As I said, the Government have taken action against the organisation. For example, it is subject to sanctions under the Russian sanctions regime. I have said I will need to write to noble Lords on wider matters. I undertake to do that.

My Lords, the Minister will be aware that some of the West’s sanctions are being undermined by a key NATO ally, Turkey, where a number of oligarch’s yachts have been diverted to and a number of trust funds set up for their assets. Are the Government going to tackle this problem with our NATO counterparts?

One of the key aims of the Government’s sanctions policy is to co-ordinate with our allies to ensure that sanctions are as effective as possible and are not circumvented. We will continue to take action to do so.

If British companies were seeking to circumvent the sanctions that we have put in place, that is something that we would take extremely seriously. The noble Lord is right that the scale and range of sanctions that we have now put in place against Russia need to be matched with increased efforts to ensure that those sanctions are properly enforced.

My Lords, is it the case that there are still a number of Russian oligarchs with assets in this country and the Channel Islands who have not yet been fully sanctioned? What other discussions has the Minister been having in the Treasury with the Channel Islands authorities?

As I have said to the House, the UK has undertaken the largest-scale sanctions programme that we have ever had in our history. We continue to look at new sanctions, and obviously that has to be done within the legal framework that we have set. We amended elements of that framework early on after the invasion to ensure that we could take the widest possible range of action. We continue to look at what we can do, and we continue to speak to our Ukrainian partners about where they would find our efforts most effectively directed.

I think the noble Lord forgot to mention a global pandemic and Putin’s war in Ukraine. He also forgot to acknowledge the point that I have made throughout this Question that London continues to be either the highest or second highest-ranking financial centre in the world.

My Lords, obviously we cannot be complacent, but can the Minister remind the House that Paris has 795 listed companies on its exchange, whereas London has 2,484 companies. We should look not just at the most valuable companies, such as LVMH, which is quoted in Paris and has a market capital of over €300 billion, but at all those small companies that are raising capital on the London market.

I think my noble friend has reminded the House on my behalf of those figures. I take the opportunity to say that we are not complacent about London’s position, and we are doing a lot of work beyond the Financial Services and Markets Bill to ensure that it remains competitive—the listings review from the noble Lord, Lord Hill, the second capital raising review and the wholesale markets review, among other pieces of work. The FCA has already delivered a number of rule changes based on the listings review to ensure that we remain competitive.

My noble friend is absolutely right about the liquidity mismatch. My understanding is that there was a certain amount of flexibility shown in that; none the less, the Bank of England’s intervention was directed to address that specific problem. As for the QE policy, my noble friend will not be surprised to hear me say that that is for the Bank of England and I will not comment further on it.

My Lords, obviously the shadow banking system, which includes insurers and pension funds, is not subject to the same rules as traditional banks, especially when it comes to holding cash reserves against market shocks. Does the Minister agree with Sir Jon Cunliffe, Deputy Governor of the Bank of England, when he wrote to the Treasury Select Committee in the other place recently to say that it is incredibly important that there should be more international checks and balances on non-banks?

The noble Lord might not have seen the Statement given by my right honourable friend the Secretary of State for Health yesterday. A large portion of it focused on exactly the point that the noble Lord made. We need to do long-term things to relieve these pressures, but also more immediate things: specifically, to reduce handover times to no more than 30 minutes so that ambulances are not queuing any more and can get back on the road, so that people who have called an ambulance are seen faster. That means changing the assessment of the balance of risk to ensure that hospitals look at different ways of managing demand once people have been through the emergency care process. That may mean finding extra space within their estate or looking at how they manage their staffing to address exactly the point that the noble Lord made about the delay in handover times for ambulances needing to be addressed in the very short term while we also put in place all the other points. I know that he gave the example of Wolverhampton the other week to my noble friend, who I know took it away and relayed it back to the department to follow up on.

My Lords, further to the question asked by the noble Baroness, Lady Merron, we have heard some really quite shocking stories of mental health patients ringing ambulances every week or so. They are not facing emergencies; they have not had accidents. Surely it is imperative that such patients, who have an ongoing condition, are looked at away from A&E. Can my noble friend be very diligent and kind and answer the opposition spokesman’s question, and maybe say a bit more about this acute problem?

My noble friend is right that I did not address that point earlier, and I apologise for that. We are putting more funding into specialist mental health services to address some of the points that both the noble Baroness and my noble friend have made. On the number of psychiatric beds available, I will have to write to my noble friend.

One of the crucial differences is the investment allowance we have just been discussing, to ensure that the levy we have in place does not disincentivise investment in the North Sea, which will be really important to longer-term energy security if we face similar situations in future. Another difference is that this levy will raise about £5 billion, allowing us to give around £1,200 to the most vulnerable households, unlike the plans from the party opposite, which would have raised around £2 billion to £3 billion, giving £600 to the most vulnerable households.

My Lords, the Minister gave a very good reply to the question asked by my noble friend Lord Deben, but she did not address the point about the need for an offshore transmission network. Without that, there are going to be more pylons going through various parts of the country, which will do huge damage to the environment.
