Friend is quite right that the childcare system—not through anything other than an accident of increasing numbers of ministerial initiatives—has become complicated to the extent that there is not enough availability and it is not affordable or flexible enough. For example, some of the payment mechanisms are complex, not least tax-free childcare, so we have not seen the take-up that we expected when that was introduced. We are reviewing the entire process from end to end. She can be assured that we are looking not just to tinker, but, hopefully—with the blessing of the new Prime Minister—at something that will really provide a reformed system to give her and other parents exactly what they are looking for.
On Friday, I received an email from the acting headteacher of Reay Primary School in my constituency. She said that
“many of our children are hungry. Our cook is providing as much as she can but the children want more. This tells me that the children must be missing out on food at home. We are going to provide bread”
but the school needs more money.
I have listened to the Secretary of State answer many questions about the cost of living crisis that parents face, but parents and teachers cannot wait. What more can he do to address this now?

Commons ChamberMy hon. Friend is right that, sadly, the issues that we saw in Greater Manchester police have been reflected again in London. In the end, as my right hon. Friend the Member for Sutton Coldfield (Mr Mitchell) said, the solution is leadership. I was pleased to be able to assist the Mayor’s office in Manchester to find a great leader for Greater Manchester police, who I know is driving forward a programme of change and progress that Mancunians will be feeling on a daily basis on the streets. We must now find a great leader for the Met who can reproduce that here in London.
As a proud south Londoner—I have lived in Brixton all my life—I know that if the Minister thinks that the issues in the Met police started under Sadiq Khan’s tenure, he is in cloud cuckoo land. From when I was a young girl, the issues with policing were at the forefront of the issues in my community, and they continue to be almost 40 years later. I do not want my young children to have to go through what men—my uncles and cousins—have gone through. That starts with our Met police taking seriously the community’s issues and realising that policing is by consent. The Mayor has clearly set out reforms, and I hope that the Minister will outline how he will support the Mayor to address those reforms, how he will welcome them and how he will work with the Mayor, instead of making the issue a political football.
I am sorry that the hon. Lady feels that way. Certainly, when I was at the Met police, we did a lot of work to examine the problems with the culture. In fact, I instituted a race and faith inquiry at the Metropolitan Police Authority to look at exactly the issues that I know trouble her, as they have many people over the years. With a large organisation such as the Metropolitan police, that area requires constant attention. My sadness about the exchanges today is that no Opposition Member has once yet recognised the responsibility of the Mayor of London. If he is not responsible for policing and crime in London, I am not sure what he is doing in the job.

Commons ChamberI also pay tribute, as the hon. Gentleman has, to the entire team that have supported the family. I met them when I was deputy Mayor for policing. I have to confess that when I heard the story I was open-mouthed at what was revealed, hence the strong support I gave to the then Home Secretary, my right hon. Friend the Member for Maidenhead (Mrs May), for an inquiry. Admittedly, as the right hon. Member for Islington South and Finsbury (Emily Thornberry) said, it is not the first, but hopefully it will bring us to some kind of conclusion on this matter. I was not seeking to make a party political point, merely to point out that there is a direct responsibility at City Hall—one that I took when I was doing the job—to drive forward the conclusion to this matter not only to reach some kind of closure for the family, but to ensure significant change in the organisation that will mean that this can never happen again.
We are back here again discussing the police. Some of the issues in this report about the vetting of police officers and the fact that some had links to known criminals will be quite shocking for a number of my constituents, who continue to be stopped and searched. Some of those constituents are on the gangs matrix, which had such a massive impact on their life in terms of finding jobs, access to benefits, and ability to rent. The Minister will know that in 2019 a freedom of information request revealed that a person as young as 13 was on the gangs matrix. How will he help to restore confidence in our communities who want to work with the police in addressing some of the issues, when we have known criminals involved, people not being vetted properly and some of my young people continuing to be on the gangs matrix?

Commons ChamberIn my view, the vast majority of interactions between the Metropolitan police and members of the black community go well and are of benefit. There are, however, many—too many—that do not, and that is an area of work that requires constant attention. As the right hon. Gentleman will know, the Metropolitan police is subject to the Casey review of its culture at the moment. It is working hard, again, as part of the police uplift to change the look and feel of the workforce, with ambitious targets to recruit people of different genders and different ethnicities into the force so that it better reflects the people of London and can better serve them as a result.
On a national level, the National Police Chiefs’ Council is similarly in the process of developing a race action plan to do the same and to deal with some of these issues. This area has been a challenge for policing in London—certainly throughout the right hon. Gentleman’s political career, as it has throughout mine—and it is one that requires constant attention from all of us, driven both by the thematic problems we see, but also by some of these specific incidents. Where we do have these specific incidents, it is incumbent on us to make sure we have the knowledge and the detail, so that we can make the right decisions to make a big difference for London’s communities.

