Commons ChamberThe right hon. Gentleman puts his finger on one of the key issues. One of the issues that I have discussed with the police is that when we arrest people, they ought to be high-quality arrests of people who have unique skills, so that when they are taken out of circulation, specific damage is done to the business of drugs. I have likened it, in this festive season, to that Christmas cracker joke: “How do you kill a circus? Go for the juggler.” We need to make sure in each of these groups that the juggler is dealt with on a systemic basis, but key to doing that is following the money.
The right hon. Gentleman will be pleased to hear that, with the Minister for Security and Borders, my right hon. Friend the Member for East Hampshire (Damian Hinds), who is here on the Front Bench and leads on economic crime, we have an operation under way with the National Crime Agency called Project Plutus, which is about both intercepting that money and, critically, learning about the flows of money, within the UK—whether that is into property assets or elsewhere—and internationally. If we can cut the money flow, then the business itself becomes pointless and hopefully it will disappear.
I strongly welcome the Minister’s plan and intent, and I wish him every success with it. On that money point, will he make it clear to the people making these big profits that the state will pursue them to take the money back?
We absolutely will, and our plan contains an ambition to significantly increase the denial of assets to the criminal fraternity. We know that this business, if it is a business—a horrible business—is prosecuted for profit. It is all about the money, so if we can make it a low-return, high-risk business, we will deter a lot of people from getting involved.

I am grateful to the hon. Gentleman for his questions. As he knows, significant resources are available to our counter-terrorism policing colleagues and there have been significant extra resources over the past couple of years for Merseyside police, which I know and believe they will put into action in this case.
The hon. Gentleman asked a number of questions that invited me to speculate on some of the lessons that we may learn from this incident with regard to, for example, materials or, indeed, the motivation of the alleged attacker. At the moment, the police have said that none of that is yet clear. Once the investigations are complete, and we have the full picture of the individual’s activities online and offline and of his lifestyle and possible associates—we do not know yet—we will be able to learn some of the lessons for the future. And I join the hon. Gentleman in knowing that Liverpool will bind itself together, as the city has done so many times and will again.
What action is the Home Office taking in its area of competence to review all the policies that could have a bearing on this and similar attacks? We would like reassurance that more could be done, as those are unacceptable.
As hon. Members will know, the phenomenon of terrorism in the modern world is fast-moving and dynamic, so we must be, too. I reassure my right hon. Friend and the House that constant attention is paid to our ability to prevent these kinds of attacks, where we possibly can. He will know that, since 2017, counter-terrorism policing in its wider sense has prevented, I think, 31 attacks. We constantly learn lessons from incidents not just here in the UK, but around the world, so that we try to stay one step ahead in our preventive efforts. I can reassure him that constant attention is paid to refining what we do and getting better and better at it.

