Commons ChamberI have no current plans to propose any changes to the devolution settlement. This would be matter for discussion between the main Northern Ireland parties and the UK Government in accordance with the Belfast agreement.
I thank the Secretary of State for that answer, but given that the failing of the Executive and the Assembly to exist is detrimental to Northern Ireland, and given that it is only one party in Northern Ireland that is refusing to allow them to function, is it not time to look at the Belfast agreement to see whether we can evolve it so that, in future, the Assembly and the Executive will continue to serve the people of Northern Ireland? [Interruption.]

Commons ChamberI am grateful to the hon. Gentleman for highlighting the sectoral work relating to 58 areas of activity, which deals with how trade is currently conducted with the EU and what the alternatives might be. I can say that Northern Ireland has contributed to the cross-Government work at an official level, and the hon. Gentleman will be well aware of the commitments that DExEU has made in relation to the publication of that ongoing work.
Is it not the case that no one can decide what arrangements are needed on the Irish border—if, indeed, any will be needed—until such time as trade negotiations have been concluded, and is it not the case that the EU should get on with those negotiations now?
We firmly want to see progress on the second phase of the talks. I gave that message to Michel Barnier when I was in Brussels last week, and I also said that we believed significant progress had been made in relation to the first phase. We continue to focus on not only demonstrating our commitments in respect of those first three items, but getting on with the second phase, which is absolutely about the enduring relationship, and part of that is very much about solving the issues relating to Northern Ireland and Ireland, which we remain firmly committed to do.

Commons ChamberRegardless of the difficulties or disagreements among the parties in Northern Ireland, should not those issues be sorted out within the Assembly and the Executive, and not in this place? Or is it the case that one party, or maybe more, is actually looking for a rewriting of the rules?
I am grateful to my hon. Friend for his continued focus on Northern Ireland, following his chairmanship of the Select Committee on Northern Ireland Affairs in the last Parliament. I think all parties are focused on seeking an outcome and ensuring a functioning Executive, rather than fundamental changes to the rules. That is where we should focus our attention, because as he suggested, that is where I think he realises that decision making should happen—within Northern Ireland, within the Assembly and within the Executive, acting in the best interests of Northern Ireland.

Commons ChamberThe additional funding that has been outlined is for an inclusive Executive to be able to utilise those funds in the best interests of Northern Ireland. That is the most powerful, effective way to deliver on that. That is why I have been using all my time, energy and efforts to see that the Executive are restored. That is absolutely the best way to ensure that the points that the hon. Gentleman rightly makes are seen.
Is it not the case that in September 2015 there was a crisis in the institutions in Northern Ireland—long before any deal between the Conservative party and the DUP was struck? Is it not also the case that this particular crisis started long before any deal between the Conservative party and the DUP was struck?
My hon. Friend highlights the challenges that we have in seeing the Executive restored and the challenges that have emerged over the course of this year. He is right: it is so important that we focus on that task at hand and see that the time available is used so that the Executive are restored and perform in the best interests of Northern Ireland and all communities across Northern Ireland.

Commons ChamberI thank the Secretary of State for supplying an advance copy of his statement, and for engaging with me as Chair of the Northern Ireland Affairs Committee regularly during the process.
When people turned out to vote in greater numbers, they expected politicians and not civil servants to run affairs in Northern Ireland. Given the way we are going, could those people be forgiven for becoming disillusioned with the whole process of devolution if we are not careful? Should we not therefore remind all the parties in Northern Ireland that power sharing means working with people they do not like, and accepting decisions that they would not automatically choose? If they do not do that, power sharing will not have a future.
My hon. Friend, in his characteristic way, has set out the challenges. I commend him and the Select Committee for their work in supporting our activity. I have appreciated the conversations I have had with him in recent days. Yes, there is a great deal at stake. It is about the parties recognising that need to reach out, which they have demonstrated in the past, and our providing that context and ability for them to do so, in the best interests of Northern Ireland.

Commons ChamberI welcome the hon. Gentleman’s comments and his emphasis on the need to return to shared government in Northern Ireland at the earliest possible opportunity. I welcome his support and his comments underlining the shared responsibility that we all keenly feel in seeking to achieve that outcome by using the time ahead as effectively as possible. He is aware that there is a relatively short period of time following an election—around three weeks—in which to form an Executive. We need to use all the time, up to polling day and beyond, to try to bring people together and to retain the sense of dialogue, difficult and challenging though that might be during an election period. It is important that we continue to do that.
We recognise that political stability is the primary responsibility of Governments. I have had discussions with all the parties since my last statement, and I have focused on engaging widely in order to encourage and promote a way forward. That is absolutely what I will continue to do in the time ahead. No one should prejudge the outcome of the election. We should be absolutely focused on seeking to get the right outcome, which is the continuation of devolved government in Northern Ireland. That is in the best interests of the people of Northern Ireland as it will allow things to move forward. As the hon. Gentleman said, we must work collectively to that end and approach this in a positive way if we are to achieve that outcome.
I returned from Londonderry this morning following meetings there yesterday. I witnessed a great sense of frustration there about what is happening, and a great sense of disappointment that the Assembly is yet again under threat and has indeed fallen. Does the Secretary of State agree with me—and, indeed, with the proposal from the shadow Secretary of State—that the coming weeks should be used to explore all the possibilities? None of us wants to see a return to direct rule, but the worry is that there is a strong possibility that the election—which the Secretary of State is obliged to hold—will deliver the parties back to Stormont in roughly the same numbers as now. What is the likelihood of making progress under such similar arrangements? Surely we should use the coming weeks to put in place a plan B under which we could continue with some form of devolved government and not bring powers back to this House, because direct rule is not a satisfactory way of running Northern Ireland.
I am grateful to my hon. Friend for his comments. He rightly identifies the maintenance of devolved government in Northern Ireland as the key issue. He is also right to say that we must use the available time to ensure that communication lines and dialogue remain open during the election period, however difficult that might appear. Equally, the issues relating to trust and confidence in the institutions, and in the ability of parties to work together in the shared government arrangement, will still need to be resolved. The question of how we can use this time to bring people together must be at the forefront of our minds.

