Commons ChamberWe have repeatedly called for an immediate humanitarian pause so that we can get the hostages out and more aid in, and use that as the foundation to build a more lasting and sustainable ceasefire, but it is worth pointing out—this has not been mentioned by colleagues so far—that Hamas, yet again, have rejected another offer to release hostages. It is important that we do not lose sight of that. We must have the hostages released as part of any of those conversations, and over the weekend it was Hamas who yet again rejected the latest round of those talks.
I thank my right hon. Friend for the leadership he has shown on this issue, and I echo his call for the need to avoid a spiral escalation. However, we have seen a military attack by Iran on a nation that its regime believes should not exist at all. Iran has directly or indirectly engineered a war in Gaza, with the aim of thwarting better relations between Arab states, especially Saudi Arabia, and Israel. We now have death and destruction in Gaza in a conflict that no one can win, and where the only beneficiaries are Iran, its proxies and its allies. We have seen an Iranian journalist attacked on British soil, and we have seen an international vessel being pirated by the IRGC in international waters—another vile example of hostage taking. So I ask my right hon. Friend again: why is Iran Air still operating out of Heathrow, and why are Iranian banks still operating in the City of London? When will the snapback mechanism be invoked, and what can be done to stop the export of Iranian oil to Russia and other countries, which is now keeping the regime afloat?
I thank my right hon. Friend for his leadership on this issue over a consistent period of time, and he is right to highlight the threats that Iran poses to us. I want to reassure him that, on all of the areas that he mentioned, active work has been undertaken by the Government. As I mentioned in my statement, we discussed yesterday on the G7 call the need for and benefit of co-ordinating further measures, perhaps including some of the things that he talked about, among allies in order to have maximum impact both on the regime and the ultimate designations of any future sanctions. I am pleased that our new sanctions regime, which we implemented at the end of last year, gives us extensive new powers. I am keen to make sure we use them to good effect, but where we can co-ordinate those with allies, I know he would agree with me that that would be preferable, and I can reassure him that that work is happening at pace.

Commons ChamberI am sorry to hear about that specific issue in the renal unit. The hon. Gentleman will forgive me for not being familiar with the details, but I will make sure that the Department looks into it and that the NHS is provided with all the support that it needs to rectify the situation.
I am grateful to my right hon. Friend for his dedicated work to pass the Down Syndrome Act. I thank him also for highlighting World Down Syndrome Day, and we will host a reception in No. 10 to mark the occasion. As he knows, when the grounds for abortion were amended, Parliament agreed that doctors were best placed to make those difficult decisions with women and their families. He also knows that it is a long-standing convention that it is for Parliament to decide whether to make any changes to the law on abortion. These issues have always been treated as an individual matter of conscience.

Commons ChamberAs I have said, we are engaging extensively with our international partners, including our Gulf allies. I spoke to the President of Egypt just last week, and will continue to do so. Let me say again, however, that it is important that no one takes away the idea that this House believes, on any side, that there is a link between direct action in self-defence against the Houthis and the situation in Israel and Gaza. They are entirely distinct. We will do everything we can to bring more aid into Gaza, and to make sure that we work hard for a sustainable ceasefire. That is separate from our ability and necessary duty to defend our interests and our people.
I commend the Prime Minister for his firm and principled response to events in the Red sea, but is it not clear from Iran’s support for Hamas, Hezbollah and the Houthis that it will do anything to stop a lasting peace between the Arab states and Israel because the Iranian regime believes that Israel should not exist at all? Would it not be a real defeat for Iran to see it isolated by a meaningful resolution of the Palestinian issue and the supercharging of the Abraham accords in a process to bring peace and stability to the region, all underpinned by an international resolve to confront Iran’s proxies wherever they threaten our interests and values?
I thank my right hon. Friend for his excellent remarks and for his work on the Abraham accords, which have done much to bring more peace and stability to the region. He is right to say that the behaviour of the Iranian regime poses a significant threat to the safety and security of the UK and our allies and ensures regional instability where we want to see more peace and stability. I can assure him that we are keeping abreast of all the risks in the area. That is why, for example, the Royal Navy last year and the year before continued to interdict illegal arms smuggling by the Iranians to the Houthis. We will continue to keep in close contact with our allies to take all the measures we can to protect our people and ensure that the Iranians’ destabilising influence in the region is reduced to the best extent possible.

Commons ChamberWe have provided an extraordinary package of support for households across the country to help with energy bills, totalling almost £100 billion over the past year or two. The Ofgem price cap has also fallen to about £1,800 currently, and our price guarantee will remain in place until the spring of next year, which will provide further protection for families. Crucially, the Chancellor announced previously that we have removed the premium paid by households using prepayment meters until the energy price guarantee ends, bringing their costs into line with those paid by comparable direct debit customers, and we continue to provide considerable support for vulnerable families throughout the winter with their energy bills.
I agree wholeheartedly with my right hon. Friend on that and thank him for what he says. I know that his advice will continue to be of value to the Government as we find a way for a peaceful, more secure future for everyone living in the region.