Commons ChamberThe hon. Gentleman has given me a long series of questions, which I shall try to answer as efficiently as I possibly can. Once the error became clear to the team, they escalated it up through the Home Office, first of all on Monday, and then through Wednesday into ministerial and other offices, in accordance with normal protocols.
As to the scale of the data, while the figure of 400,000 has been quoted, that is an accumulation of the various bits of information that may or may not have been deleted. As I said, a number of bits of information may apply to one individual, so the number of individual records on the PNC that might be affected could be smaller, but we will not know exactly until later this week, once the programme that is being analysed has come to an end.
As for when the script was introduced, that was indeed six weeks prior to what is called the weeding date, which is when the deletion was due to take place. That is standard practice, to load the script into the system some weeks before it is due to run. It did not run until the Saturday, when the error within it became immediately apparent.
As to the records that are affected, I am informed that the records that have been deleted are those that relate to people who were apprehended or put under investigation by the police. When there was subsequently a declaration of no further action to be taken, if there were prior convictions or offences on the police national computer, my information—what I have been told thus far—is that that those will remain. Only information relating to that specific incident, which was no further action, may or may not have been deleted. To a certain extent, that helps to mitigate some of the risk.
It is also worth pointing out that, as I said in my statement, there are other databases, both locally and those held nationally, such as IDENT the fingerprint database or the national DNA database, which may also be searched. The PNC draws its data from a number of other databases and when, because of our legal obligations, a deletion request is put on to the police national computer, it cascades deletions down through the other databases in accordance with the law. Those subsequent deletions were halted immediately, and that should help us, we hope, with recoverability of the dataset.
The hon. Gentleman asked about SIS II. That is indeed unrelated, and visa processing was suspended for approximately 24 hours. Everybody whose customer service threshold could not be met as a consequence of that was informed, but processing was resumed pretty quickly. We are assessing the impact on ongoing police investigations, while we analyse the report that has been run, which will give us the full picture of what has actually happened on the system.
Having said that, policing partners and the Home Office have put in place mitigations, not least informing other police forces—as Nav Malik did—that they should be making subsequent checks of their own and other databases, not least the police national database, which is a separate database from the police national computer and holds intelligence and other information.
On the national law enforcement data project, the replacement of the PNC, while that process has had its fair share of problems, it is fair to say we have undergone a reset. There is now a renewed sense of partnership working between the Home Office and the police, to make sure we get that much needed upgrade in technology correct.
The hon. Gentleman’s final point was about accepting the maintenance of data. He is absolutely right: we accept that it is very important that we, and indeed police forces and other governmental bodies that hold people’s personal data, do our best to maintain its integrity and to do so as faultlessly as possible. In these circumstances, we were attempting through this code to comply with our stringent legal obligations to delete personal data where it cannot be held by us or by other databases. Sadly, human error introduced into the code has led to this particular situation, which we hope is rectifiable. I am more than happy to keep the hon. Gentleman updated, as I did on Saturday afternoon, when I briefed him.
I thank the Minister, the Home Secretary and the police leadership around the country for the very professional way in which they have responded to a most unfortunate error, an error that none of them wanted or made personally. Will he give us a little bit more encouragement, however, because is it not the case that there are now many good ways to retrieve data that has been wrongly deleted? Might we be looking at a remedy for this in a few weeks’ time, when the computer experts have finished their job?
My right hon. Friend is absolutely right that the initial assessment was some optimism about the ability to recover this data, not least because it is held in a number of areas. We will not have the full picture until we get to the end of this week, once we have analysed the report and, of course, looked at the data that we should have deleted but have not because of this error. However, he is quite right that we should be optimistic about that and recognise that all is not lost. There are other ways that this data can be cross-checked, in particular as part of a police investigation. We are working with our policing partners to ensure that they make full use of that, so that they can proceed as usual with their investigations.

Commons ChamberHas the Minister had discussions with chief constables, and has it emerged from those discussions what priorities they have for the new police officers? I can think of plenty in the Thames valley, but has he had the experience of the chief constables on how they can make things much better with these extra police?
I am pleased that my right hon. Friend’s police force, in particular, will receive a very large settlement of just under £32 million. We are having an ongoing conversation with the wider policing family about how and where our priority activity should take place. That discussion is being held under the auspices of the new National Policing Board, on which all arms of policing are represented. The board will settle the priority action that will be taken forward.
We have had discussions, particularly at the board’s last meeting, on prioritising violence. At the top of the list, murder is the tip of the iceberg of violence, which features many types of crime. I hope we will move to a 360° approach to fighting crime over the next few months and years, and I hope that chief constables will support us in doing so.

Commons ChamberI think that we have teased out something very important in this debate. The Opposition want no barriers against ferocious competition from agriculture on the continent, which has undoubtedly damaged an awful lot of Welsh, Scottish and English farms, but they want maximum tariff barriers to trade with the rest of the world so that we still have to buy dear food. That does not seem to be an appealing package.
My right hon. Friend might be interested to know that just last week I visited Randall Parker Foods in my constituency, a company that slaughters and processes several hundred thousand Welsh lambs every year and that is salivating at the chance of opening up the US market, in particular, where Welsh lamb is under-represented and where there is huge potential for us to export more than we do.
Like my hon. Friend, I think that there are some great English, Welsh, Scottish and Northern Irish agricultural products, and that with the right tariff system with the rest of the world we could do considerably better with our quality products.
