I am grateful for that intervention. The right hon. Gentleman will know that the UK has a long-standing relationship with Pakistan, underpinned, as has been described today, by our deep shared history and cultural links. We build on that relationship to advocate for the most vulnerable in Pakistan society, calling out repression in public and in private at the highest levels.
In January, the Minister for development and Africa, my right hon. Friend the Member for Sutton Coldfield (Mr Mitchell), underlined the need for Pakistan to ensure the safety and religious freedom of the Ahmadiyya Muslim community when he met the then Prime Minister, Shehbaz Sharif. The Minister for South Asia, Lord Ahmad, spoke with Pakistan’s former Minister for Human Rights, Mian Riaz Hussain Pirzada, in June to raise the persecution of religious communities, including Pakistan’s deeply troubling blasphemy laws. He also emphasised the importance of promoting respect for all religions during his meeting with then Foreign Minister, Bilawal Bhutto Zardari, in December.
It is crucial that the voices of marginalised religious communities are heard. Everyone in Pakistan, including Ahmadi Muslims, must be able to fully participate in Pakistan’s upcoming elections, as has been described today by colleagues. We therefore continue to urge the Government of Pakistan to uphold these constitutional principles of equality. Lord Ahmad has written to Pakistan’s caretaker Foreign Minister, Jalil Abbas Jilani, to urge the Government to ensure that all Pakistan’s citizens can exercise their democratic rights. The Foreign Minister has replied, assuring us of the Government’s commitment to the safety and security of all Pakistani citizens, regardless of their religious affiliation. Prime Minister Kakar said publicly on 21 August that the state and its laws will stand with oppressed groups, including Ahmadi Muslims, when they are under attack. It is vital that those words are followed through with concrete action.
The UK Government will continue to work with the Government of Pakistan on peaceful, credible and inclusive elections over the coming months. It is crucial that our advocacy continues to be informed by the lived experience of the community we seek to protect. In May, the UK political counsellor visited Rabwah, home to 95% of Pakistan’s Ahmadi Muslims, to gain a deeper insight into the challenges faced by the community. Our high commissioner continues to raise those issues in her calls with senior Government officials, religious leaders and politicians.
Alongside that diplomatic advocacy, our programmes in Pakistan are focused on improving the lives of Pakistan’s most vulnerable citizens. Our Aawaz II programme brings together community leaders and minority representatives to promote tolerance in the Khyber Pakhtunkhwa and Punjab provinces. Our hate speech and disinformation programme works to protect marginalised religious communities and women against hate speech online—an important issue that was raised in the debate. Through the FCDO’s Magna Carta and John Bunyan funds, we have supported research projects to improve our understanding of the challenges that these communities face.
Of course, we cannot tackle such a complex issue alone. We work in concert with our like-minded diplomatic partners, and we continue to use our influence to spur the international community to action. I would like to recognise the work of the International Religious Freedom or Belief Alliance, ably chaired by my hon. Friend the Member for Congleton (Fiona Bruce), which has been active in raising the plight of Ahmadi Muslims. In March 2022, the alliance called on states to end the discrimination faced by the Ahmadiyya Muslim community, and to defend their right to freedom of expression and freedom of religion or belief.
Last July, we hosted an international conference on freedom of religion or belief, bringing together 100 Government delegations, 800 faith and belief leaders, human rights experts and NGOs, to agree action to protect those freedoms. During the conference, the Minister responsible for human rights, Lord Ahmad, announced new funding to support those who defend religious freedom, including those who are targeted for their fearless activism. As a result of the conference, 47 Governments, and international organisations and other entities pledged to take action to support those fundamental rights.
In January, we used our platform at the United Nations in Geneva to shine a light on the issue, and we continue to hold Pakistan to account, for instance by using our statement at Pakistan’s universal periodic review adoption in July to publicly urge the Pakistani authorities to ensure the safety and religious freedom of Ahmadi Muslims.
I would like to assure my hon. Friend the Member for Carshalton and Wallington and all colleagues who participated in this important and powerful debate that the FCDO works in close partnership with the Home Office and across Government on all these important issues.
Will the list include something about visas for hate preachers coming to the UK? Will that issue be looked into?
I am glad that the hon. Lady raised that, as did the hon. Member for Glasgow Central (Alison Thewliss)—she is not in her place now, but she notified me that she would be leaving. I am pleased to report that we do consider that when visas are issued. Our immigration laws allow us to screen and prevent such people on that basis. I am glad she made that point: we have the capacity to stop such people, and we will use it if necessary.
