Grand CommitteeI was an eyewitness in Jazira in north-east Syria in May 2015, Diyarbakir in Turkey in November of that year, and in government-controlled Syria in September 2016. I met the Jazira canton administration, all the political parties, young people learning democratic theory and practice, as well as refugees from ISIS. In Diyarbakir I saw military damage to the historic mosque at Sur and learned of the bulldozing of cemeteries where militants were buried. Since then, MPs, mayors, lawyers and journalists have been arrested and tens of thousands of state employees dismissed. Last September, along with others including my noble friend Lady Cox, I visited the four main Syrian cities. I am amazed that Her Majesty’s Government refuse to visit Jazira and Kobane. How can they understand the political and humanitarian situations without direct contact? In Turkey, they fail to address the causes of civil unrest and armed uprising, which have lasted with only short intervals since 1984. Our Government have asked for proportionate measures, and Turkey has replied with field guns and bulldozers, besides aiding and abetting Islamist fighters in Syria.
Of course there have been atrocities on all sides, yet the western media still place all the blame on the Assadists. No one can deny that outside states have helped many foreign jihadis to enter Syria and provided arms and explosives in large quantities. For these reasons, I welcome the ceasefire agreed by the Assad Government with Russia, Turkey and Iran, although of course it leaves the war against ISIS quite unresolved. I would urge the Minister when she comes to reply to say all she can on that subject.
The conclusion I draw is that all have lost the war, though Assad and his allies have won most of the battles. He has the support or the acquiescence of most Syrians. All the religious and ethnic minorities prefer him to a possible extreme Islamic Government. All are war-weary; they want to get on with their lives and fear chaos or Islamist dictatorship. For those reasons I urge our Government to re-establish at least some level of diplomatic representation in Damascus.

Lords ChamberMy Lords, I will concentrate on two points: refugees and peacekeeping. I have visited Palestinian refugees from Gaza to Beirut, and others in Iraq and Syria. I congratulate UNRWA, the UN agency, on preventing all major epidemics and on providing schools better than many in poor countries, so that Palestinians have gained good jobs throughout the Middle East. It is now 70 years since the first Arab-Israeli war, and what were once temporary camps have become permanent, squalid townships, while UN members and neighbour states have prevented the return of refugees or their resettlement elsewhere.
It is crucial that this sad history should not be repeated for today’s refugees from Iraq, Syria and some African countries. The emphasis for all, whether in camps or not, should be on acquiring skills in preparation for return to their own countries. We will, however, need solutions in third countries for those who will not go home. The report rightly calls for a global plan, and large and developed states—for example, the United States, Canada and Brazil, along with Australia and New Zealand—will have a vital part to play. We should note that some cities in Syria and Iraq have been so destroyed that a huge input will be needed to make them habitable. I saw this for myself in Homs and Aleppo.
I welcome the new Secretary-General, since he has served as High Commissioner for Refugees. I hope Mr Guterres agrees with the report on the point of redefining who is a refugee. We should perhaps distinguish those with individual personal fears of persecution. There will be other people who have fled because of genuine fears of group violence, war or natural disaster—their plight is real, but different from the more personal kind.
The report shows that UN peacekeeping costs over $8 billion a year, employing 86,000 troops and a total personnel of almost 120,000. We can all agree that it must be possible to get better results from such massive resources. Sexual abuse and exploitation by so-called peacekeepers has been a long-running scandal which cries out for effective reform, given that protecting women and children should be a top priority.
I have two questions for the Government. Will they make the case for enhancing the use of the UN Secretary-General’s good offices, which have already been mentioned, in particular in order to prevent conflicts? Will they insist on Article 99 powers for preventing wars, genocide and refugee flows? Today, many wars involve non-state parties, so I would ask this. What relations does the Secretary-General have with groups like Hamas, Hezbollah, the PKK and the free cantons of northern Syria? I believe that they are too important to be ignored.
I trust that leaving the EU will not absorb all our energies. Surely we must try to help the UN to perform more effectively than ever before.

