have resulted in the mass movement of people inside countries without the international support that refugees have—and, most recently, in Gambia following a visit to Sicily last summer, where I discovered that the third highest country of origin for the young people going on the boats across the Mediterranean was Gambia—such a small country—which I went to in February. I spoke to young people there about why they start off on that horrific journey: up through north Africa, to the hell that exists in the camps in Libya, and then the boats across the Mediterranean before they are then mostly—at least culturally—rejected in Europe as they arrive.

I wanted to bring to this debate a number of things that come from that experience. The first—I believe this very strongly—is that no one is born a terrorist or born a violent extremist. You cannot bomb or, through violent means, attack the ideas or grievances that have led people into that course of action, whether it is inadvertently or deliberately. The idea that we can in some way go to war against these young people and force them to change their minds and ideas by getting rid of their grievances through violent means ourselves is just wrong. We have to understand that we have to inspire and engage these young people if we are to change the course of action that they have adopted as a way of life.

My second point is that when I was a teacher I had a head teacher who used to tell the kids every year in the opening school assembly about stickability—that was his key word. He wanted them, whatever their level of ability or interest, to stick at it all year—to have stickability. I think we need more stickability in our international programmes in this area. I do not believe that one, two or even three-year programmes change the lives of adolescents. Donors across the piece, whether they are working in schools or prisons or trying to deal with the movement of young people across west and east Africa through north Africa to Europe, need to have more consistency and a more long-term approach to really make a difference.

My third and final point relates to peace building. When these countries go through a democratic transition, that is, yes, a moment of hope but also one of extreme vulnerability. Working with those young people to inspire and engage them is important but the international community also needs to work with Governments, institutions and organisations so that they are more stable, more open, more tolerant and more able to deal with the divisions in their societies. Our support internationally for these transitions to more democratic societies is not yet good enough and needs further attention.

My Lords, I thank the Government, and in particular the Minister for securing this debate and for leading and introducing it so comprehensively. I also thank him for the energetic and very open way in which he has taken the leadership role within the Government on ensuring that the summit and the other forums are a huge success—I am sure that, 10 days out, he is a little nervous about it. In particular, I praise the initiative to involve so many young people from across the Commonwealth. I also express a hope, which he may wish to touch on in his summing up, that during this year’s CHOGM summit the Government might announce an increase in Commonwealth scholarships. That would be very welcome to ensure that the kind of links we have that provide our education system with opportunities for young people across the Commonwealth might be extended in this new post-Brexit age.

I also thank and congratulate the noble Lord, Lord Howell, and his committee on the short but clear, appropriate and positive report that it has produced in advance of this debate and the CHOGM summit. The report rightly concentrates on the role of the Commonwealth nations, and the Commonwealth as a whole, in promoting the international rules-based system and the vital importance of human rights issues in discussions at the summit and in the various other events taking place.

In the time available, I want to highlight a couple of points which may not necessarily have already been mentioned. I absolutely endorse the various initiatives and priorities set out by the Minister in his opening remarks and I obviously support the report of the International Relations Committee. I would add to those statements that the summit should have a key role in promoting the Agenda 2030 sustainable development goals. The Minister came along to our all-party parliamentary group on the sustainable development goals just a couple of weeks ago and we had a very positive and energetic discussion. But I was disappointed that when I visited the Government’s website on the CHOGM summit yesterday, I found that Agenda 2030 and the sustainable development goals did not feature on it. In fact, even the Commonwealth Secretariat’s website features it in only a passing reference.

The Commonwealth could play a terrific role in trying to achieve the sustainable development goals. The priorities set out for the summit in April tie in neatly and closely with the key themes in those goals: people and planet, prosperity and peace, and partnership. We should work in tandem with the United Nations leadership on this issue, and encourage the whole Commonwealth to be ambitious in setting out paths towards achieving the goals between now and 2030. Can the Minister give me an assurance on whether, between now and the summit, he might ensure that the promotions around the summit adequately reflect the goals and their importance in those discussions?

I will focus particularly on goal 16: on peace and justice, and strong, stable democratic institutions. It seems to me that this is where the Commonwealth could make the biggest difference. The history of the Commonwealth is perhaps mixed. It is sometimes successful in promoting human rights and supporting democratic institutions; at other times the Commonwealth has perhaps found that to be a challenge, given the nature of some of the elected and non-elected leaders we have dealt with over the years. But even with that slightly mixed history surely today, in the 21st century, the Commonwealth could be a beacon for strong, stable, independent democratic institutions. It could be an energetic partner in efforts around the world on post-conflict reconstruction and peacebuilding. Surely the Commonwealth could share the expertise, professional and otherwise, that would help to build the capacity of developing countries in particular, in addition to post-conflict countries. The Commonwealth could build the capacity in those countries for stability, peace and progress in the future.

The Minister rightly highlighted his recent visit to the Gambia, during which I was able to meet him, as I was there at the same time visiting a number of important development projects. For example, it struck me in the Gambia that an intervention by the Commonwealth as a whole could support that small nation, which has just rejoined it, in a key democratic transition to ensure that it goes not backwards but forwards—that it is able in future to have those strong democratic institutions but also to develop a strong economy. Ludicrously, given the access to the land, the sea and the river that the Gambia has, it imports more than 50% of the food that it consumes. Surely there is an opportunity there for the Commonwealth to support that small nation in its transition and perhaps to use that as a pilot for other forms of support in the future.

Finally, I mention one of my personal preferences, which your Lordships will have heard me mention before. The Commonwealth Games take place in the Gold Coast in Australia just in advance of the summit. They are the friendly Games. They are a fabulous opportunity for people across the Commonwealth, including a three-person team from the Gambia, to come together in a friendly spirit of competition. Yes, they are seeking excellence and achievement, but also a cultural and sporting exchange that benefits everybody.

I would like to wish Team Scotland, with which I am closely associated, all the best for the Games. Their plane arrived in Australia this morning and I wish them all the very best, but also that the other nations— not just of the UK but all the nations of the Commonwealth—have a friendly Games. I wish the organisers—the Minister, Kate Jones, and the chair of the Games, Peter Beattie—all the best, and for the kind of success that we have experienced previously in Manchester and Glasgow and, I hope, will experience in Birmingham in four years too.

I hope that was a real roar of appreciation from the Lib Dem Benches. Let us be clear that the Commonwealth is an important issue. Our partners across the Commonwealth are also very clear about Britain’s important position within the family of the Commonwealth. Yes, we will be leaving the European Union, but we will retain a relationship with it, albeit a new one. In terms of our relationship with the wider Commonwealth, I have had the good fortune in my role as Minister for the Commonwealth to travel quite widely, from the Caribbean through Asia to Australasia. All countries are very keen to work bilaterally and collectively through the Commonwealth. There is a huge opportunity, and we all look forward to next April, when we can welcome a real revitalisation of the Commonwealth family.

My Lords, will the Government ensure that there is a full discussion at CHOGM about the delivery of the sustainable development goals and will they perhaps take the opportunity, in advance of CHOGM, to publish a full and complete UK strategy for delivery of the goals by 2030?

I am sure the noble Lord is aware that sustainability is one of the key pillars that the Commonwealth will be discussing in that respect.
