Commons ChamberI congratulate the hon. Lady on the work that has been done in Upper Bann, and perhaps there are lessons that can be learned by all Governments across the UK. Incontinence can cause considerable anxiety. I often talk to my brother about what is worse now. Although a flare up can be seriously debilitating, the day-to-day anxiety never goes away and is always with those who suffer.
What is more, some Crohn’s and colitis sufferers have stoma bags, meaning that not only do they need to find a toilet, but they need to find one that has enough space for them to change and dispose of equipment comfortably, hygienically and in privacy. There was recently an excellent event in Parliament for International Men’s Day that talked about the need for sanitary bins in men’s toilets, which is incredibly important. Men often suffer from incontinence, and they certainly suffer from Crohn’s and colitis, so making sure that all toilets have such safe and sanitary facilities is crucial. I am not sure whether that would require an Act of Parliament, but it strikes me that it would have support across the House, because the fear of incontinence or being unable to locate a toilet can lead to a breakdown in mental wellbeing and social isolation through people choosing simply not to leave their home. We have all been there. We have all had a sickness, a bug or an upset tummy and either nearly not made it or not made it. Imagine that being your life every single day.
Many living with Crohn’s and colitis will understand, and I hope they will hear, these calls. A key thing we have heard about time and again is the social security system, because less than 3% of people living with Crohn’s and colitis are in receipt of personal independence payment. Four in five are denied the support they need. Words like “battling” and “fighting” are often used to describe the experience of those applying for PIP. I recently spoke to someone who talked about how degrading they felt the system is, and that was somebody who is chronically ill and often cannot leave the house. For them to be scared of going through a system that is supposed to be a safety net is utterly appalling, and I hope the Minister will hear that and talk more about how the social security system can support people with Crohn’s and colitis.
The current benefit system defines disability as a permanent and substantial impairment, or a long-term health condition that is likely to degenerate. Those I have given examples from, those we have taken evidence from and those who will be watching at home tonight—no one can tell me that their condition is not long term. There is little recognition of fluctuating health conditions, and fluctuating health conditions are not just Crohn’s and colitis. There are many other conditions, so we have to have a system that is designed to support all those people.
My hon. Friend is making a powerful speech, and I hope that the Minister hears the points she is making. One thing that constituents consistently raise with me about Crohn’s and colitis is the impact of benefit assessors’ lack of awareness of the impact and fluctuating nature of the conditions, which my hon .Friend has been describing, and the need to end informal assessment in the personal independence payment process. Does she share their concerns about those points?
I absolutely do. It is fortuitous that my hon. Friend raises that issue, because the statistics tell us that only one in two people score points under the toileting needs and continence descriptor, despite the severity of the symptom on everyday life. The fact that three in four people with Crohn’s and colitis will experience it just shows how profound the issue is.
I wish to highlight that the Scottish Government are reforming flexible disability assessment for fluctuating diseases. That is good news for people in Scotland, but what about people across the rest of the UK? The Scottish Government are consulting people with lived experiences on the mobility component of their adult disability payment. That includes researching the impact of moving around, planning and following journeys for those with fluctuating conditions. The adult disability payment differs from PIP, as it intends to get decisions right first time by trusting what people tell Social Security Scotland. Time and again, I have heard from people who have been through the assessment process for PIP and have been undermined and scared. I know people who have just not gone there, including some constituents who have come to see me; they do not want to go through the process, because they are so scared of it. We must move away from that. Treating people with dignity, fairness and respect is at the heart of delivering the adult disability payment.
I have highlighted just some of the impact that Crohn’s and colitis has on people’s lives. It is vital that we invest in developing a national primary care diagnostic pathway for lower gastrointestinal conditions, as my hon. Friend suggested, destigmatise IBD symptoms and create a benefits system that supports people with all types of disabilities. Just as the Crohn’s and Colitis UK campaign says, it is time to cut the crap and give greater awareness about IBD and those who suffer from this terrible life-limiting disease. We have an opportunity to do something really good: to give those who suffer from these terrible diseases an opportunity to take their full role in their communities and do jobs that they may otherwise be unable to do if they do not get that diagnosis and that support as early as possible.