Lords ChamberMy Lords, I am happy to follow the noble Lord, Lord Stone, because he usually has some constructive suggestions. Today there is little or no peace process, but the issue of Israel and Palestine cannot be ignored or avoided, so I thank my noble friend Lord Dykes for this debate. I will avoid the past and concentrate on two current questions, the first about Palestine, the second concerning Israel.
Like the noble Lord, Lord Leigh of Hurley, I ask: what is Her Majesty’s Government’s approach and attitude to comprehensive Palestinian municipal elections? “Comprehensive” means in the West Bank, in Gaza and in east Jerusalem. There has been no real test of public opinion for more than 10 years on the Palestinian side. Municipal elections have been proposed as a small start, since they affect the daily lives of the voters. They could allow reasonable voices to emerge in a deeply divided society. Such elections have been postponed several times by the Palestinian Authority. However, we know that external powers largely control the purse strings of that authority. Perhaps there is a little room for persuasion.
Regarding Israel, your Lordships may have noted my Oral Question of yesterday about Palestinian children in military custody. Will the Government press for action on this? There is little doubt that Israel is in breach of six articles of the UN Convention on the Rights of the Child and of two articles of the Fourth Geneva Convention. Surely this is an issue on which Israel could make small concessions to world opinion. We are talking about only 400 or 500 children in detention at any one time. If Israel goes on dragging its feet on the recommendations of two independent reports, it is hard not to conclude that it prefers low-level violence—for instance, stone throwing and stabbings—to anything like confidence-building measures leading to real negotiations.
If the dwindling chances of two states living in peace, mentioned by the noble Lord, Lord Desai, are now missed, we shall be left with one state, whether de facto or de jure. That will cancel the Zionist vision and mean the end of Israel as a predominantly Jewish state. Is that what the Israeli people really want?
The Minister has done valiant work for women in war and conflict. Will she work equally hard for children at risk? I have given notice of my questions and look forward to helpful replies.

Lords ChamberMy Lords, the excellent Library Note on the Heads of Government Meeting made no mention of India and Pakistan. I seek to make only one point about them—namely, the need for détente. These Commonwealth members have the two largest populations and are immediate neighbours. They have fought several wars and for too long have coexisted in a kind of cold war. Attempts at “cricket diplomacy” have not brought a real thaw. They share a long frontier, but I understand that there is only one land crossing point for travellers.
The need for détente and for the maximum person-to-person and group-to-group contact is surely obvious. I am glad to say that the young parliamentarians in both countries have led the way. Links between schools, universities and civil society at all levels should be made. Dialogue and exchanges of all kinds would create the right climate for intergovernmental negotiations and agreement. Their Governments can hardly fail to know that huge increases in trade, services and investment in both directions could be had; it just needs a modicum of good will and a strong desire to find the common good of both countries.
As has been mentioned, we all welcome the recent appointment of the noble and learned Baroness, Lady Scotland, as Commonwealth Secretary-General. I urge her to put inter-Commonwealth détente at the top of her agenda.

To ask Her Majesty’s Government what they hope will be achieved at the November European Council meeting on migration to be held in Valletta, Malta.
My Lords, we are working to ensure that the Valletta summit builds a genuine partnership between Africa and Europe to tackle the causes and consequences of irregular migration. Our aim is an action plan that addresses the root causes, combats people smuggling and human trafficking, provides protection for those in need and agrees action to return those who do not require protection.
I thank the Minister. Will the European Council take account of the fact that there are some 2.5 million people between Ethiopia, Libya and Turkey, all eager to get to Europe? Has there been any progress so far on creating safe zones and safe routes, and will the Government respond to the statement by a large number of lawyers, including some former judges, on this very subject?
My Lords, the noble Lord refers to the European Council. The Question refers to the meeting in Valetta, which was called following discussion in the European Council. However, this matter concerns relationships between Africa and the EU. I am sure that the European Union is looking at a wide range of issues. The noble Lord is absolutely right to raise safe zones. The UK is open to considering any feasible options to protect civilians—for example, in Syria. There has been talk of safe or protected zones but history tells us that implementing genuinely safe zones is difficult. However, the fact that it is difficult does not mean that we should avoid trying to achieve it.