The UK has a proud history of providing protection for those who need it, through our safe and legal routes, as I mentioned. We continue to welcome refugees and people in need through our global resettlement schemes, working in conjunction with the UN High Commissioner for Refugees.
Let me conclude by reaffirming that the UK stands in solidarity with the persecuted Ahmadi Muslims in Pakistan and all around the world. We will continue our energetic diplomatic advocacy and our programmes. We are grateful for the contributions of all Members on this important issue in this debate.

Commons ChamberOn our efforts around the dam, we have committed a significant amount of resources—£60 million of additional humanitarian assistance, with an impact on 32,000 people around the dam. We are confident that our approach has been generous and effective. The hon. Lady asked a pertinent question about the proceeds of the sale of Chelsea football club, which are now in a non-governmental structure. Work is being done at pace to ensure that the proceeds can be deployed in Ukraine as soon as possible.
I draw the House’s attention to my entry in the Register of Members’ Financial Interests.
I echo other Members’ steadfast support and commend the success of the conference in bringing so many together to support Ukraine’s long-term recovery. I met many Ukrainian MPs at cross-party meetings and talked about the economic counter-offensive that we can join. I echo the comments made by other Members about not just freezing but seizing assets. Some $300 billion of Russian state central bank assets have been frozen by western Governments. The EU, Canada and the US are moving forward with legislation on that, so what steps is the Minister taking within the Group of Seven to use those funds to rebuild Ukraine? Russia must pay for the damage and destruction it is causing.
I thank the hon. Lady for her supportive words. She is absolutely right. The economic counter-offensive is hugely important in tandem with our tremendous military efforts to support our Ukrainian friends. On seizing and deploying frozen assets, clearly we pay attention to and co-ordinate with allied nations in their approaches. We will consider their approaches as we forge our own lawful path towards deploying this capital.

Commons ChamberThat is a good question because the regional impacts are very significant. All countries in the region are a focus of our humanitarian efforts and investment by the UK international development fund. We hope that that, twinned with our diplomacy and the very active diplomatic efforts of our Minister for Africa and Development, my right hon. Friend the Member for Sutton Coldfield (Mr Mitchell)—he has recently been in Ethiopia and Egypt, for example—can bear fruit.
We stand here many times to remember and commemorate genocides, and we say, “Never again,” but genocides are not inevitable. Twenty years after the Darfur genocide, unthinkable crimes are taking place. The Government were warned repeatedly about the atrocity risks in Sudan. Will the Minister pledge today to ensure that atrocity prevention training is given and informs all of our work in all of our country teams?
The hon. Lady makes a good point and I am sure the Minister for Africa will look at exactly that.

I foresee a future where we have a very dynamic innovation sector, supported by the Government but working in partnership with our European friends. I will not give a running commentary on our negotiations on the Horizon programme, but colleagues will know that they are under way. Our approach is one of buoyant confidence about the benefits of future co-operation—that is all I will say. I hope the hon. Member shares my confidence.
To give another example, we must also remember that the Chancellor’s work on financial services will see more than 30 regulatory reforms unlock investment and turbocharge growth across the UK. A new approach to regulation will make meaningful change for the British public, with, for example, faster access to new medical treatments.
On the subject of the confidence expressed in the business environment created by Brexit, it has been reported today that the number of UK chief executives quitting their jobs has more than doubled as bosses battle sluggish growth and a nightmare of EU red tape. The number of chief executives who have left their role jumped by 111%. Would the Minister agree that the business environment created by Brexit has not been entirely jubilant?
Of course, there have been choppy waters in recent times—I have not denied that. My proposition is that, taken in the round, the future growth of this country is clear to see, and the hon. Lady should share our confidence in the UK’s ability to be an agile, global and extremely dynamic economy, which no doubt we will be.
Let me make some comments on immigration, because Brexit has allowed us to move to a much fairer immigration system. The Government have introduced a points-based system to attract top talent from around the world, while at the same time activating the enormous potential of the UK workforce. The global points-based immigration system is focused on talent and skills, not where someone comes from, and makes it easier for the brightest and best to live and work in the UK. We have already introduced a comprehensive suite of new work routes and we continue to welcome and retain thousands of valuable and talented workers—scientists, researchers, doctors, nurses, engineers, bricklayers and plumbers. The points-based system is attracting worldwide talent and skills, including from EU member states, and we are grateful for it.
Turning to EU-UK cultural exchanges, colleagues will agree that Brexit was never about the UK stepping away from our proud and historic role in Europe. We continue to support cultural exchanges between the UK and the EU, such as the Turing scheme, which allows UK educational organisations to fund life-changing experiences around the world, and we will do everything that we can to facilitate a high flow rate of schoolchildren in both directions.
