As there is a counterproposition, any Member in the Chamber may speak, subject to the usual seating arrangements and the capacity of the Chamber. When putting the Question, I will collect voices in the Chamber only. If a Member taking part remotely wants their voice counted when the Question is put, they must make this clear when speaking on the group. Noble Lords following proceedings remotely but not speaking may submit their voice, Content or Not-content, to the collection of the voices by emailing the clerk during the debate. Members cannot vote by email; the way to vote will be via the remote voting system.