Commons ChamberI thank the Secretary of State for advance sight of his statement. Given that new elections would probably return the parties more or less in the same numbers as they have now, does he agree that repeated callings of elections will not really address the fundamental issue? Do we not therefore need to look closely at how the institutions are actually constructed and formulated so that we can move away from this constant threat of those institutions collapsing or being collapsed?
I welcome the comments of the Chair of the Select Committee on Northern Ireland Affairs on the need to focus on the issues at hand and on the extent to which an election will change things. Between now and next week, our immediate focus and attention has to be on seeking to establish whether there is a way forward between the parties and on encouraging that. Obviously, various points and questions have been raised, but my responsibility at this time is to seek some form of resolution, to see whether a resolution is possible and to take stock as circumstances develop.

Commons ChamberThe right hon. Gentleman is right to mention the very brave testimony of Joanne McGibbon. Our thoughts are with all those who have lost loved ones to terrorism. This House should continue to send out that strong and important message. The joint agency taskforce, which brings together different agencies to confront organised criminality and those linked to terrorism, is doing very good work, and we need to do more of it.
Given that the threat level in Northern Ireland is still severe, is the Secretary of State satisfied with the level of intelligence sharing in the Province?
Some very good work is taking place among our agencies in Northern Ireland, as well as those in the Republic of Ireland. That is in a stronger position. Of course, there is still room for further improvement, but significant seizures of arms and weaponry have been made as a consequence of that work. It is important to underline that.

Gentleman rightly highlights the structures that have been in place since the Belfast agreement, such as the North South Ministerial Council and the British-Irish Council, which will meet again in a few weeks. They are really important and valuable structures that can and will be used in supporting the negotiations ahead; there is of course the new Joint Ministerial sub-committee as well.
Given that Her Majesty’s Government, the Irish Government and political parties in Northern Ireland want to see the special relationship and soft border continue, is it not incumbent on the European Union to allow us to exit on terms that will enable us to preserve that relationship?
My hon. Friend underlines a very significant point, which is the support that other EU member states have provided to the political process in Northern Ireland over many, many years. That is a point we have underlined and the Irish Government have underlined. We will continue to do so as we look towards the negotiations.

Commons ChamberLet me underline the comments made by the Prime Minister about the very special bond that binds the peoples and nations of the United Kingdom—England, Scotland, Wales and Northern Ireland. It is a very simple message. Now is the time to come together and to work together to secure that bright positive future for Northern Ireland as part of the United Kingdom outside the European Union.
On behalf of the Northern Ireland Affairs Committee, may I welcome the new ministerial team and indeed the shadow Secretary of State to their positions? I pay tribute to my hon. Friend the Member for Wyre and Preston North (Mr Wallace), who was the former Under-Secretary of State for Northern Ireland, and particularly to my right hon. Friend the Member for Chipping Barnet (Mrs Villiers), who really has carried out an enormous amount of work in Northern Ireland.
May I ask the Secretary of State about south-east England airport connectivity, which is very important to the economy of Northern Ireland? Could he have a word with his Cabinet colleagues and speed up the decision on airport capacity in the south-east of England?
I am grateful to my hon. Friend for his welcome. Indeed, I very much look forward to working with the Select Committee. I note that he is tempting me into a broader area of policy in relation to airport capacity. He will know that the previous Transport Secretary made a clear statement on the timing of that, and, obviously, the matter requires further consideration.

Commons ChamberSome 196,000 study visas were issued, excluding dependants, in the year ending September 2015, and we continue to welcome the brightest and best to study at our world leading institutions.
Given that students who come to this country for more than a year are officially classed as immigration, and given the concern about levels of immigration into this country, would it be sensible to give a separate classification to students who come here to study? As we have already heard, those students bring a lot of money to the country, and they extend British influence abroad.
As I have already indicated, the Office for National Statistics includes international students in its net migration calculations, and like other migrants, international students who stay for longer than 12 months have an impact on communities, infrastructure and services while they are here. I underline that having those numbers there does not bear on our policy.