“I can’t go a single day without wanting to scream, shout…or just give up.”
That is child Q, and I say to child Q and every other little black girl, “You matter.” In eight years’ time, when my daughter is 15 years old, I hope this issue is not still happening, but I am worried that it will be. The local safeguarding practice review found that child Q’s mother was not contacted, and she only found out when her child took a taxi home. Once at home, child Q’s mother had to take her to the GP who made a referral for psychological help due to her child’s level of distress. The Minister has outlined that he is waiting for the IOPC report, but does he agree with me that there are clear safeguarding issues in the treatment of child Q and the lack of parental engagement, and that he can take steps today to help address this and give confidence to little girls not just across London, but up and down the country?
I completely agree with the hon. Lady that there are implications for safeguarding, and I know but will reassure myself that my ministerial colleagues at the Department for Education are taking it as seriously as we are. As I say, from a policing point of view we have to wait for the IOPC to come to a conclusion, but on the overall safeguarding, the panel obviously did its work, the review has produced a report and I will make sure that Ministers at the appropriate Department are taking action as well.

Hon. Members will have seen that, as part of our uplift programme not just in London, but elsewhere, we are specifically pushing to increase diversity both in terms of gender and race within policing. That is important nowhere more than in London and we have been working closely with the Metropolitan police to maximise the possibility of not only people from a BME background, but women joining the police force.
The Minister will be aware that I have spoken about the issue of the Met police on a number of occasions. I am very proud to represent Vauxhall in south London. It is a diverse constituency where, if I am honest, sometimes the relationship between the community and the police can be fractious. We have a number of great community leaders who are willing to work and build the trust between the police and the community. However, reports such as this just blow that confidence out. How can I reassure my diverse community—my diverse community of young black children, of LGBT people, of women who feel let down by the police—that they can have confidence and trust in the police? How will the Minister address the issues relating to the fact that, when we come to summer, we will see our police out on the streets and the young who are fearful of the police will not trust them, women who want to go out across Vauxhall at night will be scared to approach the police, and our LGBT people who want to go out and enjoy themselves will not want to come forward to the police? How is he going to address that culture now?
Having wrestled with these issues in the past, I completely agree with the hon. Lady that it is totally critical that there is a strong bond of trust with communities who have perhaps had a fractious relationship with the police. I think that the best thing that they can do is decide to be the change themselves, and I urge all communities in London and elsewhere to put forward their brightest and best to be police officers.

Commons ChamberMy Vauxhall constituency is home to one of the largest LGBT communities in the country, and I share my constituents’ feelings about the Met’s response to these horrific murders. How can my LGBT constituents trust the Met when they failed to link the three deaths that were so close together? How can my LGBT constituents trust the Met when they refused to rule out some of the horrific homophobic presumptions about these young gay men? How can my LGBT constituents trust the Met when, 12 months after the first murders, they ignored the pleas from family members, friends and partners?
The Minister says he is reassured by the Met but, respectfully, I do not think my constituents are reassured this afternoon. As with some of my black and minority ethnic constituents and some of my female constituents, my constituents and communities seem to have experienced a catalogue of failures from the Met police. Will he please show the leadership that he says is needed and call for a full public investigation to get to the bottom of this?
I understand the hon. Lady’s anger and frustration, which many of us feel. However, as I said, I am reassured that the Met are taking the three steps required to learn the lessons of this issue. First, they acknowledge that something went wrong and have apologised. Secondly, they are being transparent about that and about what needs to change. And thirdly, they are seeking independent advice on their internal processes and internal culture to make sure change happens and sticks. Although I can understand the doubts that many in the LGBTQ+ community may have about the Metropolitan police today, I hope this means that, over the months and years to come, the Met can rebuild the trust that is needed.

Commons ChamberI welcome my hon. Friend’s comments. She represents what is sadly one of the drug epicentres of the country in central London, and she is right that much of the drug abuse, violence and degradation is driven by casual, thoughtless use by people who do not regard themselves as addicted but who are nevertheless complicit in the violence. In spring next year, we hope to publish a White Paper with a structure of escalating impositions on such individuals, which means that we will be as likely to see a drugs operation outside Lancaster Gate or Bayswater tube station or in Belgravia as in other parts of the capital to ensure that we get among those people. She is right that we must focus very much on those drug barons and put them behind bars if we possibly can.
I associate myself with the comments of the hon. Member for Cities of London and Westminster (Nickie Aiken). We do need to clamp down on those barons who exploit our young people. That includes those who exploit young girls—they often do not get talked about in the whole issue of county lines—who are criminally exploited, gang-raped and sexually assaulted by drug barons; they used them even during lockdown to push drugs up and down the country.
Will the Minister outline how he will help not just the Metropolitan police but forces across the country to get the technology and investment they need to deal with this issue? The drug barons get smarter every day—it is not just about burner phones; they adapt their business models day in, day out and are always one step ahead—so the police need resources now.
I agree with both the hon. Lady and my hon. Friend the Member for Cities of London and Westminster (Nickie Aiken). Of the £300 million that we will be spending, £145 million will be on enhancing and turbocharging our effort against county lines.
Both hon. Members made a good point about the pernicious nature of the exploitation perpetrated by these drug dealers on young people. I hope that they will both be interested to know that police forces have brought successful prosecutions on the grounds of modern slavery. It would be good to see a prosecution on the basis of child grooming, not least because we think it would be an enormous deterrent to a drug dealer to know they would spend their time inside on the sex offenders’ wing.