I hope the Minister has heard what we have said, and heard the experiences of our constituents and those close to us. I look forward to his contribution.

As we walked past the statue of Falkland, to which suffragette and activist Margery Humes chained herself, one of the WASPI women told me that they should have brought their own chains. It is a brutal and harsh reality that more than a century later, we have women facing similar injustice who have to fight way past retirement age and who are dying before they get the justice to which they are entitled.
I am reminded that it is Endometriosis Awareness and Action Month. My co-chair of the all-party parliamentary group on endometriosis, my hon. Friend the Member for Kingston upon Hull West and Hessle (Emma Hardy), and I have been to a number of events and briefings this week, as we do throughout the year, to talk about, discuss and campaign for better diagnosis, support and funding for research and treatment for those who suffer from such a brutal and life-limiting disease.
My hon. Friend makes an important point about a reality that blights the lives of many women. Will she also call for similar research and focus to be shone on polycystic ovary syndrome, which is another blight on the lives of many women?
I wholeheartedly agree with my hon. Friend. So often, women are being left behind by the lack of resource for, research on and understanding of diseases such as endometriosis and polycystic ovary syndrome.
All over the UK we have incredible groups, such as my local one in Livingston, Endo Warriors, run and managed by Candice and Claire, two remarkable women. I was reminded yesterday that, unlike other diseases, endometriosis and, I believe, polycystic ovary syndrome, still have some of the worst support and understanding by clinicians, and that post-op care comes nowhere close to what people get if they have almost any other injury, disorder or disease.
I want to mention briefly Marie Lyon, who heads up the campaign on Primodos, another scandal of our time. I know that the Minister is familiar with this. We have to pay tribute to those women and parents who have suffered at the hands of Primodos, the hormone pregnancy drug, because they are still fighting for justice decades on from the harm that has been done to them and their children.
Some progress has been made, though—it is not all grim. In Scotland, for example, we have become the first country in the UK to publish a women’s health plan, which is an important first step, and I know that the UK Government are following in our footsteps by focusing on the rights of women and girls in their international development strategy. That is incredibly welcome, but what is not welcome is the cut in international aid, which is going to hit some of the poorest areas in the world the most. It needs to be reversed.
The simple fact is that women today still face vast inequalities. The issues are complex and interlinked, whether they be childcare costs, the cost of living, access to affordable healthcare or traditional stereotypes, many of which we have heard about from Members throughout the Chamber. Women of colour, trans women, women on lower incomes and women across the LGBT community continue to be disproportionately impacted. Not only are this UK Government bringing forward illegal and illiberal policies that will shame us the world over, but having no recourse to public funds has a brutal impact on many women who are seeking refuge and asylum. I have seen that at first hand when constituents come to me.
According to the World Economic Forum’s “Global Gender Gap Report 2022”, it will take another 132 years to close the gender pay gap.
Internationally, we see women striving for the same rights as men. I pay tribute to the incredible women in Iran who have stood up and risen up against an authoritarian Government, and to the women in Afghanistan who are fighting for the right just to retain the ability to be educated, and who face a brutal reality following the departure of the troops. The west has left the women of Afghanistan behind and we must look to what more we can do. And I pay tribute to the women of Ukraine, including my constituent Natalya, who is interning in my constituency office. She had to leave many of her family members behind, as they are fighting in that horrific conflict.
There are many incredibly important women in all our lives. One of them is my mum. She stood for election to this place in 2010. She was unsuccessful but, five years later, I am pleased to say that I beat the man who had beaten her.
I grew up as a child of a single parent. I was born out of wedlock, and I want to say to all the single parents and single mothers how incredible they are, that they are loved, wanted and valued.
One of my favourite stories about my mum is about our dinner traditions. One of our favourite dinners—some may be familiar with this, and some may not—was a pick-and-mix dinner, which often came at the end of the month. It did not dawn on me until adulthood that my mum creatively made up the dinner with whatever was left over at the end of the month because, quite often, there was not much left to spend. Her creativity in presenting us with lots of different wee bits as an entertaining game worked every time. We loved it and I still love it. Her door was always open to anyone, no matter how little we had. We had Christmases with folk who did not have anywhere to go and camping trips with other folk’s kids. Mothers, especially single mothers, are really quite exceptional.