Grand CommitteeMy Lords, this debate is timely because the Parliamentary Assembly of the Council of Europe recently recognised how churches and faiths contribute to peace and human solidarity. It called on Governments to protect freedom of religion. I trust that today’s debate will reinforce that appeal, which I commend to the Government.
In March I was in Lebanon where more than 1 million refugees from Syria had already been accommodated without using a single camp. I doubt whether that would have been possible had Christians, Muslims and Druze not shared common traditions of welcome and hospitality for their neighbours in distress. In May, with church leaders, I visited the Kurdistan Regional Government. In the capital, Erbil, and near the city of Dohuc, many people displaced from Mosul and Nineveh were being cared for. I went on to the Jazira canton of north-east Syria. It had already taken in many people from other parts of Syria. In the late summer last year, it received even more people fleeing ISIS/Daesh attacks. Once again, I urge the Government to visit Jazira and the other two cantons, which they have so far refused to do.
Of those driving Iraqis and Syrians from their homes, ISIS/Daesh has been the most fanatical. Its true believers include some seeking an austere and ethical life, but it also attracts some psychopaths. A combination of idealists and thugs is dynamic and dangerous as well as being totally intolerant. Military means alone will not be enough to defeat ISIS. Muslim minds must be won over by showing that better ideas can work in practice. I am glad to note that the Catholic Church and many other churches, together with Muslim and other groups, are now meeting the needs of refugees and the displaced. This is true all the way from Calais and the Mediterranean to Baghdad.
Pope Francis and many other leaders have appealed for practical help and for the resettlement of the most vulnerable. These are all reasons why human rights and religious freedoms must be upheld.

To ask Her Majesty's Government what representations they are making to the government of Turkey, following recent attacks on political party offices and restraints on journalists, in view of the pending general election there.
My Lords, Britain has echoed Turkish political leaders’ calls for calm, following separate attacks on press outlets and party offices, as evidenced in the recent Statement from the Minister of State for Europe on 9 September. Britain will continue to support efforts to restore calm and hold peaceful elections.
My Lords, there should be no complacency. Is it not relevant that 128 offices of the Peoples’ Democratic Party have been attacked—some of them bombed—while 1,400 members of that party, including elected mayors, have been arrested? Is the noble Baroness aware that the army has been besieging and blockading the town of Cizre, while lawyers and members of parliament have been trying to march to its relief? In such violent circumstances, can there be free and fair elections?
My Lords, the noble Lord referred to the position in the south-eastern town of Cizre, and clearly there are serious circumstances there. From 4 to 12 September the Government imposed a curfew in Cizre. It is important in Turkey, as in any democracy, that elections are free and fair and pass without incident. We have made it clear that the PKK needs to stop its attacks and that the peace process must be resumed immediately. This is in everyone’s interests—it is in the interests of the Government as well as of the PKK and other groups in the wider region. We are following the election process, as we do in any EU candidate country. Monitoring by Turkish parties and civil society is even more important. The UK plans to send two British observers to join the OSCE election observation mission. Practical steps are being taken.

Lords ChamberMy Lords, I thank the noble Baroness, Lady Falkner, for introducing this debate because much has changed in Syria. The mainly Kurdish cantons of Kobane and Jazira are now linked up, while Afrin is still free. This means that most of the Turkish frontier is now closed to ISIS. The Kurdish and Arab militia, with US air support, has shown that it can defeat ISIS.
Will Her Majesty’s Government support the three cantons in their demand for internal self-determination? Will they come out clearly in favour of common citizenship for all, as proclaimed by the elected assembly of Jazira? Will they urge Turkey to open its frontier to urgent medical and relief supplies going into Syria and grain exports coming out of it? I urge the Government to see for themselves what is happening in the cantons. It is quite easy to enter Jazira—I have done it myself.
We should help the cantons to uphold their written constitution and social charter. When fully put into practice, these can provide a model for Syria and an example to other parts of the Middle East, as my noble friend Lord Alton mentioned. If Kurds, Assyrians, Arabs and others can co-operate, why should other Syrians not do the same? Nearby Lebanon suffered a terrible civil war but the Lebanese are now trying to live together and the country has achieved the amazing feat of absorbing more than 1 million Syrians without putting anyone into camps.
I conclude by hoping and thinking that perhaps there is still some hope for Syria.