Commons ChamberThe right hon. and learned Lady is shaking her head, and I understand that she finds that unsatisfactory, but there are important reasons why chief constables must be the primary source of responsibility, both for suspension and for discipline, in maintaining the integrity of their own police force. Having said that, the inquiries and reviews that are under way will teach us lessons about what more we can and should do to improve this situation. I would hope and believe that, when we come back with the conclusions from those pieces of work, we can talk again about this issue.
I also want to pay tribute to my constituency neighbour my right hon. and learned Friend the Member for Camberwell and Peckham (Ms Harman) for securing this really important question.
I want to come back to the Minister’s last reply, in which he mentioned that it is up to chief constables. The Minister will be aware of the former chief constable of Nottinghamshire police, Sue Fish, who has said:
“When I tried to address this I was denigrated, isolated, marginalised by many senior people because they didn’t see it as either important or necessary”.
That goes to the heart of the issue we are discussing. Police officers are still in post while those women and girls are fearful, and those women and girls are reporting it to their relevant police officers knowing that nothing will happen. That includes the many women and girls who have come to me in my Vauxhall constituency highlighting the issues of reporting crimes at Brixton police station. We have to change this culture, and warm words will not help those women and girls, so I want to ask the Minister: what help will the Government be giving to those victims?
I agree with the hon. Lady that things have to change, and that is what we are trying to bring about. She will know that, if she has specific constituency cases of people who are dissatisfied, alarmed or concerned about their treatment at the hands of the police, they can go to the Independent Office for Police Conduct and seek satisfaction through that route. They do not have to rely on the police themselves.
As I said earlier, we have to divide two issues here. First, there are allegations of serious sexual offending, which must now by law be reported to the Independent Office for Police Conduct. The issue generally of suspension or otherwise for a police officer does at the moment fall to chief constables. Obviously, they are accountable to the local police and crime commissioner—in the hon. Lady’s case, to the Mayor of London—and policy will be set between those two. As I say, there are important reasons why a chief constable must be responsible for the suspension or otherwise of an officer. That is separate from the requirement in law to report these offences to the IOPC, where an independent investigation can take place and then disciplinary proceedings follow, if possible.
I realise that many Members of the House believe that this process appears long-winded. Our job is to balance two things: the right of a constable to due process against the right and the need of the public, particularly women and girls, to have a sense of trust in the system. That is exactly what we will try to learn from and improve through the inquiries we are undertaking and the work that we are doing with the National Police Chiefs’ Council.

That is a good question. It is certainly the case that violence reduction units, which are led locally, include wider education programmes, and I have seen good examples of that. They are there to generally educate young people about the dangers of carrying a knife, and the fact that someone carrying a knife is more likely to be a victim than to protect themselves. I have seen some imaginative use of such programmes. I was in the west midlands a couple of weeks ago, where a virtual reality set-up was used with schoolchildren to indicate to them the best way in which to continue their lives.
I know that the hon. Gentleman has taken a strong interest in the Bill. It contains serious violence reduction orders, which give the police the power, as the hon. Member for Croydon Central pointed out, to stop those individuals who are known knife carriers, and are known to have been convicted in the past and to have shown a proclivity to violence. They are designed to discourage and deter people from carrying weapons, given the increased likelihood of getting caught, and to protect offenders—to give them an excuse to move away from being drawn into exploitation by criminal gangs.
On the serious violence reduction orders, can the Minister confirm that there will be a full evaluation before they are rolled out across the country?
They have been through significant scrutiny. Obviously, they will be rolled out subject to evaluation, as we are doing with knife crime prevention orders. As the hon. Lady said, we are piloting those at the moment in London. Those orders have both a positive and a negative impact. For example, somebody subject to a knife crime prevention order can be stopped from going into Croydon town centre, but at the same time in the same order be required to attend an anger management course or some kind of training course—some positive activity that would steer them in the right direction. We will look at any innovation that comes forward and pilot it and try it. Such is the urgency of the problem that there is no monopoly on ideas; we should be willing to try everything.
We can also do more to remove knives. Last week, we commenced the provisions of the Offensive Weapons Act 2019, bringing in a ban on a range of knives and other weapons: specific firearms; cyclone knives, which are a sort of spiral knife—Members may have seen those deeply unpleasant weapons for sale online—and rapid-fire rifles. Anyone who possesses these weapons could now face up to 10 years in prison. We think that this ban will help save lives and get more weapons off the street. Certainly, as part of the surrender programme, enormous numbers of these weapons have been surrendered to us.
Although I understand the desire of Members present to push the Government to ever greater efforts, I would like to reassure everybody that there is an enormous amount of effort and commitment going in, both at the Home Office and the Ministry of Justice, and more widely at the Department for Education and among all those partners who are required to drive down this problem. I know that there has been a lot of challenge this afternoon about the amount of resources going in. I just point out that when I was deputy Mayor of London dealing with a knife crime epidemic back in 2008, that was when spending under Gordon Brown was at an all-time high. Police officer numbers were similarly high and there were youth groups all over the place. Yet still our young people were stabbing each other in great numbers. The connection between knife crime and social structure is not as simple as people sometimes portray.