I close by paying tribute to the incredible Emma Ritch. She was the executive director of Engender and passed away suddenly in 2021. She is desperately missed by her family, friends and colleagues, and I was the beneficiary of her excellent advice on more than one occasion. I am so pleased that the Emma Ritch law clinic will shortly open in her memory at the University of Glasgow.
To all the incredible women, to those who identify as women and to women like Aimee who, in spite of all the challenges they face, display enormous kindness and generosity for others, we salute you. I know that my constituent Wendy will continue to fight for women’s equality, in Aimee’s memory, with her army of friends and family, and I look forward to going on that journey with them.
I am very grateful to follow the hon. Member for Erith and Thamesmead (Abena Oppong-Asare), with whom I always enjoy working. She is always worth listening to.
I also want to reflect on the speech made by the right hon. Member for Basingstoke (Dame Maria Miller) at the beginning of the debate. I was not sure how I was going to begin my contribution because, to be honest, I am a bit scunnered—probably more than a bit—but she set a positive example so, before I get on to my scunner, I will follow on from what she said and reflect on the fact that women across the House can and do work together positively. Although I have significant political differences with her, with women on the Labour Benches and with others, I am really grateful for the focus that all these strong, powerful women have on issues to do with women. I put on the record my great appreciation for colleagues cross party and for the work they do.
I note the exceptional speech given by my hon. Friend the Member for Livingston (Hannah Bardell). It was a powerful contribution. She talked about her constituent and her lovely mum. It has been nice to hear the reflections of others about their mums, too. Again, that is something we can all agree on.
I think we all want to be very clear in our appreciation for what the hon. Member for Birmingham, Yardley (Jess Phillips) does. It really matters. I am sure it is very difficult, but these women matter and the difficulty their families are facing should never happen. It should never be experienced by any family. We need to reflect on that and on the headlines, as others have commented, that follow these tragic incidents about “family men” and so on. The hon. Member for Brent Central (Dawn Butler) made some very powerful comments in that regard.
My hon. Friend speaks of the families of the women whose names the hon. Member for Birmingham, Yardley (Jess Phillips) read out. I have just had the pleasure of spending some time with them, and what was palpable was not just the tragedy they have experienced, but their resilience. Does she share my view that they should never have had to face this and, as we have heard across the House today, we need to do so much more to ensure there are no lists of dead women to read out?
I am very grateful to my hon. Friend for what she says. I cannot add to that. What she describes is a reality and we have a responsibility to ensure that we do everything we can. The reality is not great. Too many families know all too well the gaping holes that are left because of male violence against women, so we will keep talking. We have a responsibility to do that. As the hon. Member for Vauxhall (Florence Eshalomi) said, we need to use our privileged platform here as parliamentarians to raise this issue time and again.
The right hon. Member for Basingstoke spoke powerfully about the value and importance of women in public life, and the consequent improvements they bring. An increase in the number of women in public life ties together to bring women’s situations more broadly into a better place. She is 100% correct in what she says. We have many more women in public life now and I very much welcome that, but I also reflect that, certainly in the time since I was first elected in 2015, public life has become increasingly polarised. There are challenges over and above those that we would have identified in 2015.
The hon. Member for Erith and Thamesmead (Abena Oppong-Asare) was correct to be concerned about the damage that influencers such as Andrew Tate inflict on wider society. Obviously, that has a profound effect on women. We also heard that culture wars, which we hear too much about, are not without an impact on women—that is absolutely right. All those who engage in that kind of behaviour should be ashamed of themselves, because they do down and cause detriment not only to women but to everyone in our society.