Lords ChamberMy Lords, I believe I can claim to be the first member of this Parliament to visit, just last week, the canton of Jazira, in what can be called a free Syria. It exists in the far north-east of that country and is one of three mainly Kurdish cantons. These make up what Kurds call Rojava—that is, western Kurdistan. The other two cantons are Kobane, which has already been much in the news, and Afrin, still further to the west. The problem is that ISIS has infiltrated itself up to the Turkish frontier, thus cutting off all three cantons from each other. I suggest that the allied strategy should be to drive ISIS out of the two pockets of land that it occupies, thus reuniting the three cantons. This would help to sever ISIS from Turkey, stopping its flow of recruits and other forms of support.
After crossing the River Tigris, with the approval of the Kurdish Regional Government, I was warmly welcomed by the authorities of Jazira Canton. They provided an escort, transport, an interpreter and comfortable accommodation. I was able to meet members of the elected assembly and of all the political parties, as well as the Executive. I also met young men and women being trained for democratic life and practice, which I found very interesting. I visited a large refugee camp with Yazidi people from around Sinjar and Arabic speakers from Rabia, both of which are across the border in Iraq.
When Assad’s forces and officials fled the north-east of Syria in 2011, the Kurds, as the largest single group, might have seized power. Instead, they decided to create common citizenship with the Assyrians, the Arabs and other smaller minorities. They call this system “self-administration”. It has a constitution providing for the separation of powers and for the ending of capital and corporal punishment, and torture. A social contract has been adopted, strongly proclaiming equality for women.
ISIS has made attacks on Jazira, but these have been held back by the local self-defence forces, who are all unpaid volunteers. The atmosphere in the four towns we visited was peaceful and friendly, despite checkpoints on the main roads. Morale was high and harvests had begun. Sheep and lambs were being exported to Iraqi Kurdistan. I urge Her Majesty’s Government to visit the canton and see for themselves. This can be done quite easily from Irbil.
I have four further suggestions. First, Jazira has a grain surplus. Because of the difficult access, much of last year’s crop is still in store, unsold. Will the Government persuade the World Food Programme to buy these cereals, together with a proportion of the 2015 harvest? Secondly, will they persuade the KRG to allow the construction of a second pontoon bridge across the Tigris? The sections for a stronger bridge are already lying idle on the Jazira bank. To do this would double or treble the transit capacity, to the benefit of all. Thirdly, will they examine the state of the oil field, which has some 1,300 wells, only 30 of which are now producing just for local use? The immediate need is for an efficient small refinery to replace very crude methods that cause pollution and involve the flaring of surplus gas. In the longer term, crude oil could be exported via the KRG and Turkey. Fourthly, and perhaps most difficult of all, will the Government seek to persuade Turkey to open its border enough to allow medical and relief supplies to enter all three cantons, perhaps under the supervision of the usual international agencies? This is essential to meet local needs and those of Syrians who have fled the civil war into the cantons. I am providing the Department for International Development with precise details of the medicines needed. I believe that I have met people who would become friends of this country if only we could act effectively to help them. In any case, we should do so for ethical reasons.
As I have a few minutes, I will turn very briefly to our aid budget, now pegged to 0.7% of GNP. DfID seems to have had some difficulty recently in spending this effectively and has had to rely to a large extent on consultants. I therefore recommend that it examines with great care the two cases of Lebanon, where I was in March, and Tunisia, where a British charity of which I am a trustee helped to facilitate the national dialogue which has enabled reasonable political progress to happen. Those two countries, Lebanon and Tunisia, have each taken in more than 1 million refugees—in the first case from Syria and in the second including some migrants from the rest of Africa. As it so happens, one might say that they are also the leading lights of democracy in the Middle East, so I urge that great priority should be given to those two cases.