Commons ChamberI am always happy to meet police and crime commissioners and their Members of Parliament to talk about fighting crime, and I am very pleased that my hon. Friend is so embedded in the collective mission to reduce crime in his constituency. He is quite right that we are having enormous success with county lines, and that is off the back of significant Government investment. I am hopeful that police and crime commissioners can see the wider benefits of that programme in suppression of violence in their areas and will supplement the work that we are doing, but he should be assured that we will be making a very strong case in the spending round for continued investment. The one thing I have learned about the Treasury over the past few years is that it likes investing in success, and we are certainly having that with county lines.
I thank the Minister for his reply. He mentioned that the Home Office and officials are getting smarter, but so are gang members. They are getting so smart that even during lockdown they had the sheer audacity to use our young people to carry drugs up and down the country dressed as key workers. They are always one step ahead. They will continue to exploit our children until we have a clear definition on child criminal exploitation. It is estimated that over 4,000 teenagers in London alone are being criminally exploited. What additional steps will the Minister be taking to ensure the Government put their full weight behind addressing this real and serious issue?
The hon. Lady rightly highlights one of the truly despicable aspects of county lines, which is the horrible exploitation and often victimisation of young people who are driven into the awful activity. She might be interested to know that we are very focused not necessarily on them but on those who control and victimise them. Much of the activity taking place in the three big forces we are funding—Liverpool, London and in the west midlands—is in targeting those line controllers who drive that exploitation. Interestingly, more and more of them are now not just being prosecuted for drugs importation or distribution, but for modern slavery or under child grooming legislation. That means that when they are convicted, they are put behind bars in the sex offenders wing, which is something not even they see as desirable. It is proving to be a very strong deterrent.
One of the key aspects of our work is gripping the transport network, in particular rail. We are finding that where we shut down their ability to use rail and they divert to roads, their likelihood of using young people, who cannot drive and are more likely to be arrested, is dropping. All our effort is being focused not just on restricting the supply of county lines across the country, but on rescuing and preventing young people from getting involved.

Commons ChamberWe are investing in vital victim support services to the tune of more than £150 million this year. The forthcoming victims Bill will enshrine victims’ rights in law and explore the provision of domestic abuse and sexual violence support. We are also working with the Home Secretary to develop new violence against women and girls and domestic abuse strategies to help to drive a step change in response to these crimes.
I am extremely grateful to my hon. Friend for bringing that organisation to prominence; I am grateful to it for the valuable work that no doubt it has done, alongside others, during these dreadful past 16 months or so. For our part, we have boosted funding for specialist services by £51 million to support victims through the covid-19 pandemic and beyond. That included £20.7 million for local community-based sexual violence and domestic abuse services and a £27 million investment over two years to recruit more independent sexual and domestic violence advisers. The landmark Domestic Abuse Act 2021 contains new measures to protect victims and will be followed by new violence against women and girls and domestic abuse strategies, while the victims Bill will further transform victims’ experience. I hope that that will have an impact in Broxtowe, along with the rest of the country.

“Domestic abuse victims have to be taken seriously and listened to”.
That is a direct quote from a letter to me from a constituent who suffered physical, emotional and financial abuse at the hands of her now ex-partner. She came to my surgery not to talk about him, but for help with dealing with the police, who she says mishandled her case and have not taken her seriously. Instead of believing that the red marks on her neck were from an attempted strangulation, they responded that the marks were too thin and did not look serious enough. They also did not follow up on the spy camera in her home.
Victims of domestic violence and abuse have told me that the burden of proof is on them. Can the Minister tell me what steps he is taking to bring about a culture change in the police so that victims of domestic violence are believed from the outset?