Last year I was struck by hearing Members express those kinds of concerns—they were fed up and worn down by the toxic climate that they were working in. The hon. Member for Bath (Wera Hobhouse) reflected that it is increasing. Can we, in good conscience, not point that out? I do not think so. We should call it out for what it is: damaging our democracy and women. Can we, in good conscience, ask young women to come forward into what is often a toxic soup of threats, abuse and misinformation? I ask myself that. However, perhaps there is a bit more of the glass half full about me after all. I think that we can and we do ask young women to do that—I think of the strong and powerful young women I know, who will always stand up for women’s rights and equality.
My reflection on equality is that if someone is coming after my rights as a woman, it is clear that the rights of every other group will be next on the agenda. I am aware that I perhaps sound a bit crabbit, as I would be described at home. Perhaps I am an increasingly crabbit middle-aged feminist, but I am happy to point out that my rights as a woman and my feminism are not at all imperilled—in fact, they are more than likely strengthened —by my making sure that I stand up for the rights of other groups.
I am grateful that hon. Members have reflected on the situation of women across the world whose rights are imperilled. We need to be clear that rights are not carved in stone forever, as we have seen tellingly in the US. We have seen grave and terrible situations for women in Afghanistan and Iran, and they need not only our solidarity but our practical support and assistance. That is our job. We need to take practical steps and stand with them. Uyghur Muslim women are forced into sterilisations and labour camps. Women across the world are in difficult situations, and I include women in small boats.
Closer to home, there are policies that cause detriment to women. I was pleased to hear the right hon. Member for Norwich North (Chloe Smith) and the hon. Member for Meon Valley (Mrs Drummond) speak about the future of work and supporting women in work. We need to do that, but the reality is that there is a 15% pay gap, and warm words will not deal with that. It will take concerted action, and the strong WASPI women who I spoke to yesterday know that there is a problem. The situation is not fair for them as older women, and nor will it be for younger women. It will take decades for that issue to correct itself, if it ever does. We need to accept that reality.
I am always happy to talk at length about the positive policy in Scotland, as hon. Members will be aware. It is important that much of that policy focuses on gender and women. I would like to focus on one particular woman, as she stands down as the first female First Minister of Scotland and the first woman to lead the Scottish National party. I pay tribute to Nicola Sturgeon, a politician who has inspired me greatly and influenced many others. Many women and girls will be interested and engaged in politics and public life because of her consistent and solid support for women’s rights and making lives better.
I will close by mentioning some other women who inspire me, because we need to finish on a positive note. East Renfrewshire councillors Caroline Bamforth, Angela Convery and Annette Ireland day and daily work hard to make lives better for women. They champion women and girls in all they do, and I am very proud to have them as my colleagues.
Laura Young is a young influencer who is campaigning hard on environmental issues, including to get rid of disposable vapes, which cause problems for both the environment and young people. For her pains, she too is involved in the horrible, toxic morass of online abuse. Shame on all the people who deal with her like that. She is a young woman making a difference to the world, and she does not have to do that. Women such as her will continue to make a difference. None of the online abuse will make a difference—she is going nowhere.
Rahima Mahmut is a Uyghur human rights activist who, despite the challenges she faces, stands up day and daily for the rights of Uyghur women. Hon. Members will not have heard of Rena McGuire, but they will all be the better for knowing her. Rena is a woman from Barrhead whose community activism spans decades. She has made every effort at every point to make life better for women in her community. Although we have many challenges and we should not minimise them, there is a space for us to appreciate the sterling and tireless work of women such as Rena, who make all our lives better.

It is a pleasure to serve under your chairship, Mr Mundell. I am grateful to the hon. Member for Coventry North West (Taiwo Owatemi) for leading this important debate so powerfully, and to all the women—so many women—who signed the petition, including the 241 in my constituency of East Renfrewshire.
Endometriosis and polycystic ovary syndrome affect so many women, yet we hear so little about these conditions day to day, so this debate is really important, because it allows us to focus on areas such as research, where I will be seeking assurances from the Minister. It is really important, too, that this afternoon we are shining a light on these conditions and helping a bit by letting people know about the reality and the challenges of daily life for women who are affected.
I will not speak a great deal about endometriosis today, not because it is not important—it absolutely is—but because colleagues from across the Chamber have spoken so knowledgeably and eloquently. But I would first like to echo what others have said about Sir David Amess and the huge contribution he made. And I would like to reflect on a few things that we have heard that bear further examination.