Commons ChamberThe United Kingdom Government’s long-standing position under both parties has been that the United Kingdom will recognise a Palestinian state at a time when it best serves the object of peace. We are committed to the objective of a sovereign, prosperous and peaceful Palestinian state living side by side with a safe and secure Israel. As last week’s attack demonstrates, right now we must ensure that Israel has that security.
Does my right hon. Friend agree that to conflate Hamas and the Palestinians is not only wrong but dangerous? Hamas have abducted, tortured and executed Palestinian members of Fatah, they have broken the arms of children who have worn Fatah colours to school, and they do not want a two-state solution because they do not believe Israel should exist as a state. But if the fingers on the trigger were Hamas’s, the strings were being pulled from Tehran. With £100 million of investment going from Tehran to the terrorists of Hamas, is it not time that we in this country asked again why Iranian banks are operating from the City of London, why Iran Air is operating from Heathrow airport and why we have not proscribed the IRGC, as I believe we should have?
I agree with my right hon. Friend that, crucially, the Palestinian people are also the victims of Hamas, as he said. Hamas do not represent the Palestinian people or their legitimate aspirations to live with security and dignity. They do not stand for the future that the Palestinian people want, and he is right to highlight that. That is why we have taken the approach that we have, and we will continue to make sure that our sanctions regime is effective. Where we have sanctioned entities, including banks, we will ensure that those sanctions are complied with. The new economic deterrence initiative that we have established with funding will help to ensure that that happens.

Commons ChamberI thank the hon. Gentleman for his engagement with me and the Government during this process. I share his frustration, and our focus remains on delivering for the people of Northern Ireland, who expect and deserve their locally elected decision makers to address the issues that matter to them most. I thank him for his kind words about the Windsor framework and how it allows us to move forward. For many years, we have recognised the particular challenges facing Northern Ireland, which is why we have provided more than £7 billion of funding, on top of the Barnett block grant, since 2014. I assure him that my right hon. Friend the Northern Ireland Secretary remains in close contact with all the parties in Northern Ireland to clarify what more is needed, so that we can restore the conditions for Executive formation.
My right hon. Friend is quite right to highlight the improvement in our economic outlook and the good, positive news showing the strength in the underlying economy. I know that he joins me in saying that our economic priority right now must be to continue to bear down on inflation, but while we do that, we are putting in place the conditions to grow the economy. As he said, unlike the Labour party, we will not talk Britain down; we will grow the country’s jobs.

Lady for her support and for the way in which she and her colleague the Member for Foyle (Colum Eastwood) have engaged with me and the Secretary of State over recent weeks. We appreciate it and will continue to do it. She makes a really important point. Northern Ireland is in the unique position, not just in the United Kingdom but in the entire continent of Europe, of having privileged access to two markets. As we look forward, we all want to see greater prosperity and opportunity and more growth in Northern Ireland. We can build on this framework to deliver more investment and jobs. That is the prize available to us. I know that my colleagues are determined to work with all businesses and parties in Northern Ireland to deliver that, but the hon. Lady is right that the precondition for that is a functioning Executive, and we continue to work very hard to see that come about.
May I congratulate my right hon. Friend and his whole negotiating team, whose quiet confidence and competence have led us to an agreement that, frankly, many people would not have thought possible? Will he say something specific about the role of the First Minister and Deputy First Minister on the Joint Committee, which will be key to boosting transparency and accountability? In general terms, I hope that this new tendency to under-promise and over-deliver becomes the hallmark of the whole Government.

Commons ChamberMy right hon. Friend is absolutely right. This Government are proud to join him in supporting small businesses. I am pleased to tell him that we do have a small business test to consider whether the impacts of regulatory changes will disproportionately affect small and micro-businesses. I will make sure that we apply that test rigorously, and he will be pleased to know that many small businesses will benefit from billions of pounds in business-rate reductions this coming financial year, as well as from our annual investment allowance which, at £1 million, is the most generous tax incentive for investment for small businesses anywhere in the world.

Commons ChamberOf course we believe in freedom of religious expression and belief in this country, but we are also balancing that with the rights of women to seek legal and safe abortions. That is currently being discussed in this Parliament. These are always matters of a free vote, and I know that Members will treat them with the sensitivity they deserve.

Commons ChamberGiven the state of public finances, and as we look to the post-covid recovery, will my right hon. Friend resist any calls, in his forthcoming Budget, for increases in public expenditure? This needs to be a private-sector-driven recovery, most importantly by small businesses who will provide the employment and prosperity that we will need going forward if we are to fund our public services in future.
My right hon. Friend is absolutely right and has spoken passionately about this throughout his entire career. I firmly agree with him: this must be a private-sector-led recovery. Government cannot and should not do everything. We can support free enterprise by investing in skills, innovation and infrastructure, but ultimately it will be those small and medium-sized businesses that create the jobs that we desperately want to see.