On our relationship with the EU, the Government are fully focused on implementing the trade and co-operation agreement, and the newly agreed Windsor framework. Both the withdrawal agreement and the TCA are functioning as intended. We look forward to entering a new phase in our post-Brexit relationships in Europe. As we set out in our recent refresh of the integrated review, the UK is committed to upholding the stability, security and prosperity of our continent and of the Euro-Atlantic as a whole.
It is our ambition to build even stronger relationships with our European partners based on values, reciprocity and co-operation across our shared interests, and we will provide leadership where we are best placed to do so. We will continue to work very closely in areas of mutual benefit, as we have in our response to Ukraine, and we are much looking forward to hosting partners from across Europe, including EU member states, at the European Political Community meeting in the UK in July 2024.
Once again, I thank all hon. and right hon. Members for their contributions to today’s debate. The Government will continue to seize the benefits of Brexit, delivering on our manifesto commitments to the British people, and we will work closely with our European neighbours, both in the EU and beyond, to uphold our shared values of inclusion, freedom, prosperity and democracy.

Public Bill CommitteesI am grateful to the shadow Minister for his kind remarks in wishing my hon. Friend the Member for Taunton Deane a speedy recovery, and for the amicable tone in which he is seeking to work today. I thank him for the amendment. It highlights the unusual commitment this Government have already made to giving the OEP an indicative multi-annual budget, in response to Parliament’s scrutiny of the draft Bill. This budget will be formally ring-fenced in any given spending review period; that will provide the OEP with more longer-term financial certainty than afforded to most arm’s length bodies.
However, it would be unnecessary and unhelpful to include this commitment in the Bill. Other bodies with multi-annual funding commitments, such as the Office for Budget Responsibility, do not have it set out in legislation. In this Bill we have already included mechanisms to ensure that the OEP will remain adequately funded under this and future Governments.
The Bill imposes a statutory duty on the Secretary of State to provide the OEP with enough funding to undertake its statutory functions. There is also a duty on the OEP, in its annual statement of accounts, to provide an assessment of whether it was provided with sufficient funding by the Secretary of State during that year. The OEP’s statement of accounts will be laid before Parliament.
That brings me to the second part of the amendment. Parliament will have ample opportunity to scrutinise the funding of the OEP further, and to hold Government to account accordingly. The OEP’s funding will be made public through a separate line in DEFRA’s estimate, with further detail in the OEP’s own annual financial report. We will give the OEP the option of providing the relevant Select Committee with an additional estimates memorandum alongside the DEFRA estimate. The memorandum would provide the Select Committee with a clear statement of what is in the estimate, and why any additional funding is being sought.
The OEP will therefore be able to provide Government and Parliament with additional information relating to any changes in funding and how the funding will be applied, enabling any perceived shortcomings to be highlighted. In that spirit, I ask the hon. Gentleman to withdraw the amendment.
I echo the remarks made by the shadow Minister, my hon Friend the Member for Southampton, Test, about sending our best wishes to the Minister, the hon. Member for Taunton Deane. I wish her a speedy recovery.
I will add to the shadow Minister’s remarks about strengthening the multi-annual budget provision and putting it in the legislation. I am grateful to the Minister for saying that there will be some indication of the multi-annual budget, but I ask for it to be stronger. I draw the Committee’s attention to what the Select Cttee on Environment, Food and Rural Affairs said on the funding of the OEP in April 2019. The Bill has been in progress for a long time, so we may not all remember what the Committee said then—some, like me, may not even have been an MP then. It said:
“A history of sustained budget cuts to DEFRA’s arm’s length bodies does not fill us with confidence that the current funding provisions for the Office for Environmental Protection in the draft Bill are sufficient. Given the importance of the OEP’s independence from Government”—
that independence is the reason why it is important that we discuss this matter alongside amendment 156—
“it should have additional budgetary protections than is customary for Non-Departmental Public Bodies.
The Government should commit to providing a multi-annual budgetary framework for the Office for Environmental Protection in the Bill. This commitment would help to ensure the Office for Environmental Protection’s independence from Government and is consistent with best practice as seen with the Office for Budgetary Responsibility. Rather than grant-in-aid, the Office for Environmental Protection should also have its own estimate which should be negotiated directly with HM Treasury, and voted on by Parliament in the yearly Supply and Appropriation (Main Estimates) Bill.”
The Select Committee argues that the requirement for multi-annual provision should be fundamentally written into the Bill, not subject to whims or dependent on good intentions in the future. That is very important for the next topic of our conversation about the independence of the OEP.