My hon. Friend the Member for Livingston (Hannah Bardell) spoke so eloquently about the support of women campaigners. I really take my hat off to women like that. They are amazing people. The hon. Member for Rutherglen and Hamilton West (Margaret Ferrier) noted the importance of recognising the mental health impact of both these conditions. And we have heard from hon. Members across the Chamber about the impact on people’s working lives. But I think the hon. Member for Streatham (Bell Ribeiro-Addy) spoke most powerfully. She spoke so well about her own experience—a really hard experience—as a woman with endometriosis. I hope that the Minister is able to reflect on that in the context of her response and the need for research.
I want to concentrate today on PCOS. I have been contacted by several constituents who have PCOS, and I have PCOS myself. Like many women with PCOS, I have not really spoken it a great deal—and to be perfectly honest, I had not intended to speak about it in the context of my work. It is a personal thing, but I decided that I would speak today because the silence around this condition really has to change. So many women are affected by PCOS, but so little is said about it, written about it and, frankly, known about it. We really need to shine a light on this condition and to push for far greater understanding and a far greater commitment to the research that can make a difference.
I was diagnosed with PCOS about 20 years ago, but to be honest, even though I initially spent quite a lot of time trying to research it myself, that was difficult, because much of the information that women would want to find and anticipate being able to find does not actually exist, because of the glaring lack of research. Like so many other women with PCOS, I have been in the dark most of the time, just because there is not enough understanding out there of this condition, which has certainly impacted on my day-to-day life.
I see that the Royal College of Obstetricians and Gynaecologists has helpfully put this in a nutshell for us all. It has established that less than 3% of the overall medical research funding in the UK is focused on women-specific diseases, such as endometriosis and PCOS. They are holding back women’s health outcomes and experiences and holding back our lives, yet that is the kind of priority—less than 3% for women-specific diseases—that these conditions are given. I reflect again on what the hon. Member for Streatham described.
I am pleased that the new Scottish Government have in their first 100 days published a new women’s health plan that includes several actions to improve access to appropriate support, speedy diagnosis and the best treatment for endometriosis. That is practical progress, and I hope it will have a knock-on effect for PCOS. That kind of practical action is really important and will make a difference to people’s daily lives, but we are working with one hand tied behind our backs if we do not focus on the dearth of research on, and lack of conversation around, both these conditions.
That is one call from Verity, the national PCOS charity, which does a fantastic job despite being volunteer-run. Those volunteers deserve our grateful thanks for their work and focus. We might want to take a wee minute to wonder why this condition, which affects up to 10% of women, has to rely on volunteers, however professional, influential and brilliant they are—they are all that. That is not illustrative of a collective appreciation of the harm PCOS causes daily to women throughout their lives.
The fact is that, like endometriosis, the cause of PCOS is unknown, and there is no cure. That can be quite devastating to hear, because as we have heard, some of the symptoms can have a significant impact on daily life—on what we would call normal life—and in a variety of ways. Bear in mind that some women will experience multiple issues once, including irregular periods, or a complete lack of periods. Again, that is not a topic I ever thought I would touch on at my work.
Does my hon. Friend agree that her speech and that of the hon. Member for Streatham (Bell Ribeiro-Addy) show the very reason why diversity in our Parliament, including women who will come forward and be so brave as to share their personal experiences, is absolutely crucial?
My hon. Friend is right: we have to listen to women’s experiences, and I think the hon. Member for Bury South (Christian Wakeford) referenced that too. That really matters here. I never imagined talking about my experience of menstrual irregularity, ranging from nothing at all to a full, continuous six months of periods, which was both debilitating and, frankly, somewhat concerning.
It is fair to say that these are the kind of challenges that women would really rather do without. We heard about the irregular nature of fertility, including irregular ovulation, or no ovulation, which is an issue for women with PCOS, who of course probably do not know that until they find out that they are not pregnant when they are trying to be; reduced fertility—difficulty becoming pregnant—can be the reason why many women become aware that they have PCOS. That was certainly my experience, and it explained many other things. I may have a wee glimmer of light in what is possibly a quite depressing contribution: I have two amazing sons thanks to just a wee bit of PCOS-related medical assistance.
