In that case all I can say to the hon. Lady is that she simply does not understand the consultation process. There are 14 weeks in which the public themselves may come back to us with all their input. We are very clear that we will be exploring widely and deeply with all sectors of society, and indeed all sectors of business and all those with an interest. We have set up the strategic trade advisory group to do exactly the sorts of things she is asking for, and I am confident that this is the most open consultation on free trade agreements this country has ever undertaken.

I would like to thank my noble Friend Baroness Fairhead for all her hard work in driving forward the launch of the Government’s export strategy, in her role as Minister for Trade and Export Promotion. We launched the Government’s export strategy on 21 August. The strategy has four pillars—encourage, inform, connect and finance. Our ambition is simple: it is for the UK to be a 21st-century exporting superpower.

I welcome the Secretary of State’s remarks. How will the strategy help increase exports in the aviation, defence and aerospace industries, which are so crucial to Farnborough in my constituency?

My hon. Friend, who is a very strong advocate for those sectors, makes a good point. They are strong export sectors for the UK, and the Government’s export strategy will build on their success, further encouraging and assisting companies to export. We will do so by providing more information and connections to overseas markets, supporting companies at overseas events and providing better access to export finance.

That is not, in fact, the duty of the Department. Her Majesty’s Revenue and Customs is responsible for customs in the United Kingdom. None the less, HMRC has received extra funds from the Treasury to ensure that preparations are made for Brexit.

The UK defence and aerospace industry plays a vital role in the country’s prosperity, and Farnborough, in my constituency, has a special place at the heart of it. What steps is the Department taking to support the industry, and will the Secretary of State kindly confirm that members of his team will attend the Farnborough international air show in July?

I can certainly give that assurance to my hon. Friend. He will also know that in order to improve the functioning of our defence and security exports we are reorganising the Defence and Security Organisation so as to separate the defence from the security elements, because they require different levels and types of Government intervention and contact. I want to ensure that the appropriate skills are there to maximise our defence and security exports.

It is impossible to sell anything to anybody with no risk attached. That is why we have a clear risk test in the consolidated criteria. We are in close touch with the Saudis, to a degree that I have never known before with a country that is party to a military dispute, in seeing how they do their targeting and understanding their methods and information. We have been closely helping to instruct them in ways to minimise civilian casualties in future.

I have had the opportunity to travel to Saudi Arabia and visit the targeting centre in Riyadh, where targets in Yemen are allocated. Does the Secretary of State agree that as well as exporting hardware, we export a doctrine of responsible use, which, at the end of the day, saves lives?

I entirely agree with my hon. Friend that we export not just the doctrine, but the professional expertise and training that can help to give effect to that doctrine.
