We look very seriously at any such allegations. There is a constant review in the Department to ensure that some of the challenges that come in on religious discrimination are evidenced. I challenge the agencies as well, and we will continue to do this. We do not have evidence of significant discrimination, but we are always on the lookout for it.

Does the Secretary of State agree that DFID money spent on repairing catastrophic hurricane damage in the UK overseas territories, which often hits the poorest the hardest of all, should always qualify as legitimate overseas aid?

I do agree with my hon. Friend. The rules that we are constrained by have not prevented us from coming up with the funds needed to help those areas hit by Hurricanes Irma and Maria. This is also a lesson that we should continue to invest in our defence capabilities, because we were very reliant on our armed forces to get into those places.

The right hon. Gentleman asks me for economic analysis. Well, I will give him some economic analysis. We saw the figures this morning for GDP growth in Scotland. In the third quarter, GDP in Scotland grew by 0.2%. In the rest of the United Kingdom, it grew by 0.4%. Over the past year, GDP in Scotland—under a Scottish National party Government in Scotland—grew by 0.6%. In the United Kingdom as a whole, it grew by 1.7%. My economic analysis is that 1.7% is higher than 0.6%; you’re better off with a Conservative Government than an SNP one.

My hon. Friend is right to put the case for the rights of victims, and he is absolutely right that we should always remember victims. I am very sorry to hear the case of his late constituent, Ann Banyard, and I know that the whole House will join me in offering condolences to her family in this tragic case. As my hon. Friend knows, the Criminal Injuries Compensation Authority administers the criminal injuries compensation scheme and applies the rules independently of the Government, but I am sure that the Justice Secretary would be happy to meet my hon. Friend to discuss the case.

The Prime Minister
I have indeed recently met some nursery owners to look at this issue, and they have given a clear message that there are parts of the country where local authorities are operating the system very efficiently and very well, and parts of the country where that is not happening. What underpins this issue is the decision taken by this Government to improve the childcare offer for parents so that they have a better opportunity to ensure that their children get into the childcare that they need.

The hon. Gentleman is of course right to point out what a problem this is for small business in particular. However, I want to draw his attention to the Government’s mystery shopper service, which has secured a positive outcome for the vast majority of companies that have brought disputed payments to our attention, and indeed to the signatories to the independent Prompt Payment Code Compliance Board, to which we would encourage all those who have not been paid on time to report such cases.

The Government believe that electoral fraud is unacceptable on any level. We have a clear path to building a democracy that is both clear and secure, and we will work closely with key partner organisations to deliver a comprehensive programme of work for reforming our electoral system and strengthening electoral integrity.

Is the Minister aware that there is now clear evidence that many students boasted on social media of voting twice—once at university, and once by post at home? Surely this is straightforward electoral fraud.

The offence of double voting that my hon. Friend mentions is completely unacceptable. Indeed, it is nothing less than an abuse of our democracy. I am meeting Sir John Holmes, the chair of the Electoral Commission, this afternoon, and I intend to raise this with him as a priority. Let all of us in this House be clear: this is a crime. If anyone has any evidence of people voting twice, they should report it to their local returning officer and the police, who must take this issue seriously.

T7. Further to my earlier question about students fraudulently voting twice, may I ask whether, when my hon. Friend meets representatives of the Electoral Commission, he will ensure that the police are involved as well?

When it comes to the issue of electoral fraud and double voting, I will ensure that we involve all our electoral partners, including the police.