I can tell hon. Members, as we heard so eloquently from others, that women with PCOS can have a difficult time in many ways, particularly with issues such as hirsutism—unwanted facial or bodily hair. I cannot emphasise strongly enough how women are influenced by this. Again, there is no solution. Imagine the impact on the self-esteem of young women in particular. However, PCOS does not only affect young women, and young women are not alone in facing a severe impact on their life from these kinds of issues. None of us wants to sprout a beard, feel unable to go swimming or have to cover up from head to toe. Noting symptoms as oily skin and acne do not really cover the magnitude of those either.
PCOS is often assumed to related only to fertility, and that is a big issue, but all these other issues affect how the world sees us and how we present ourselves to the world. Thinning hair—male pattern baldness, basically —2014 is crushing to have to deal with. Being overweight is so common among PCOS-affected women because our bodies metabolise differently. For some women, that has a significant impact on both their health and on how they interact with the world. There are also depressions and mood changes. If I went through everything, we would be here all day. So many things have a connection to PCOS but, again, we cannot say exactly what or why because the research is not there.
As a younger woman with no idea of where to go for support, it was heartening to hear of women, such as the hon. Member for Streatham, speak about communities supporting one another. That is really helpful when diagnosis is not straightforward or where the issues are not resolvable, but we need to do better than that DIY approach. For young women and teenagers, it is rubbish in the age of Instagram to have to deal with unexplained weight gain or hair growing where it should not, and worries about the future. As for menopause, I have no idea what it will mean, but I would certainly like to know. When I looked into aging women, the best I could establish is that it is thought to be a medical black hole. That is simply not good enough, and that is why research is needed.
To conclude, I thank all the women who have been in touch with me about this matter—so many of them. I thank Verity PCOS and my constituent Anji Sandhu, who is in the process of setting up a group to raise awareness of PCOS and its challenges so that we can talk about it more. That will help because so many women are affected and rely on us here to take it seriously. At the moment it feels to them like a big, dirty secret, and that is what needs to stop. That is why we need research, and I hope that the Minister has something positive to say on that.

Before we begin, as many hon. Members will be aware, the weather in London and here in the Boothroyd Room is very hot. I have no problem with Members speaking without jackets on, and I have also advised Doorkeepers that they should take their jackets off, so that we all stay conscious. That this House has considered the Social Justice and Fairness Commission and implications for Government policy.
It is a pleasure to serve under your chairmanship, Ms Bardell, and to introduce this debate on the important work that has been done by Scotland’s Social Justice and Fairness Commission, led by Shona Robison MSP and Neil Gray, the former Member for Airdrie and Shotts who now sits in the Scottish Parliament. The commission was established by Nicola Sturgeon in September 2019 and comprises both SNP Members and respected independent contributors, including Doctor Angela O’Hagan, former convenor of the Scottish Women’s Budget Group; Dr Nighet Riaz, academic, educator and community and political activist; Professor Sir Harry Burns, the former Chief Medical Officer for Scotland; and Chelsea Cameron, activist and campaigner and the Sunday Mail Young Scot of the Year 2017.
The commission took evidence from a wide range of organisations and individuals who provided valuable time and insights during a period of great uncertainty. The commission published its report, “A Route Map to a Fair Independent Scotland” in May this year. The focus of the report is how much more Scotland could achieve with independence, but it also considers what is achievable with the powers of devolution.
As the commission highlights, the powers of the Scottish Parliament and the Scottish Government are under attack by a UK Government using the challenges posed by Brexit to undermine the very fabric of devolution. In the run-up to the first independence referendum in 2014, Scotland faced the choice of two futures. One of those choices—independence—is still available and will be revisited soon in a further referendum, as voted for by the people of Scotland. The other future, which was described by Theresa May as a “family of nations”, by Gordon Brown as a “new federal UK” or by Ruth—now the unelected Baroness—Davidson as the only way to keep Scotland in the EU is to vote no. The future that they described is now well and truly dead.