Commons ChamberI am glad the hon. Lady welcomed the extension of job support through to next year. With regards to Scotland, it is clear, as even the First Minister has conceded, that the generous support currently available in Scotland is only possible and affordable because we have a Treasury that represents the whole of the United Kingdom. I can, of course, confirm that the coronavirus job retention scheme is a UK-wide scheme. We will continue to apply the furlough to each part of the UK equally, treating every citizen, no matter which region of the nation they live in, the same.
The hon. Lady also asked some specific questions and I am happy to provide her with the answers. Scotland will receive an upfront guarantee today worth £8 billion. That is an increase of £1 billion on the previously agreed upfront guarantee. That funding is for the Scottish Government to use as they see fit. The hon. Lady asked many questions about supporting businesses and people. It is, of course, up to the Scottish Government to make those choices on what to do with their extra £1 billion. We look forward to hearing what they plan to do with that additional funding. It is also worth bearing in mind, as we hear from the hon. Lady about the future Scottish Budget, that the Scottish Government have the ability to raise taxes. The Scottish Government have the ability to raise the funds they need to fund the various projects they would like to fund. If those things are important, then of course the Scottish Government will be able to make those decisions on behalf of their people and be held accountable for them.
I thank my right hon. Friend for demonstrating the strength of the Union and showing that, with the best will in the world, the Scottish Government would not have the ability to have the resources to protect Scottish jobs in this way. Is it not now more important than ever that, across the whole of the United Kingdom, we stimulate wealth creation, creating new goods and services using the natural creativity and innovation of all the people of the United Kingdom? Can we look forward to my right hon. Friend using his considerable energy to bring forward proposals in this area based on sound, financially prudent Conservative principles?
I thank my right hon. Friend for his comments and I absolutely agree. He knows better than most the power of the Union and has seen it demonstrated countless times over the years of his service. He is also right about the power of free enterprise to drive our recovery. I can give him every reassurance that those sound free enterprise principles will be at the heart of everything we do, and ensure that we have a swift and generous recovery that will benefit citizens wherever they live.

Commons ChamberThe hon. Lady raises a fair point about global trade facilitation. We have just signed the trade facilitation agreement, which aims to reduce border friction across the world. It is estimated that that is worth about £70 billion in the global economy. One of the biggest barriers facing Scotch whisky, however, is tariff barriers. The Department has been trying to talk to Governments such as India’s who have very high tariffs against Scotch whisky, which is not good for their own consumers because it encourages an illicit trade. I encourage all those Governments to indulge liberally in the pleasures of single malt—as I do myself.
By 2010, G7 and G20 countries were estimated to be operating some 300 non-tariff barriers to trade. By 2015, that number had mushroomed to more than 1,200. There are those who, having accrued great wealth, would pull up the drawbridge behind them. We cannot let that happen. This country’s own commitment to free trade was perhaps most clearly illustrated by the repeal of the Corn Laws in 1846. The Conservative Prime Minister Sir Robert Peel rightly saw protectionism as an attempt to preserve the wealth of a privileged few at the expense of the many. Import tariffs were all but abolished and Britain’s free trade principles were created to put bread into the mouths of the hungry majority. Now, as then, it is free trade and competition that will do most to address inequality and safeguard the interests of working people. More than ever, it is up to nations that possess the economic and diplomatic means to reassert the rationale of free trade to do so.
I thank my right hon. Friend for giving way and for his powerful and optimistic speech on free trade. On reducing protectionism, does he agree that leaving the customs union will give us the ability to reduce import tariffs on many goods that we do not produce here at home, which will reduce costs for ordinary working families and benefit many developing countries by helping them trade into prosperity?
That is an important point. At this morning’s International Trade questions, we made the argument that being outside the common external tariff will give us freedoms to help many developing countries in a way that we are currently unable to. I hope that that will act as a spur to others taking similar measures, because we will encourage poorer countries to trade their way out of poverty and become less dependent on international aid programmes. I do not think that that is a party political issue, but the question is how best to achieve it in practice.
On the progress that has been made, we have reduced poverty levels to their lowest in history. As the world’s emerging economies have liberalised trade practices, prosperity has spread across the globe, bringing industry, jobs and wealth where once there was only deprivation. According to the World Bank, the three decades between 1981 and 2011 witnessed the single greatest decrease in material deprivation in human history. It was a truly remarkable achievement.
The Leader of the Opposition has accused the Prime Minister of following “free trade dogma”. He went on to say that this has often been pursued at the expense of the world’s most fragile economies. In fact, any economist worth their salt can see that free trade has been one of the most potent liberators of the world’s poor. Let us take India as a specific example. In 1993, about 45% of India’s population sat below the poverty line as defined by the World Bank. By 2011, it was 22%—too many, but a phenomenal achievement. It is no coincidence that, in the intervening period, India had embraced globalisation and started to liberalise its economy. It is hard to imagine an international aid programme—even one as generous as our own—that would or could have been so effective on its own.
Sadly, it is also easy to find examples of where a lack of free trade has harmed the most vulnerable. If we want to see the contrasting results of open and closed economies, we should look across from China to the Korean peninsula, where so much attention is focused today. In 1945, both North and South Korea began from a very similar base, but while South Korea was more embracing of open trade and free markets, despite any shortcomings, Pyongyang turned inwards, with the tragic consequences for its citizens that we see to this day. [Interruption.] I am happy to give way to the hon. Member for Bishop Auckland (Helen Goodman) if she thinks that North and South Korea enjoy the same living standards today.
