Some very impressive work is done by the charitable sector in supporting ex-offenders to deal with addiction problems. Will the Lord Chancellor ensure that his Department takes very seriously the importance of rehabilitation of offenders by enabling them to leave the substance abuse problems behind them, in the past?

My right hon. Friend raises a critical issue for us in the prevention of crime, behind which so much substance abuse lies. While she is right that the charitable sector has a huge role to play, so do we. She will be pleased to know that earlier this week I had an interview with one of the first recipients of our alcohol sobriety bracelets, who has, for the first time in his memory, been alcohol-free for the last two months. He said to me—it was very moving—that it had literally saved his life. As well as doing good to his society, we have done good for him.

As I hope the hon. Gentleman knows, we are putting enormous emphasis on the regeneration of brownfield land. It should be a first call for all local authorities trying to deliver new homes. As I recall, 56% of all new homes last year were delivered on brownfield land. Through Homes England, we are putting significant money behind remediation required in areas such as coalfields and other sites that might be contaminated. I am happy to write to the hon. Gentleman with details of how his area could access that funding.

T6. May I urge the Government to support local authorities in getting tough on littering and making sure that more fines are levied for this antisocial habit?

I am not quite sure what the hon. Lady thinks I said. I said there were broadly two serious nuclear powers in the EU at the moment, the UK and France, and that we are fortunate in having a bilateral agreement signed in 2010 with the French to deepen and widen our collaboration on nuclear research. Our exit from Euratom, which looks like it is going to happen, will not affect that at all. Those bilateral relations and that research will continue. In particular, our participation in the Jules Horowitz Reactor project in southern France can continue, not least because there are a number of non-EU members in that fantastic materials testing programme at the moment.

I wonder whether my hon. Friend shares my concern. I think that the threat to the UK nuclear industry is not this Bill but the fact that the Leader of the Opposition wants to shut down the nuclear industry in this country, including, of course, Sellafield.

That is a very good point, which will no doubt be taken into account by the good voters of Copeland in the next couple of weeks.
