We are making real progress in realising our holdings in the banking sector. We continue the programmed sale of our shareholding in Lloyds, which is now down from 43% to less than 2%. Just last month, we sold £12 billion of Bradford and Bingley mortgages in a highly competitive process. The Government are not at present actively marketing their stake in RBS. Our policy remains to return the bank to private hands as soon as we can achieve fair value for the shares, recognising that fair value could well be below what the previous Government paid for them. We must live in the real world and make decisions on the future of our holding in RBS in the best interest of taxpayers.

In the real world, seven years ago, a Tory Chancellor stood at the Dispatch Box and said that we had to cut the money to every single local authority in Britain by up to 40% because we needed to get rid of the deficit. Now, seven years later, that deficit is still more than £60 billion. Will the Chancellor apologise to the people of Britain for that lousy mistake?

That deficit is still £60 billion, but it was £200 billion when we started working on it.

Is the Chancellor of the Exchequer aware that his predecessor introduced a scheme that was based on robbing Derbyshire County Council of £155 million in cuts and promising to give it less than 20% of that money back? No wonder the people in Bolsover marketplace do not call it the northern powerhouse; it is the northern poorhouse.

I know that my right hon. Friend the Secretary of State for Communities and Local Government will want to look at the allocation of funding to local authorities, including Derbyshire County Council. As the hon. Member for Bolsover (Mr Skinner) will know, there are many powerful advocates for Derbyshire on both sides of the House.

I completely agree with my hon. Friend. Of course, the retaking of Sinjar is a very important step in that, as it sits astride the most important supply route from Raqqa into Iraq. Ultimately, we need not just to cut the supply lines, but to go to the heart and the head of the beast in Raqqa.

Does the Secretary of State regard Turkey as a reliable ally in the battle against ISIL, given that not only has it today shot down a Russian jet, even though the Russians are also trying to fight ISIL, but it is buying oil from ISIL to prop it up and it is bombing the Kurds, who are also fighting ISIL? This Syrian engagement is an almighty mess.

I see that old habits die hard, and that the hon. Gentleman remains an apologist for Russian actions. Turkey is an important NATO ally. It holds the key to a number of really very important questions, both in relation to the battle against ISIL and to the migration challenge that Europe faces, and it will remain a very important partner for this country and for the European Union.

I have not spoken to my Turkish counterpart since we did this deal, but I have met him on many occasions over the past few months. Turkey is another important player in this region. All the powers in the region—Saudi Arabia, Iran, Turkey, Israel—have to be engaged if we are to have a stable region that has any chance of breaking out of the cycle of despair that we have seen for the past 40 years or so.

Does it not say a lot about this Government that, in the past hour in this quaint place of ours, the Prime Minister and the Foreign Secretary have been dealing with this matter and are prepared to put their trust in the current Iranian regime; yet less than an hour ago, this same Tory Government declared war on the British trade union movement. Be careful what you wish for!

The hon. Gentleman has not disappointed me. I shall take that as an endorsement of the diplomatic triumph that we have achieved in Vienna.