The question facing the people of Scotland, which also faces the people of other parts of the UK, is what comes next? Where are our Governments taking us and what is the vision that drives their actions? The commission’s report is based on the central principle that the function of Government is to make life better for everyone and to ensure that no one is left behind.
The words, “no one is left behind” have been used by Ministers in the UK Government, but it is clear to all but the most dogged idealogue that they are weasel words. Ministers use them to put a gloss on such regressive decisions as letting up to 3 million people fall through the cracks of pandemic support, and please let us not mention universal credit as a safety net. Many applicants receive little or no support, because someone else in their household has an income. There is also the wilful decision to remove the £20 uplift in universal credit in September, just as the furlough scheme ends and many workers face post-pandemic unemployment. The UK Government’s failure to bring forward an employment Bill is an example of calculated inaction, as Ministers understand that many people, including pregnant women and new mothers, face blatant discrimination in post-pandemic employment, but they have chosen to do nothing.
The commission highlights three key elements in the roadmap at a fairer Scotland, which I would argue are equally applicable to the UK. The first element is democratic renewal by changing how we make decisions to be more inclusive, consensual and empowering. The difference in the direction of travel between Scotland and the approach of the UK Government is stark. As the Scottish Government work to extend the franchise, the UK Government use manufactured concern about voter impersonation as a smoke screen to disenfranchise many of the UK’s poorest and most vulnerable citizens, many of who are likely to be from black, Asian and minority ethnic communities. While the activities of the Scottish Parliament and devolved Administrations are subject to review by the courts, the UK Government have made clear their intention to use the anachronism of the UK’s unwritten constitution to put their own actions above the law. Given their scandalous behaviour, that is a worrying proposal.
The commission’s recommendations for citizen empowerment include working with affected communities to co-design and co-produce policies, developing and expanding participatory budgeting and giving communities greater control over their land with accelerated community ownership. These build on work already under way in Scotland, including the Land Reform (Scotland) Act 2016, which provides for greater transparency of land ownership, a fundamental resource for development. Ownership has been shrouded in secrecy for far too long. The UK Government are going in the opposite direction to that recommended by the commission, with a union connectivity review and levelling-up fund to haul decision making back to Westminster, and prioritise party objectives and vanity projects over local benefit.
The second leg of the route map is that Governments should operate based on values rooted in human rights and equality. As the Prime Minister chooses to align himself with leaders such as Viktor Orbán, the outspoken anti-immigrant premier of Hungary, his preferred direction of travel for the UK is clear—to the fringes of right-winged populism.
The commission highlights that the UK immigration policy is not only hugely damaging to Scotland, but inhumane and ineffective, founded on the relentless pursuit of a hostile environment. Recently, asylum seeker mothers and their babies were removed from flats in Glasgow and transferred to cramped bedsits where the babies had no room to even crawl. It is difficult to identify any logic to that policy, other than to say, “You are not welcome here.” The commission highlights the damage done by so-called welfare policies driven on the back of austerity. The bedroom tax, two-child limit, rape clause, benefit cap and five-week wait for universal credit all undermine social solidarity and make families reliant on food banks, charities and one-off crisis funding. How can the Minister can defend policies such as the rape clause? Surely that is simply indefensible.
The values underpinning these policies are not the values of the people of Scotland. They are not the values underpinning the job start payment, or the child winter heating allowance, introduced by the Scottish Government using their social security powers. They are not the values shown by the SNP in government, with the introduction of a range of progressive polices, such as the baby box, and game-changing poverty reduction measures, such as the Scottish child payment and the best start grant.
As a range of commentators have recognised, there is a limit to the ability of devolved administrators to tackle poverty while discriminatory polices remain in force at a UK level, and are reinforced by policies such as cutting the £20 weekly uplift to universal credit just as post-furlough unemployment is likely to soar. That change alone will wipe away the benefit brought to many families by the Scottish child payment.
