Commons ChamberThe answer is yes. As I have said—we have had this exchange before—I have never supported Britain’s membership of the euro and never will. We are better off outside it, but we have to understand the fact that, for some European leaders and politicians, the euro is an article of faith and they will do everything they can to save their currency. That is why I think we should be planning on the basis of change in Europe; the eurozone requires changes to make sense of its currency, and we should use that opportunity to win changes that are good for countries outside the euro, too.
This is a superb deal and the Prime Minister deserves many plaudits. However, one area that we surely need to look at again is the EU External Action Service. Does the Prime Minister agree that the European EAS should not be competing with large European countries such as Britain, France and Germany, but complementing us and, therefore, opening missions in those countries where the big countries in Europe are under-represented or not represented?
My hon. Friend is entirely right. There is a danger that the European External Action Service, which was, of course, part of the Lisbon treaty that he and I opposed, will start duplicating what is done by individual countries. We need to work very hard to make sure that it is adding value rather than just displacing it.

T7. Further to the question asked by my hon. Friend the Member for Epping Forest (Mrs Laing) about small and medium-sized enterprise procurement, does the Minister agree that it is not just a question of giving contracts to small firms but that it is essential that the public sector pays its bills on time?
I fully agree with my hon. Friend. He is absolutely right: not only are hundreds of contract opportunities being made available for SMEs, but the Government are a fair payment champion, recognised by external bodies for their behaviour, just as he said.
What has happened with child tax credit is that we increased it by £390 in this Government’s early Budgets. If we look at the benefits for a two parent, two child family, we see that that family will be getting more than £1,500 extra this year—that is £30 a week—compared with 2010. I am afraid the hon. Gentleman is wrong.
Q10. Will the Prime Minister pay tribute to the new President of Somalia, Hassan Sheikh Mohamud, whose Government have made remarkable progress over the past few months? Although there is still a long way to go, does the Prime Minister agree that the Somali peace process is a good example of Britain combining aid and development with energising the neighbouring states and the diplomatic community worldwide, and will he tell the House what role he envisages for the Somali diaspora here in the UK?
My hon. Friend makes a very important point, and to anyone wondering about the relevance of Somalia to us here in the UK, we must remember that that country has been the author of huge problems with terrorism, piracy and mass migration. Even to the most hardened sceptic of our aid budget I would say that Somalia is a really good case where engagement, aid and diplomacy can help that country to mend itself for the future. I hope that the diaspora will give full support to the new President, who is demonstrating a huge grip in his country on mending the problems that have bedevilled it for so long.

Commons ChamberThe hon. Lady is right and it is an important point. The Crown Prosecution Service is currently considering its policy on how it shares information with other relevant agencies. It is, of course, important that disclosures and information that may be helpful in protecting a vulnerable person are shared where possible, and the Attorney-General and I feel that that process should be considered carefully and in a positive way.
10. What plans he has to improve the efficiency of the Serious Fraud Office.
I have appointed a new director to the Serious Fraud Office who started work in April. David Green QC has restructured the office, made high-profile appointments and built in layers of quality control. He has clearly restated the intent and purpose of the SFO, and I am confident that, as a result, we will see improved efficiency and performance. I have placed in the Libraries of both Houses the report of the inspection of the SFO by HM Crown Prosecution Service Inspectorate, which I requested. I thank the chief inspector and his team for that helpful report, and confirm that the new director of the SFO has accepted all its recommendations and is already implementing them.
I thank the Attorney-General for that helpful reply. Does he agree that the SFO has a vital role to play in the drive against crime linked to corruption and bribery, but that UK exporters must know where they stand and be treated fairly? Can he confirm that the current guidelines are fit for purpose and that no major or fundamental changes will be made to them?
Bribery and corruption are serious offences. Guidelines have been published to help companies in that respect, and I have every confidence that no company will be prosecuted unless it has committed a serious offence. I cannot, however, give an undertaking that the guidelines will not be subject to review. The guidelines will evolve over time, and they are just that—guidelines. Ultimately, it is for the director of the SFO and the Director of Public Prosecutions to make a decision based on an evidential test and the public interest.
