I have already stated the Government’s position on the need for sustainability of the DSA. The noble Lord is quite right to point out that the expenditure to higher education institutions is being rebalanced, and this is to ensure that within the realms of the Equality Act 2010 they, too, step up to the mark. Indeed, many institutions have. This is all about ensuring that in the existing conditions the money is spent in a focused way on the students who most need it, and that we balance what we spend on the DSA with what the universities and higher education institutions should spend themselves.

My Lords, I declare an interest in that my younger son has just graduated successfully and has benefited from the computer and software for someone with dyslexia. People with dyslexia often flourish later in the educational process as they gain their coping mechanisms. Does this not mean that it is even more important to make sure that this support is fully in place, not least at university?

The right reverend Prelate makes an important point, and I congratulate him on his son’s successful graduation. The point he makes is perfectly valid. I have already mentioned that we will be looking at a full equality impact assessment before laying the regulations. I am sure that part and parcel of that process, and the discussion around those regulations, will be to cover the points that the right reverend Prelate has made.

First, I assure the noble Lord that we are all happy here on the Front Bench. I disagree with the noble Lord and he is, in fact, incorrect. The reforms we have brought forward are not returning less, as he suggests, than had we not made them. He should check his facts there. They say that the proof is in the pudding; let me share some facts here. According to the Association of Graduate Recruiters, in February 2014, graduate jobs were up by 10%. BT, for example, announced 1,000 new apprenticeships, including graduate jobs. Employment rates for young people holding first degrees are now at their highest level since the second quarter of 2008. That is a success story.

My Lords, I share the Government’s view that the higher education sector is in remarkably good health given the recession. However, does not setting fees at £9,000, which is far higher than fees in any other European country, imply a loans system that has its own element of generosity, including a repayment starting point of £21,000, rather than the original £16,000?

The right reverend Prelate raises an important point. I am sure he is aware that the Government have ensured that those universities that have chosen to raise their fees to the £9,000 limit have suitable access agreements so that those who come from disadvantaged backgrounds are given the opportunity to go to university. The Government’s policy remains that access to a university education should be based not on someone’s ability to pay but on their ability.

The noble Lord again makes a very valid contribution. I have already alluded to the importance of mentoring. It is something we do not at the moment emphasise enough. There is an old adage: I remember my late father always talked about how “old is gold”. When it comes to mentoring, that is certainly true.

My Lords, I warmly welcome the Statement in its intention. Clearly there needs to be a greater focus on vocational qualifications in FE but the danger is that the move towards focusing ends up with narrowness. I think that was the concern expressed by the noble Lord, Lord Young, in his response. Indeed, we just heard of the need to learn about life as well as a particular skill.

The Minister referred to basic skills. There are a range of soft skills that employers value and that lead to a qualification being transferable. The skills that people learn in their vocational qualification often have to mutate or adapt into other skills. Can we have an assurance that in drawing up the curricula and requirements there is not too much instrumentalism—or payment by results, as is in the Statement—but rather that we do not lose sight of that broader purpose of education?