The commission proposes pilots of two key models of social security: universal basic income and the minimum income guarantee. Despite repeated calls from the SNP and other devolved Governments, the UK Government continue to obstruct basic universal basic income pilots, content to leave gaping holes in the social security net for people to fall through. As the commission makes clear, by imposing cruel and damaging austerity measures, and undermining devolution, the Westminster Government are an obstacle to achieving a fairer society in Scotland.
I am learning the lessons of this dysfunctional United Kingdom. The commission recommends that an independent Scotland agree, define and enshrine our shared values and goals in a written constitution, incorporating international human rights conventions guaranteeing the right to home and access to a secure living income. Those values, allied to a commitment to equality, underpin the third and final leg of the route map: the delivery of transformative policies that put the wellbeing of people first.
By contrast with the centralising efforts of the UK Government to undermine devolution and take control of devolved powers, the re-elected SNP Government have committed to continuing strong action to tackle poverty and support families. The measures to be adopted include paying a further £100 for each child eligible for free school meals on the basis of low income, in addition to the £100 already paid at Easter; beginning the phased implementation of free school meals for all primary pupils, starting with primary 4 children in August and primary 5 children in January 2022; completing the roll-out of 1,140 hours of funded early learning and childcare; increasing the best start foods payment to £4.50 a week, and with the regulations already laid, families will start receiving the increased payments by mid-August; and legislating to give unpaid carers on some of the lowest incomes an extra coronavirus carer’s allowance supplement payment in December 2021. Such policies demonstrate the Scottish Government’s determination to support families and to give children in Scotland the best start in life. They are part of the Scottish Government’s commitment to creating a wellbeing economy, which is being taken forward internationally, with the First Minister taking a lead through the Wellbeing Economy Alliance.
Brexit and the pandemic have had a major impact on all our lives. With independence, Scotland would have the tools, such as the full range of welfare powers, tax and employment law, to navigate future challenges. The transfer of those powers to the Scottish Parliament would empower the people of Scotland and present us with the opportunity to transform our country for the better. However, those powers currently rest at Westminster. They could be used productively on behalf of the people of Scotland and people across the UK, but the UK Government have made it clear that they do not intend to act, and certainly not in a way that would be supported by people in Scotland.
The transfer of employment law would enable the Scottish Government to pursue a fair work agenda, including the commission’s recommendations of raising the minimum wage to the real living wage, banning the exploitative use of zero-hours contracts, outlawing unpaid trial shifts, and legislating against the practice of fire and rehire. The UK Government have failed to deliver such reforms, despite repeated calls to do so. They cannot even say that the reforms will appear in the much-promised Employment Bill. In fact, they cannot even say when the Bill will eventually arrive.
As the UK Government continue to dither over their plans for the post-pandemic economy, the suspicion grows that we are drifting towards the right’s long-sought-after Singapore-on-Thames, with the UK competing on the international stage with low-rights, low-cost labour forces, and a focus on international investors looking for low regulation. That is not the future for Scotland that is recommended by the commission, and I suspect it is not the future wanted by many workers elsewhere in the UK, either. A recent study in Grimsby, which has been published this month by the Institute for the Future of Work, highlights a yawning gap between the needs of that town’s residents and the UK Government’s focus on deregulated and low-tax freeports, which are claimed to attract internationally mobile investment. However, that did not stop the Conservative Government abandoning freeports in 2012. What emerges from the study is that the situation in Grimsby would certainly be replicated in communities right across the UK, as projects emanating from Westminster reflect the aspirations and influence of international financiers, rather than any clear analysis of local community aspirations.
Moving forward from the pandemic, especially in the world of work, we face a radically different future from the one that we faced just 18 months ago. The pandemic will undoubtedly be seen as a turning point for many industries, with home working, distributed working, automation and online access to services all challenging pre-pandemic norms. The sudden change will throw up a number of challenges for individuals, businesses, local authorities, transport providers, the retail and hospitality sectors and property owners. The commission sets out a coherent method of working as we plan for the unexpected shift in our future. It is an approach that puts the wellbeing of the people, whom Governments are supposed to serve, right at the heart of policy making—a method that is radically different from the approach of the UK Government.
I commend the commission on its work in these difficult times, and I encourage the Minister and his colleagues to study it closely.
